Program Director - ADRA Timor-Leste

The Role

ADRA Timor-Leste is seeking applications for the position of Program Director. This influential position is responsible for the coordination of all programmatic activities including overseeing ongoing programs, developing new projects, seeking funding, monitoring and evaluation and the general operations and management of the organization together with the Country Director ensuring consistency with the country office strategic directions and compliance with donor and host government regulations.

Areas of Responsibility

Strategy:

  • Ensure that program strategies drive direction and decision making of the country office.
  • Develop and maintain strategic networks and partnerships.

Governance:

  • Ensure that all major program decisions and commitments are approved by ADCOM.
  • Ensure that the program unit operates within established departmental budget, approved grant budgets and all approved procedures.

Program:

  • Coordinate development of new projects through the full range of activities required to prepare, submit, and manage grant proposals to foundation sources in harmony with the country strategy and established quality standards and ensure that key stakeholders are involved through a participatory approach.
  • Perform prospect research on foundations to evaluate prospects for foundation grants.
  • Assist the Program staff in implementation of the projects including assessing the progress of the projects towards achieving their goals and objectives and providing administrative and technical support as needed:
  • Facilitate and participate in designing and implementing monitoring & evaluation systems to track the projects progress, capture lessons learned and ensures that appropriate information in disseminated to relevant stakeholders
  • Develop Terms of References for evaluations
  • Capacity build program/project staff in project management, technical areas, and donor requirements as needed
  • Ensure compliance with all donor, government, and ADRA regulations/contractual requirements in the implementation of programs
  • Coordinate the completion of project reports in collaboration with project managers/program coordinators and finance officers
  • Develop/adapt effective M&E system and tools; train and coordinate staff in their use
  • Conduct regular and frequent visits to project sites
  • Promote & embed a quality management culture in project teams.

Human Resource Management:

  • Ensure all program related staff have relevant and up-to-date job descriptions with key competencies and clear responsibilities.
  • Implement a process for regular performance assessments of all program staff against agreed outcomes and responsibilities as required.
  • Provide opportunity for all program staff to develop and maintain professional capacity and currency within their assigned fields of responsibilities and expertise.
  • Affirm and support program staff through personal and professional growth.
  • In consultation with the Country Director, coordinate the recruitment of program staff through standardized ADRA network recruitment procedures and within relevant employment legislation.

Other:

  • Perform other duties as assigned by the Country Director.

The Person

The successful candidate will need previous experience in the humanitarian/development sector, have a proven track record in management, and the ability to lead a successful team. Also, the ability to manage a culturally diverse and dynamic environment is essential.

The successful candidate will ideally possess either graduate or undergraduate qualification in international development linked to another related technical field. Qualifications and working experience in Rural Development, Agriculture,Agricultural Value Chains, Natural Resource Management and WASH technical sectors an asset.

The Process

“ADRA Timor-Leste is a child safe organisation and screens applicants for suitability to work with children, the successful applicant will be required to obtain a police check. Police checks must be conducted for each country in which the individual has lived for 12 months or longer over the last five years, and for the individual’s country of citizenship. Individuals need to provide their consent to a criminal record check and should be informed of the purpose for which the resulting police clearance certificate should be used. ADRA Timor-Leste recognises that in limited instances it may prove impossible to obtain a reliable criminal record check. A statutory declaration outlining efforts made to obtain a police check, and disclosing any charges and spent convictions related to child exploitation, may be accepted in lieu.”
