BCMDA is an established municipal entity, wholly owned by the Buffalo City Metropolitan Municipality. The objective of the Development Agency is to facilitate the acceleration of economic growth through Tourism, facilitating catalytic programmes for social and economic development and attracting investors for property management and commercialisation within mandate areas of Buffalo City.

PROJECT MANAGER: INFRASTRUCTURE DEVELOPMENT

TASK GRADE 14

Salary range: R523 364 – R661089 per annum (All inclusive)

Requirements:

Degree / National Diploma in Civil Engineering or Construction Project Management. Post-graduate qualifications and project management experience would be an added advantage. Professional Registration with the Engineering Council of South Africa (ECSA) and/or Associations are compulsory. A minimum of 5 years’ relevant experience in the implementation of physical infrastructure development projects is compulsory. Experience in working with government, international donor agencies and funders, national institutions, development agencies, NGO’s and other relevant stakeholders in complex environments. Project Management or Construction Project Management, Financial Management, Contract Administration, and Computer Literacy in Microsoft Office (Word, Excel, Outlook, PowerPoint and MS Projects) is a key requirement. Excellent report writing skills is needed. A Driver’s license is a prerequisite whilst own vehicle is preferred.

Key Performance Areas:

Reporting to the Executive Manager: Development Facilitation of the BCMDA and working closely with an implementation team, the PMID will manage and coordinate the implementation of the physical infrastructure development projects in all BCMDA mandate areas. The incumbent will monitor and oversee the progress of project implementation in all aspects i.e. consultants, contractors, operations and processes, work planning, procurement, recruitment, monitoring, evaluation and reporting, as well as coordination with funders, partners and relevant stakeholders. Write funding proposal and review high impact documents. Conduct site inspections to monitor the quality of the work. Community consultation process with all the relevant stakeholders to identify and clarify the project to be rolled out. Verify contractor’s invoices for actual quantities vs. amounts claimed. Circulate approved site briefing minutes to all site briefing attendees, accompanied by the attendance register. Partake in the Bid Specifications Committee. Verify all site related information and services through liaison with BCM Directorates.
