  1. Introduction

The government of India, through the ministry of Shipping, Road Transport & Highway has entrusted the NHAI with the responsibility of Developing and maintaining various section of Highway. NHAI under the prestigious programme has taken up the four laning of the existing 2 – lane National Highway No. – 33, connection Ranchi, capital of Jharkhand to National Highway No. – 2.

Hazaribagh – Ranchi section of NH – 33 is the primary and principal mode of transportation running across Jharkhand connecting most of the backward regions of the state and connecting Jharkhand with other states. Thus improvement and 4 – Laning of NH-33 will not only change the face of the road section in Jharkhand but will also provide the backbone for cultural exchange, social equality and a everlasting impact on its economy.

The concession Agreement was signed on 8th -Oct-2009 and the work contract commenced on 8thAug 2010, upon receipt of order to commencefrom the NHAI. The Concessionaire kept on submitting all project related documents to the project director NHAI who initially was the IC in charge until the consultant’s agreement was signed and delegated powers transferred to the Independent consultant. The role of IC is defined in RFP and schedule Q for Development, Construction and Operation stages.

The Concessionaire’s mobilization and the Independent Engineer’s mobilization status are appended in separate chapter.

The Consultancy Contract between NHAI and M/S Unihorn India Private Limited was signed on 6th Aug 2010. The Independent Consultant’s team started mobilizing since that date.

1.1 General:-

The project envisages construction of four laning of Hazaribagh-Ranchi section of NH-33 from (Km. 40.500 to Km. 114.000) on BOT (Annuity) basis under NHDP phase-III in the state of Jharkhand.

The project Highway starts from old chainage at Km 41.600 (Design chainage Km 40.500) from Hazaribagh and ends at old chainage at Km 114.000 at Ranchi. As per design chainage, the actual length of project highway is 73.799 Km.

The Concession Agreement envisages that after completion of the New Carriageway, The roadway width in the main Carriageway in stretch (Km 40.500 to Km 114.000) will consist of

(a)4 – lane dual carriageway

(b)1.5 m wide Earthen Shoulder in Urban Section and 2.0 m wide Shoulder in Rural section

(c)Median strip of 4.5m in rural area and 1.5m in build area.

1.2 TheSite:

The project highway aims at developing the two lanes to four lanes from 40.500 to 114.000 in Km including construction of Kujju bypass and Ramgarh Bypass of NH-33 in State of Jharkhand.

Thus the construction package for the project includes developing the existing two lane carriageway tofour lane dual carriageway configurations including strengthening of existing two lanes between Km 40.500 Km 114.00 including construction of Kujju Bypass and Ramgarh Bypass defined as “Project Highway”.

1.3Description of the Project Highway :-

The project highway is generally 2 – lane and road is passing through the built areas of towns and villages enrooted. Important towns along the alignment are Ramgarh, Kujju, Mandu, and Ormanjhi. An index map and location plan of the Project Highway is given at annexed.

1.4 Referencing System:-

Kilometer stones are existing in entire length of the project highway. It is called the “Existing Chainage”. During topography survey with Total Station, observations made are referred to “Design Chainage”. The relationship between the “Existing Chainage” and the “Design Chainage” as per field surveys of the location of existing Km stones using the Total Station for the “Project Highway” is given at annexed.

1.5Latitude & Longitude:-

Latitude and Longitude of the project corridor lies between 24o -00 N to 23o - 21 N and 85o– 22 E to 85o – 20’ E respectively.

1.6Terrain:-

The project road passes through Rolling to Hilly terrain. Many deficient horizontal curves are observed in Ghat section and needs improvement as per the design considerations.

1.7 Climate :-

The climatic features of the areas covered by the Project Highway are:-

Min. temperature:4.0 Degree

Rainfall (normal):1400 mm

1.8 Existing Pavement Composition and condition :-

As per the Pavement composition data collected from site for the Project Highway, its total thickness varies between 280 mm to 400 mm. The road pavement is weak and would require strengthening by bituminous overlays.

The pavement mainly comprises of bricks overlaid by WBM and bituminous layers. The WBM course thickness varies between 110 mm to 150 mm, while that of the bituminous layers (including wearing course) between 50 mm to 150 mm.

1.9Land:-

1.10 Abutting land Use:-

The Project is characterized by a mix of habituated areas and agricultural land. There are 12 villages /towns along the town
