SUMMARY:
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Road Services Division is responsible for 1,500 miles of road & 181 bridges, 5.7 million feet of drainage ditches in unincorporated King County. Over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras.
The Road Services Division, Engineering Services Section, is currently recruiting for full-time Career Service position at the Engineer III level. This recruitment will also be used to create an eligible list to fill special duty assignments, term limited temporary (TLT) and/or seasonal short term temporary assignments depending on the need of the program.
The Engineer III position is a lead senior level structural engineering position to supervise staff and design complex road and bridge structures.

Under the collective bargaining agreement, first consideration is for lateral movement of current career service employees, holding the position of Engineer III, who are members of PTE, Local 17A.
WORK SCHEDULE: Typical schedule will be 5 X 8 hour days that may include a Saturday or Sunday. Schedules are subject to change. This position is non-exempt from the Fair Labor Standards Act and is overtime eligible. Schedule mandatory overtime including after hours, weekends, and holidays may be required depending on the workload.

JOB DUTIES:
  1. Perform complex structural designs and prepare plan details, estimates, and specifications for bridges, walls, culverts and other roadway related structures.
  2. Perform complex structural analyses and studies and prepare written reports or technical memos to conclude the findings and recommendations.
  3. Function as a technical expert to supervise and provide advice to upper managers, direction and consultation to design consultants and in-house staff engineers.
  4. Project Manager/Lead Engineer on task or project assignments from inception through construction.
  5. Provides quality control and quality assurance of design and plan specifications & engineering documents.
  6. Perform bridge live load rating analysis and load upgrade design.
  7. Review and issue overload truck and right of way use permits.
  8. Assist in resolving structural related construction issues.
  9. Review and approve construction shop drawings, shoring plans, and design calculations.
  10. Perform structural lead inspections and reports findings.
  11. Other duties as assigned.
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Bachelor of Science Degree in Civil Engineering (BSCE)
  • At least four years of working experience in developing bridge designs and preparation of structural design plans, specifications and cost estimates.
  • Knowledge and demonstrated experience, efficiently using structural design software (CSiBridge, STAAD Pro, PG Super, PG Splice, BRASS, etc.).
  • In-depth knowledge of the most updated AASHTO LRFD Design Methodology, IBC, WSDOT Bridge Design Manual, ACI 318, PCI Design Manual, AISC Design Manual, AWS Welding Code, etc.
  • Demonstrated knowledge and experience applying seismic design and analysis, including computer modeling, dynamic analysis for seismic loads, mitigation of vibrations for bridge structures, push-over analyses, etc. `
  • Demonstrated in-depth knowledge of pre-stressed and post-tensioned concrete design and construction methods and applications.
  • Demonstrated commitment to customer service and the ability to deal with others in a straightforward and honest manner while being accountable for actions, maintaining confidentiality, good work ethic, and supporting organizational values
  • Ability to effectively maintain and manage project files including bridge load rating reports and issued overload truck data and inventory.
  • Demonstrated ability to analyze and design innovative solutions involving new and replacement bridge structures to increase efficiency in both material costs and time required for construction.
  • Demonstrated ability to prepare written technical reports or memos based on the findings from project conceptual studies, structural analyses and condition inspections, etc.
  • Demonstrated ability to work independently and supervise staff.
  • Ability to collaborate comments or inputs on project issues from others
  • Demonstrated ability to interact, write and communicate successfully technical, policy and political issues in a clear and effective manner with varied levels of management, staff, consultants and citizens with diverse individuals and groups

SUPPLEMENTAL INFORMATION:
WORKING CONDITIONS:
  • Work performed in the office and field.
  • Ability to be on call for bridge emergencies, especially in the event of damages, earthquakes and county-wide flooding situations.
  • Ability to work outdoor under unfavorable weather conditions and perform bridge inspections using an Under Bridge Inspection Truck (UBIT) from heights up to 100 feet.
  • Able to perform bridge inspection work in chest deep flowing water.
  • Ability to work in confined spaces.
  • Works outdoors, which may require climbing on bridges and walking on uneven, rocky or rough ground, or working in inclement weather.
  • Often required to stand and reach with arms and hands; physical activity including but not limited to lifting up to 50 lbs. at least waist height; carrying and moving objects.
  • Must be able to safely negotiate and traverse steep slopes, and to perform work in the field at a variety of construction sites, which may require walking on uneven, rocky or rough ground.
  • Must be able to work a variety of work hours including attending evening meetings and working nights and/or weekends and holidays when required.
