Femise Country Profiles
The aim of these documents is to identify and follow the advance of the ten Mediterranean partner countries (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Authority, Syria, Tunisia, Turkey) in the way of the transition and of the opening, in particular concerning the Euro-Mediterranean free trade area and South-South co-operation.
Each Country Profile will be organised overall around six topics:
1) International opening
Customs procedures; Rules of origin; Tariff dismantling; Service movement
2) Modernisation of the economic structures towards a market economy
Reform of the public-sector companies; Operation of the money market and the capital market
3) Modernisation of the institutional and legal framework towards a market economy
Rules of competition; Price liberalisation; Harmonisation of the technical regulations; Treatment applied to foreign investments; Commercial law
4) Development of the social structures
Operation of the labour market; Training and education; Social Security cover and poverty; Women and development
5) Tax adjustment
Reform of the budget; Modification of the tax base; Reform of the taxation; Decentralisation and reform of the state
6) Multi-criteria analysis
Overall monitoring of the situation of the partner countries of the Mediterranean by a quantitative analysis and qualitative multi-criteria using, in particular, the most reliable international statistical data. / Profils pays du Femise
L'objectif de ces documents est d’identifier et de suivre le cheminement des dix pays partenaires de Méditerranée (Algérie, Egypte, Israël, Jordanie, Liban, Maroc, Autorité Palestinienne, Syrie, Tunisie, Turquie) dans la voie de la transition et de l’ouverture, notamment pour ce qui concerne la zone de libre-échange Euro-méditerranéenne et la coopération Sud-Sud.
Chaque Profil Pays sera organisé autour de six thèmes :
1) Ouverture Internationale
Procédures douanières ; Règles d’origine ; Démantèlement tarifaire ; Circulation des services
2) Modernisation des structures économiques vers une économie de marché
Réforme des entreprises publiques ; Fonctionnement du marché monétaire et des marchés des capitaux
3) Modernisation du cadre institutionnel et réglementaire vers une économie de marché
Règles de concurrence ; Libéralisation des prix ; Harmonisation des règles techniques ; Régime des investissements étrangers ; Code de commerce
4) Evolution des structures sociales
Fonctionnement du marché du travail ; Formation et éducation ; Couverture sociale et pauvreté ; Femmes et développement
5) Ajustement Fiscal
Réforme du budget ; Modification de l’assiette fiscale ; Réforme de la fiscalité ; Décentralisation et réforme de l’Etat
6) Analyse Multicritères
Suivi d’ensemble de la situation des pays partenaires de Méditerranée par une analyse quantitative et qualitative multicritères utilisant, notamment, les données statistiques internationales les plus fiables.
