The Project Analyst position will support By Light’s contract with the VA-CPAC Office of Information Technology. The position is based in Asheville, NC and has job duties that range from

  • supporting project executionby coordinating IT Quality Assurance efforts to
  • promoting effective knowledge management practices by documenting internal policies and procedures to be in line with VA policies to
  • assisting By Light’s Program Manager and VA-CPAC IT leadership in special short-term projects and efforts that require some administrative duties and business analysis.

Responsibilities

  • Assist in the creation and maintenance of process documentation for CPAC IT by scheduling conference calls/meetings, preparing agendas; taking minutes; drafting documentation and managing group edits; securing proper signatures; and maintaining a document repository.
  • Coordinate Quality Assurance efforts for application development and system administrative efforts by using VA-supplied templates and coordinating with various CPAC IT teams, stakeholders, By Light Program Manager, and CPAC IT leadership in order to create test and evaluation plans, traceability matrices, test cases, User Acceptance Test user communications, and testingsummary reports detailing the findings and test conclusions.
  • Manage IT SharePoint portal to maximize knowledge management for IT staff and IT users.
  • Gather Data Call information from CPAC IT teams, tracks statuses, and prepares communications as needed for the CPAC CIO
  • Track timelines for implementing IT equipment and upgrades and facilitates
  • Facilitatenew hire procedures, processes and on-boarding, as well as assisting in travel documentation and scheduling training for CPAC IT personnel.

  • An ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, distinguish requests from the underlying true needs, and take the findings and decisions from all the above and communicate them in writing, using concise, natural language.
  • Experience creating, applying and maintaining tools to track program, project, or task data and performance.
  • Excellent verbal and written communication skills and understanding of when to use narrative and graphic communication methods to convey the right information to the right audience.
  • Ability to interact professionally with a diverse group of users, team members, managers, and subject matter experts.
  • Successfully engage in multiple initiatives simultaneously
  • Ability to work independently and aggressively track to project timelines
  • Working knowledge of both the theoretical and practical aspects of project management, prior experience with the Software Development Life Cycle (SDLC) and application testing a plus.

Qualifications

  • Bachelor’s Degree in Business, IT, or related field
  • Excellent documentation skills and attention to detail
  • Proficiency with current Windows Office applications
  • Experience with SharePoint lists, libraries, and site management a must; experience with SharePoint Designer a plus
  • Ability to communicate well with customers and co-workers
  • Strong team skills
  • Strong problem solving and analytical skills
  • Strong communication skills (written, verbal, and presentation)

The Veterans’ Affairs (VA) Consolidated Patient Account Center (CPAC) program is an embodiment of VHA’s commitment to excellence in revenue services. CPAC uses state-of-the-art business processes to ensure that VA collects revenue from private insurers for non-service-connected care provided to insured Veterans. These funds go directly back to the VAMCs to provide healthcare services to our Veterans.
Through the CPAC program, VHA has consolidated traditional revenue program functions into seven regional centers of excellence, or CPACs. Under this model, each of the 153 VA medical centers maintains ownership of key Veteran-facing revenue functions, while back-end revenue cycle process are performed at the CPACs.
The CPAC model was tested in a FY 2006 pilot that established the Mid-Atlantic Consolidated Patient Account Center (MACPAC). Based on the pilot’s success, Congress enacted the Veterans’ Mental Health and Other Improvements Act (Public Law 110-387) in October 2008 that mandated national implementation of the CPAC by the end of FY 2013. VHA completed implementation one year ahead of the mandated schedule.
