Background

Climate-related disasters already lead to significant human and economic losses, particularly in developing countries. Due to now unequivocal global warming, the frequency and intensity of these disasters is poised to increase. As a consequence, human capital, infrastructures and economic activities are threatened, and vicious cycles of vulnerability and poverty reinforced.

Climate risk management (CRM) aims to provide stakeholders with relevant decision-support information and tools to face the challenges brought about by increased climate risks. CRM integrates traditional approaches of climate change adaptation and disaster risk reduction. By increasing capacity to manage climate variability and change, CRM improves the likelihood of development programs achieving their goals. This project specifically aims at increasing capacity in the selected countries to manage climate risks. The main outcome will be the identification and prioritization of climate risks and related risk management options. This information will be compiled into one report for each country.

In order to support coherent and sustainable climate risk management, the United Nations Development Programme (UNDP) has commissioned three implementing organizations to conduct climate risk assessments in selected high-risk countries. The International Institute for Sustainable Development (IISD),a Canadiannot-for-profit policy research institute,is responsible for nine country-level studies, covering four African countries (Kenya, Uganda, and *tba*) and five Latin American and Caribbean countries (Bolivia, Dominican Republic, Honduras, Nicaragua and Peru).

The analysis will be conducted over a two-year timeframe, with the main part expected to be undertaken throughout the year 2010. Draft reports for each country are expected to be reviewed at national workshop in April 2011. Final reports will be printed in mid-2011.

In Uganda, IISD will work in close collaboration with UNDP CO, government representatives, and relevant partners from the civil society.

Objective of the task

The role of the climate risk management coordinator (thereafter ‘CRM coordinator’) is to support IISD in implementing the CRM component in Uganda.

Main Duties and Responsibilities

Under the direction of IISD, the CRM coordinator will be responsible of the following tasks:

Coordination

  • Liaise with UNDP CO and other relevant stakeholdersto ensure regular and informed communication between all parties engaged in the CRM project and the smooth mainstreaming of the CRM component into relevant initiatives whenever possible
  • Support the identification, recruitment and on-going communication with in-country consultants and partners;
  • Contribute to overseeing the work of in-country consultants and partners (including ensuring quality and timely delivery of outputs);
  • Organize meetings and consultations as required by the CRM project and requested by IISD, including making logistical arrangements, maintaining correspondence with participants, and recording and reporting on proceedings;

Research

  • Conductselected pieces of research;
  • Be up-to-date on national and regional information related to climate change and disaster risk reduction, and ensure that this information is taken into account through the implementation of the CRM component of the APP project;
  • Provide regular updates to IISD, including the submission of a progress report synthesizing key progress, challenges and way forward to IISD before the 27th of each month; and,

Advocacy

  • Provide regular updates to key stakeholders on status of the CRM project;
  • Participate in relevant national and regional meetings, and provide summaries of meeting outcomes that note relevant linkages to the CRM component to IISD;
  • Develop written materials, such as flyers, project backgrounders, web site content, narrative reports as required by IISD;
  • Disseminate information and findings on the CRM in relevant international, national and regional meetings as required by IISD
  • Any other appropriate tasks as required during the course of the process

Output/deliverables

  • Agendas, lists of participants and proceedings for meetings and/or workshops organized as part of the CRM project component;
  • Reports from meetings organized by others organizations or governments attended at the request of IISD;
  • Terms of references for consultants;
  • Research reports as required; and
  • A progress report synthesizing key progress, challenges and way forward submitted before the 27th of every month.

Reporting

The CRM coordinator will report directly to Julie Dekens (Regional Project Coordinator Africa).

Minimum qualifications required

  • Be an Ugandan national or 5 years experience living and working in Uganda
  • Post-graduate academic background in natural or social sciences
  • 5-4 years of work experience in climate change adaptation and/or disaster risk reduction ideally in Uganda with good knowledge of the Government;
  • Experience in working with multidisciplinary teams and different partners, particularly in a non-academic context; capacity for intellectual leadership and interpersonal communication skill in working with collaborators of different partners.
  • Ability to prepare reports and organize meetings and national workshops
  • Demonstrated ability to speak and write professionally, fluently and grammatically in English

Remuneration

The remuneration will be commensurate with qualifications and experience and subject to project funds. The candidate will be hired for an initial 3 months period on a full time basis with a possibility to extend the contract to a 15 months contract.

The CRM coordinator shall be reimbursed by IISD in accordance with IISD’s usual policies for out-of-pocket expenses actually and properly incurred in connection with implementation of assigned tasks. Detailed expense claims with original receipts shall be provided to IISD, with a request for reimbursement. Prior approval of IISD shall be required for any expenses to be incurred.
