HBI Program Update

Program Progress for Coordination & Management Decision Making

Action Agent: Strategy & Innovation Office, OSD Military Community Family Policy

Implementation planning and execution actions and activities are in place across the HBI installations. Below is a brief summary of these efforts:

Yokota AB – Yokota continues to make progress on its UltimateMe launch. In addition, baseline measurements have been collected for the Ambassadors for Health initiative.

DHHQ – The 12-month m-NEAT along with several structural assessments have been conducted.

Mountain Home AFB – Mountain Home continues to make progress on its UltimateMe launch. The base made significant progress with its Group Lifestyle Balance program, where it recently kicked off the second 12-week program, and anticipates kicking off a third program in July.

Fort Sill – The Culinary Institute of America (CIA) Menu Renovation training and Phase II implementation visit will take place the week of16 June. Better for You will be implemented at this time. The UltimateMe launch is progressing, and continues to move forward. The technical issues previously identified have been resolved. We met with the Community Resource Guide team to understand the process and timeline put in place to help develop and publish the guide – due to be published in the August 2014 timeframe.

Camp Dodge – Cambia Health Solution is on-boarding Warrior Well program participants in preparation for kickoff on 27-29 June.The UltimateMe launch continues to be on hold due to the ArmyFit connectivity issues.

March ARB – Foodservice venues are incorporating recommendations from the Cornell Food and Brand Lab’s Smarter Food Movement report at the Back Street Café and Hap Arnold Club. In addition,Back Street Café will be incorporating nine new Better-for-You menu items. Preparations continue for the CIA healthy food preparation training scheduled for later this summer, and base leadership is working to find a location for the Fitness On Demand system. March ARB continues its UltimateMe launch, and notably published an article in its local media, had a message sent out by the Key Spouse, and displayed marketing materials in strategic locations. The base continues to make progress on its blueprint – it obtained an installation map and has located designated tobacco areas. In addition, March is collecting a list of issues associated with the current designated tobacco-free zones.

Fort Bragg – Fort Bragg continues to make progress on its UltimateMe launch. They also continue to make progress on their blueprint, identifying areas where individuals live, learn, and play, for purposes of establishing tobacco-free zones.

AIRSTA Cape Cod – Hosted a successful HBI kickoff event on 7 June. More than 200 community members turned out for the info fair, cookout, and CGX Farmer’s Market. Over 100 personnel participated in the Runway 5K including Para-Olympian David Palmer. Cooking Matters at the Store tours began 11-12 June with a large number of community members participating. Implementation steps for UltimateMe were discussed with POCs. An implementation plan/timeline was developed after this discussion, and Cape Cod is moving forward with its launch of UltimateMe.

Fort Meade – Fort Meade continues to make progress on its UltimateMe launch as well as its blueprint, identifying areas where children live, learn, and play, for purposes of establishing tobacco-free areas.

MCAGCC 29 Palms – Measurement data collection and analysis will begin in earnest as we expect to receive information from USMC headquarters the week of16 June. We are working with MCAGCC 29 Palms to establish HA initiative leads. Once POCs are confirmed, we will begin with the UltimateMe launch.

MCB Quantico – MCB Quantico continues to make progress with its UltimateMe launch as well as its blueprint, identifying areas where children live, learn, and play, for purposes of establishing tobacco-free areas. HA promising practices also continue to be evaluated.

NAVSUB New London – The Cornell Food and Brand Lab’s Smarter Food Movement report was delivered to MWR and Galley management. Recommendations in this report will be incorporated into foodservice venues over the coming months. Cooking Matters at the Store tour coordinator has received formal training and tours at the Commissary will begin 8 July. Preparations for the CIA healthy food preparation training are well underway and MWR is working with Public Works to renovate a space where the Fitness On Demand system will be installed. We met with the UltimateMe POC to discuss the implementation steps involved with UltimateMe. After this meeting, an implementation plan/timeline was sent to help them move forward with this launch.

JB Pearl Harbor Hickam – We met with the UltimateMe POC to discuss the implementation steps involved with UltimateMe. After this meeting, an implementation plan/timeline was sent to help them move forward with this launch.

DeCA –Continues to work its recently announced program of highlighting Better-for-You foods, which is to begin in the Fort Meade Commissary grocery section. The Fort Meade product rearrangement is expected to be completedby the end of July. This latest initiative will be an integral part of the Agency's continued support of HBI, and plans are to roll out similar arrangements later this year to the commissaries at Fort Bragg, N.C., Marine Corps Base Quantico, Va., and March Air Reserve Base, Calif.

The Alliance for a Healthier Generation (Alliance), founded by the American Heart Association and the Clinton Foundation, works to reduce the prevalence of childhood obesity and to empower kids to develop lifelong, healthy habits. The Alliance will implement the Healthy Schools Program (HSP) as part of HBI. HSP takes a comprehensive approach to helping schools create healthier environments by working with them to improve access to healthier foods; to increase physical activity opportunities before, during and after school; to enhance nutrition education; and,to establish school employee wellness programs.

Through the implementation of HSP, military installations participating in HBI will be equipped with the tools and resources needed to create healthier environments at schools. The Alliance will work directly with schools to create a culture where healthy eating and physical activity are the norm—not the exception—and provide, at no cost, live and on-demand trainings with school health experts, access to a customer support center, success stories, and evidence-based resources. HSP has experts on staff in seven wellness categories that address school health improvement: policy and systems; school meals; competitive foods and beverages; health education; employee wellness; physical education; and, student wellness.

HSP was implemented in February 2014 at sixHBI installations (Mountain Home AFB,Fort Sill, Fort Bragg, MCB Quantico, MCAGCC 29 Palms and Fort Meade).
