CONTEXT OF THE WORK

The Leprosy Mission (TLM) is a global Christian network of organisations active in over 50 countries across the world andhas been working in Sudan directly since1989to support people affected with leprosy and disabilities. Since South Sudan gained independence TLM has expandedits work to include both Sudan and South Sudan and our team has been in South Sudan since May 2012. The position of Programme Support and Donor Development Advisor offers an exciting and challenging opportunity to work with our small, local team as we set up and begin our work in South Sudan.

JOB PURPOSE

Support the Country Leader to ensure the efficiency and effectiveness of programmes by building the capacity of partners and staff in the areas of South Sudan where TLM operates. Specifically this will includeidentifying and developing new donor opportunities and introducing new skills in advocacy, socio-economic development,empowerment and partner monitoring.

DUTIES & KEY RESPONSIBILITIES

Donor and Partner Development

  • Support the Country Leader and build in-country capacity to identifydonor opportunities andcreate and maintain relationships with donors. Activities would include:

Engage with local donors/partners to identify and access local funding/grants/calls. Develop in-country capacity to pro-actively identify and access donors and funding opportunities.

Build donor awareness of the need for TLM’s work in South Sudan and liaise with Supporting Countries to support their fundraising/awareness generation work.

Ensuring the Country Leader is aware of relevant donor/partner meetings and, if requested, attending meetings on behalf of the Country Leader.

  • Assist in the planning and hosting of programme visits by staff, donors and partner agencies
  • Administer small scale relief effort to Leprosy affected community in area of TLM South Sudan operations.

Programme Support

  • To work with staff and partners to build capacity in areas such as advocacy, empowerment, socio-economic development, reporting, and grant management.
  • To support the Country Leader in building the capacity of partners in Project Cycle Management, through training and reviewing project documentation, to strengthen best practice and in-country project management.
  • Support with project writing and build in-country capacity to incorporate donor needs/interest into project development whilst ensuring the needs of people affected by leprosy and disability are prioritized.

General

  • Any additional reasonable requests made by the Country Leader.

EXPERIENCE AND PERSON SPECIFICATION

  • It is a requirement of this post that the person appointed is a Christian who is able to work in an interdenominational environment.

Essential

  • Significant, proven experience working with marginalised communities at the field level. Very strong understanding of the challenges facing poor and marginalised groups and the reality of their lives and a true commitment to bring about change for these people.
  • Significant experience working with a range of donors (i.e. institutional, corporate, individuals etc) and stakeholders.
  • Be able to work in a manner that respects the people of South Sudan and work within their culture.
  • Excellent communication, relationship-building, mentoring and capacity building skills.
  • Proven ability to multi-task, collaborate/work in a team and facilitate the work of others.
  • Commitment and ability to build staff capacity in areas such as advocacy, empowerment, socio-economic development, reporting, and grant management.
  • Committed to the objectives and values of The Leprosy Mission.
  • Proven ability to work well in a multicultural team and independently.
  • Experience working in an unstable, insecureand logistically challenging environment.
  • Willingness to live and work in very basic conditions and maintain a sense of humour in challenging and high pressure situations.
  • Masters degree in International Development or a related subject or equivalent field level experience.

Desirable

  • Experience of working with In country partners
  • Experience working with institutional donors (i.e. ECHO, DFID, WHO etc).
  • Experience working in Sudan or South Sudan.
  • Experience working on heath projects/programmes or with health organisations.
  • Experience working with people affected by leprosy and/or disability.

TERMS OF APPOINTMENT

The position will be based in Juba but will requiresome field visits to Jonglei state or other states as needed.
