Property Description: The city of Carson City, Nevada owns an undeveloped 40-acre parcel at the west end of Hobart Road in the Lakeview Subdivision near the northern city limits, which it acquired from the Bureau of Lands Management for the specific purpose for use as a park, and has identified it in its Master Plan for Parks and Recreation as location Number 1 for a proposed natural park. Limited parking is available, but only off-site on public streets or by trespassing on private property. The locked access gate provides non-motorized access only (pedestrian, bicycle, and equestrian).
Existing Uses: Hobart Road becomes a dirt road on this property, and is a very popular point of recreational access as it leads through the Humbolt-ToiyabeNational Forest and the back country areas of the Lake TahoeNevadaState Park, the Hobart Reservoir, and the Tahoe Rim Trail. The American Discovery Trail, which stretches across the United States from Point Reyes, California to Cape Henlopen, Delaware, uses this site as a trail head. The Carson City Unified Pathways Master Plan, adopted in April, 2006, specifically indicates a proposed trailhead with equestrian trailer parking on this property.

Project Description: The Carson city Master Plan for Parks and Recreation identifies Lakeview Park as a proposed natural park (similar to Riverview Park: a 109-acre open natural area that extends from the Korean War Veterans Memorial Park to the banks of the Carson River. Amenities include dirt trails, a 1.6-mile exercise course, an additional .4-mile nature trail, and benches near the river. Wild mustangs occasionally forage in the area. Dogs are allowed off leash during all park hours but are not allowed in the wetland areas and must be under adequate control of their owners at all times); and the City’s Unified Pathways Master Plan identifies Lakeview Park as an equestrian trailer parking site.
Without the development of any public amenities, or even a parking area, the City fails to manage the use of this park; use of the system of trails envisioned by the Unified Pathways Master Plan will continue to languish, and require users to seek whatever means of access they prefer, often to the detriment of the rights of private property owners and the greater public good.
The Nevada All State Trail Riders, Inc, (NASTR) offers the City $10,000 raised in private donations as seed money to implement the City’s plans for establishing the most basic component of a natural park: parking; NASTR offers the services of its volunteer members to provide ongoing maintenance of the proposed parking area and existing trail (Hobart Rd); and NASTR offers the City a $5,000 grant from the American Endurance Ride Conference (AERC), which NASTR has obtained for this specific project. NASTR suggests the improvement of the existing multi-use (non-motorized) trial head as follows: relocation of the property access gate to another on-site location thereby providing for, yet restricting, vehicle access; construction of a gravel access road in a single loop configuration, wide enough to accommodate trucks and horse trailers; improvement of the City’s road shoulder on Hobart Rd for parallel parking; placement of trash receptacles; and, construction of a trailhead kiosk. NASTR has been a responsible corporate citizen since 1968, and offers to contribute substantially, with both financial assistance and in-kind service for ongoing trails maintenance, to the quality of our local parks and recreational opportunities, through the implementation of this project.
Public Agency Involvement: The Carson Citypolicy is to place a high priority on partnering with other organizations to provide recreation programs for Carson City residents, and staff has enthusiastically responded to our proposal, and is expected to support an application for a Nevada Recreational Trails Program grant. Staff of the Nevada Parks department has expressed support for the project as well, and have encouraged us to submit a grant application for their consideration.
Funding to be provided by NASTR:
- $10,000 cash, currently held in short-term bank accounts;
- $5,000 Grant from American Endurance Ride Conference (AERC), awarded to NASTR, to be funded (reimbursed) upon their receipt of proof of site expenses.

Description and purpose of Requesting Organization: Nevada All State Trail Riders, Inc, (NASTR) is a non-profit corporation organized in 1968 for the purpose of preserving historic trails in Nevada by sponsoring and promoting horse back riding on these trails. Our physical and financial support of trails includes: the Carson River Ranches network of trails running from Lake Lahontan to Dayton; the Washoe Lake network of trails; the Jones Creek and Whites Creek trails network on the Reno side of the Mount Rose Wilderness; the Tahoe Rim Trail; and the historic Western States Trail used by pioneers between Truckee and Auburn. Since its formation, NASTR members have been instrumental in providing leadership and fostering the growth of the sport of Endurance Riding in the United States. Our website is located at
Appeal for Support: Parks are not for only city residents, or property owners, or even for only neighbors: they are for our guests, for future generations, for the animals that live there too. Parks improve the quality of our environment, our city, our neighborhood, and our lives. Trailheads are not a destination: they are a gateway to a destination farther away; an invitation for the public to explore a much larger park. This proposed trailhead is not only a gateway to a national forest, and a state park, but also to the incredible natural diversity found between Lake Tahoe and Carson City.
