Job Purpose

The Programme Manager will develop and manage CAFOD’s humanitarian and long term development portfolio in Goma. The Programme Manager will be responsible for the day to day planning and management of programme implementation, budget control, monitoring and evaluation, project staff recruitment and supervision, donor compliance and coordination with relevant partners, and will work closely with the respective local authorities and communities. The Programme Manager will be expected to provide context specific and technical advice during implementation and evaluating the relevance and appropriateness of the programme, proposing adjustments for cost effectiveness and sustainable impact. He/She will also monitor ongoing contextual analysis of the local social, economic and political factors affecting peace and ensuring learning from the projects are shared.

Job Scope

Define the strategic orientation of projects, networking, programme quality assurance, partners’ capacity building, advocacy, staff supervision, development and administration, in line with our DRC Country Strategy and CAFOD’s Just One World corporate strategy. The Programme Manager will be part of the DRC Senior Management Team and will manage a team of Programme Officers, project budgets and funding within the scope of his/her authority.

Accountability

The Programme Manager position is one of two within DRC and works in close collaboration with the Country Representative, Programme Officers, and technical and administrative staff. The post holder will report to the Country Representative based in Kinshasa.

This post directly manages the following posts:

  • Emergency Response Programme Officer
  • Protection and Livelihood Programme Officer
  • WASH Programme Officer

Key responsibilities

To lead, plan and monitor CAFOD’s programme/s in country (45%):

  • Review, evaluate and analyze project progress and achievement against objectives and target indicators, and make necessary adjustments to ensure corrective actions are taken.
  • Develop and/or oversee the adaptation and implementation of management systems or standard operating procedures to administer all activities funded by institutional donors.
  • Collaborate with the Country Representative to ensure that programmatic objectives are met, and are in compliance with both CAFOD and funder requirements.
  • Manage relationships with key partners both in Goma and in target provinces; ensuring that CAFOD’s partnership policy is being respected across CAFOD supported humanitarian, early recovery and livelihood programmes.
  • Routinely obtain reviews and approve reports and information for the country representative regarding the progress, constraints and actions being taken to meet programme objectives and/or modify approaches to optimize use of resources for stated and funded needs.
  • Develop schedules for follow up to ensure timely submission of all reports, programme documents and headquarters’ policy requests.
  • Ensure CAFOD’s accountability standards are respected and that gender and HIV/Aids are mainstreamed into all new and existing programmes.

To manage the country office (25%):

  • Strengthen Goma Office systems, processes and structures ensuring high quality operations and programme implementation
  • Provide oversight needed for effective functioning of sub-offices and field-offices in Eastern DRC
  • Ensure security and contingency guidelines/practices are up to date, implemented and adhered;
  • Ensure the security of the Goma team by regularly monitoring the security situation and reporting critical updates to the team and the Country Representative
  • Provide leadership to programme staff in operational planning and provision of support to programmes, including field staff candidate identification and orientation of new staff.
  • Organize and lead programme coordination meetings
  • Prepare and follow work plans with each team member
  • Ensure a positive working environment and good team dynamics
  • Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Representative
  • Ensure a building of capacity amongst technical staff in the relevant sectors
  • Oversee staff security: In cooperation with CAFOD security protocol, monitor the local security situation and inform the Country Representative of developments through regular updates; Contribute to the updating of the security guidelines in the project area of intervention; Ensure that security procedures are respected by each member of the project team.
  • Ensure performance reviews/appraisals, and vacation/travel/absence requests are conducted and approved for all Right To Play Lebanon Country team

Financial and funding accountability (15%):

  • Plan, manage, and review the programme budgets (programme budget, office overheads budget, back-donor funded programmes), in line with CAFOD’s financial policies and guidelines and according to the requirements and deadlines set by the Country Representative
  • Understand CAFOD financial systems and ensure they are well followed by programme staff (Grant making, Assessment of Partners Financial Systems; Partners’ budgets and financial reports; Partner External Audits; Financial Problems and Fraud involving CAFOD grants).
  • Initiate the appraisal and funding of new programmes of work in line with CAFOD’s strategic priorities, and within budgetary and workload capacity.
  • Ensure that CAFOD and back-donor funds are used in the most effective and prudent way, demonstrating good stewardship and compliance with all of CAFOD’s policies and procedures as well as those of back-donors
  • Ensure accurate and timely financial reporting in accordance with CAFOD’s finance guidelines

Representation (15%):

  • Work with the Country Representative to strengthen and enhance partnership/ co-operation/ consultation/ coordination with, where appropriate, national and local partners and national and international civil society actors for more effective programme implementation.
  • Effectively utilize on-going coordination mechanisms to ensure coherence of the programme with other country-programmes within the WAGL region.
  • Initiate and maintain consultation with Catholic and other relevant faith based agencies working on humanitarian response, early recovery and livelihood programme.
  • Support field and funding officers in negotiating consortium arrangements based on lessons learned from similar experiences.
  • Ensure strong working relationships and collaborations with current and new partner organizations through regular correspondence, engagement, reporting and meetings
  • Represent CAFOD to donors / potential donors to secure and sustain funding, including government/institutional donors, corporate sector and foundations
  • Develop concept papers and proposals as necessary for expansion of new programmes and the continuation of existing programmes, through coordinated efforts with the Country Representative and CAFOD’ office in London.

Terms and Conditions

Contract / Two years contract, including a six- month probationary period
Salary / Grade 7a: $ 34,509.71 (gross salary)[1] per annum with 5 annual increments up to
$37,960.67
Hours / 35 hours per week. Normal CAFOD office hours are 8:00 to 4:00 with one hour for lunch. This post will require some weekend and evening work for which time off in lieu may be taken.
Holidays / 34 days including official holidays and CAFOD days at Christmas/Easter.
Notice period / Three months either way after completion of the probationary period
Pensions / There is an optional contributory pension scheme (10% employer and 5% employee contribution). Alternatively, CAFOD will make a similar contribution to a Personal Pension Plan.
Other benefits / Medical insurance will be provided for the staff member, spouse and children. Life Assurance, Employee Assistance Programme and the Right to Buy Annual Leave of up to 10 additional days.

CAFOD’s work in DRC forms part of the West Africa & Great Lakes Team (WAGL). The WAGL team also works in Sierra Leone, Liberia, Niger (with a current focus on humanitarian programmes), and Nigeria. The team is managed from London, UK, by the West Africa and Great Lakes (WAGL) Regional Manager.
