Produced Sand

Before you begin

Description
/ ·  Material (sediment and water) originally from downhole, that gathers on the bottom of treatment vessels and/or storage tanks. If material is crude oil contaminated, handle as crude oil contaminated waste.
·  Materials include sands, oils, solids, and emulsions
Category
/ E & P exempt
Analysis
/ Check for NORM
·  Use a gamma-ray scintillator capable of detecting 50 mR/hr
(50m Roentgens/hr) [Ludlum Model 3, or Model 19, Survey Meter]
·  Establish background level using the gamma-ray scintillator.
·  If test is higher than twice background level, send a sample in for NORM test. If NORM rules apply, go to, “NORM Produced Sand”
Accumulation
/ ·  Reprocess material if possible. Return free oil to process stream, dispose of water under appropriate guidelines (see spent well completion, treatment and stimulation fluids, drilling fluids, or produced water).
·  Material that cannot be reprocessed must be contained in drums, tanks or containers and sent to a disposal facility.
Waste Reduction
/ ·  Recycle through treatment system
·  Modify process to reduce waste
Disposal
/ Dispose of materials at state-permitted disposal facility
Recordkeeping
/ ·  Maintain records of estimated monthly flow rates and analytical test results for discharged water.
·  Maintain a copy of records at offshore and shorebase facilities while active. Send original manifest with shipment.
·  Retain records for three years.

Shipping Instructions: PRODUCED SAND

1.  Evaluate for possibility of NORM contamination

— GO TO “NORM, PRODUCED SAND

Louisiana DEQ rules do not apply to PRODUCED SAND that contains less 5 picocuries per gram. Texas rules do not apply to PRODUCED SAND that contains less 30 picocuries per gram. If the maximum radiation is less than 5 (30 for Texas shorebases) picocuries per gram:

2. Contact Dock/Base after NORM evaluation to coordinate container arrival at Dock/Base

3. Package Sand/Sludge as follows:

If material has less than 2,000 picocuries [0.002 microcurie] per gram of total radioactivity.

d.  Removable head steel (1A2) drums or 1H2 plastic drums with lids secured

4. Mark Package:

a.  “Produced Sands/solids” Not regulated by DOT

b.  Stencil Container-"Fieldwood Energy" and the generator's location (i.e. Eugene Island 158)

5. Label Package:

a.  No label required by DOT

6. Prepare shipping papers:

a. Complete entry in General Cargo Section [Section II] of the Fieldwood Energy Shipping Manifest. (See example).

b.  For shipments to shorebases in Louisiana, Prepare Non-hazardous Oilfield Waste Shipping Control Ticket Form UIC-28 in Louisiana (See Example). DO NOT SIGN THIS CONTROL TICKET. It is required to be signed in the presence of the truck driver. Dock personnel must sign.

c.  For shipments from Alabama, Prepare UIC 28 Waste Manifest to US Liquids are Newpark in Louisiana.

d.  For shipments to shorebases in Texas, or Mississippi, no state documents are required.

INSTRUCTIONS

Read Carefully and Comply Fully

1.  Every shipment of wastes liquids shall be accompanied by this form.

2.  At the time of transport, the operator shall initiate the manifest by completing and signing Part I. The operator shall assign a sequential manifest number in the upper right corner. The number should be preceded by the operator code number provided by the State Oil and Gas Board.

3.  The transporter shall complete and sign Part II.

4.  The operator shall copy form and mail to the Board within ten (10) days.

5.  The original shall accompany the wastes shipment.

6.  Upon receipt of the wastes, the disposer shall complete and sign Part III.

7.  The transporter shall retain a copy.

8.  The disposer shall retain a copy and mail a copy to the operator and the original to the Board within ten (10) days.
