TOUR NOTE OF SHRI V.M ARORA, DIRECTOR AND AREA OFFICER (MIZORAM), DEPARTMENT OF LAND RESOURCES, MINISTRY OF RURAL DEVELOPMENT, GOVERNMENT OF INDIA TO MAMIT DISTRICT, MIZORAM

I visited Mizoram from 23.02.2010 to 26.02.2010 to attend the meeting of the State Level Nodal Agency for Integrated Watershed Management Programme (IWMP) convened on 24.02.2010. I also took this opportunity to visit some of the ongoing IWDP projects in the state. Of the eight districts of Mizoram, I chose Mamit district for my field visit since the projects in this district had claimed at least three installments and also because the project locations were such that one could visit the maximum number of sites in one day. The visit was conducted on 25.02.2010, and I was accompanied by the following officers from Aizawl :

The Hills in Mizoram have very good vegetation. But, the practice of jhum cultivation is destroying the green cover in Mizo Hills. Under the jhum cultivation, the villagers cut the existing trees in a patch of about 2-3 ha. and, thereafter, burn the ground cover and bushes to take up agriculture on this piece of land for a brief period of 4-5 years, till the soil loses its fertility. After this period, the villagers move out to another piece of land and cut the vegetation on that land, and the cycle goes on. During my visit, number of such areas were seen where the vegetation was cut and the ground cover was being burnt.

Mamit IWDP Project III

The Project Implementing Agency for this Project is the District Soil Conservation Officer, Mamit district. The present incumbent is Shri Hualthanga Chhakchhuak. Due to the hilly and difficult terrain of the district and the state as a whole, the project sites are not located in a compact cluster. Most of the sites had to be approached on foot from the main road. Six works under this project, spread across 4 (four) villages were visited.

1.  Construction of community water reservoir at Ailawng village

The location of the water reservoir is on the outskirts of Ailawng village, at a place called Daithlang Ram, above the main road. The tank, constructed with reinforced cement concrete at a cost of Rs. 3.00 lakhs, has a storage capacity of 1.6 lakh litres. The water collected in the reservoir is sourced from a perennial stream called Kawnchar Lui (‘Lui’ means ‘stream’ or ‘river’ in Mizo language) located at a distance of about 600 metres.

A User Group for the above reservoir has been formed, and the contribution that has accumulated in the Watershed Development Fund is Rs. 154278.60 as on the 18.02.2010. The Fund has been deposited in a Joint Savings Account with State Bank of India, Mamit Branch.

Although the initial beneficiaries were 10 (ten) in number, whose names are listed below, there are at present about 20 farmers who are utilizing this water for irrigating their fields.

2. Individual water tank at Ailawng village

This tank is also located at Daithlang ram, some distance away from the community water reservoir above and closer to Ailawng village. The main beneficiary is Shri R. Dengthuama, a horticulture farmer. I visited his farm, located about half a kilometer below the main road. The beneficiary, a widower, was present on his farm and I had a brief interaction with him, during which he told me that that he had planted 1000 grape and 1000 pineapple saplings in 2007 on his farm which covers an area of about 2 hectares. He also informed that he had so far earned an income of about Rs. 40,000 from his grape harvest and about Rs. 20,000/- from pineapples. He estimated his profits to be approximately half of his sales. He received Rs. 5,100/ha from the project and has contributed 5% to the Watershed Development Fund. He also informed me that he did not engage any labour on his farm and that he did all the manual labor himself or with the help of his two sons.

3. Chow Chow (Iskut in Mizo language) Plantation at Ailawng village

This plantation is about 2 hectares in size and located at Aisih Ram, a short detour from the main road to Ailawng village. The beneficiary is Shri P.C Lalbiakkima, a horticulture farmer of Ailawng village. The beneficiary informed me that in 2006, he had planted 500 saplings of avocado (butter fruit), a nutritional and high value fruit. He informed me that each sapling costs Rs. 30/- and that depending upon the soil and climatic conditions, each tree can bear upto 1000 fruits a year for about 30 - 40 years. The fruits are normally sold at Rs. 15 - 20 per piece. The gestation period of avocado is about 8 years. He has also planted chow chow or chayot (known in Mizo language as ‘Iskut’ and also commonly referred to as ‘Squash’), a quick yielding vegetable to earn him income during the gestation period of the avocado. He told me that with the PVC pipes he received through the project, he has tapped water from a nearby source an irrigating his farm so as to obtain an early yield of the chow chow, since it will fetch him more profits. The vegetable is normally sold at Rs. 25 - 30 per kg during the off season and Rs. 2 - 3/- during the peak season. He also does not employ labourers, and is assisted by his wife, as they have no children. He received Rs. 5,100/ha from the project and has contributed 5% to the Watershed Development Fund.

4. Passion fruit cultivation at Ailawng village

This plantation is also located at Aisih Ram, within the vicinity of and a short walk from the chow chow plantation mentioned above. The beneficiary is Shri R. Lalchungnunga of Ailawng village. He has planted 800 passion fruit seedlings on his 2 hectare farm, which had started fruiting. I was told that the plant starts flowering in December and starts bearing fruits in February - March. The fruits normally ripen by June - July. He told me that he can sell the fruits in the open market at Aizawl at about Rs. 10 per kg, whereas when the fruits are sold on the farm itself, he gets about Rs. 5 - 6 per kg. He also has a banana plantation, from which he earns an annual income of about Rs. 20,000/-.
