Anil @ Tunda is found involved in 14 cases.Most of the cases are pertaining to burglary, Arms Act, Thefts and attempt to murder committed in the area of Sultan Pur, K.N. Katju Marg, Shahbad Dairy in Outer District, Delhi.He has been released from Jail in the month of April 2014.

INCIDENT,TEAM AND ARREST

In the recent past, several incidents of auto thefts were reported in the area of West Delhi. In order to prevent these incident and nab the criminals involved in these cases, a team of staff of police station Punjabi Bagh, comprisingSI Partap Singh I/C PP Madipur, SI Anoop Kumar, HC Narender 1658W, Ct. Amit Kumar No.1879/W, Ct. Kuldeep Singh No.1446/W, Ct. Sujeet No. 1689/W, Ct. Umer No. 2998/W & Ct Rajesh No-2281/W under thesupervision of Inspr. Ishwar Singh, SHO/Punjabi Bagh & overall supervision of ACP/Punjabi Bagh was formed to collect information and bust the racket involved in these incidents. The team so formed worked relentlessly and collect the information.

The team organized a special vehicle checking picket on the night of 10/11.6.14at Road No. 29 Madipur Colony & at around 8.30 PM, two persons were coming from road No. 29 in a Qualis car No.HR-55.G 9448.On suspicious the deployed staff signaled to stop the Qualisand asked them to produce the documents of the vehicle but both of them failed to produce documents and did not give any satisfactory reply in this regard. On verification the recovered Qualis car No.HR-55.G 9448 was found to be stolen in case vide FIR No. 630/14 dt.8.6.14U/S 379 IPC PSSultan Puri, Delhi.The arrested persons were identified as Anil @ Tunda and Sanjeet @ Kali and arrested vide DD No.5 PP dated11.6.14 U/S 41.1(D) Cr. P.C.PP Madipur P.S. Punjabi Bagh, Delhi.

INTERROGATION :-

On sustained interrogation the accused disclosed that they used to steal vehicles for the purpose of selling in UP and other states.On further disclosure 5 more vehicles were recovered at their instance which were stolen from the various police stations in Delhi.On further interrogation the accused Anil @ Tunda confessed his involvement in 14 more cases ofattempt to murder, night burglary,house theft, vehicle theft& Arms Act cases.Further, efforts are on to recover more vehicles.

FOUR ROBBERS ARRESTED

ith the arrestof three persons namely (1) Ajeet Singh@ Lucky @ Happy s/o Sh. Dilbag Singh r/o Jhuggi No. J-195, Indira Camp, Road No. 3 Andrewsganj, New Delhi(age 22yrs.), (2) Amit Singh@ Golu s/o Sh. Rajendra Singh r/o H No. 18B, Gali No. 19A, Molarband Extn, Badarpur, New Delhi (age-26yrs.), (3) KuldeepSingh s/o Lt. Sh. Vijay Singh r/o H No. 140A, Jamrudpur, New Delhi(21yrs.) and apprehension of a juvenile, a case of dacoity has been solved by the team of Police Station Pul Prahlad Pur, New Delhi.

INCIDENT

On the evening of 2-06-2014, Sh. Lalan Kumar reported that on 2.6.2014 at about 8.30 pm he was going to his residence at Lakkarpur, Faridabad, Haryana, via Dr. Karni Singh shooting range Road, New Delhi. When he reached near DDAPark, shooting range road, New Delhi, some young boys suddenly surrounded him with two bikes and slapped him. One of them threatened him at gun point to hand over all his belongings to them. He handed over his purse containing Rs. 6200/- to them. One of those conducted his search thoroughly and took his mobile out of his pocket, and then they drove away.

TEAM & OPERATION

A dedicated team comprising SI Kishore Kumar, SI Satish Chandra, SI Pankaj Kumar, ASI Dilbag Singh, HC Sarwan, HC Naim Ahmad and Ct Praveen was constituted under the close supervision of Inspector Dharam Dev, SHO Pul Prahladpur and overall supervision of Sh. Jasbir Singh Malik, ACP Ambedkar Nagar to apprehend the culprits. Many suspects, Bad Characters of the area were examined, several raids were conducted at several places and traps were also laid in the area of shooting range road. Call detail record of robbed mobile phone was analysed.As a result of which, four culprits including one juvenile have been apprehended and one Jagat Singh is absconding and avoiding his arrest.

INTERROGATION AND MODUS OPERANDI

During sustained interrogation, the apprehended culprits confessed their involvements in the commission of crime and one of them Ajeet disclosed that he was doing private job at Laxmi Nagar New Delhi at jewellery shop and was a regular visitor of a bar situated at B-block, Amar Colony, New Delhi where he met the other culprits. On 2.6.2014 about 6.00pm they met at the said bar and planned for the crime.Thus started roaming in the area of South-east to achieve their target and finally, they got their target at Dr. Karni Singh Shooting range road, near DDA Park, where they caught one biker forcibly after chasing him for about 50 meters. Then, they robbed him of his belongs (a purse containing Rs.6200/- and one mobile phone) at gun point and disappeared from the area.

Recovery

1.Robbed mobile phone make in damaged condition recovered at instance of accused Kuldeep from his house.

The police personnel involved in the good work are being rewarded suitably.

NORTH DISTRICT

Sensational murder-cum-attempted robbery case solved.

With the arrest of one person, a case of sensational murder and attempted robbery in the area of famous bullion market of Dariba Kalan, Kotwali has been solved by Delhi Police.

At around 9 PM on 10thof June, 3 armed robbers banged into the shop of Sh. Kanhaiya Lal, located at Ist floor, where he alongwith his sons was preparing to wind up for the day. The robbers tried to loot the cash and jewellery, but were faced with resistance. In the scuffle, while trying to flee, one of the robbers fired rounds with a country made weapon, there by injuring Sh. Kanhaiya Lal. The bullet hit him in the abdomen. All of them managed to escape. The victim was immediately shifted to Sushruta Trauma centre, where he was declared as brought dead.

Several teams were formed to investigate the case and nab the criminals. Following some clues, it came to notice that criminals had conducted thorough reccee before committing this act and had also stayed in a hotel in Paharganj area for a night. With the help of CCTV footages and other clues, their identity was established. It followed that they could also try to flee out of the country. Authorities at various airports were put on alert and look out circulars were issued. One of the culprits namely Karan Valecha was nabbed at IGIAirport while trying to flee to Bangkok.

On interrogation, Karan told that he has been living in Bangkok for the last 4-4½ years and used to come to India to commit crimes off and on. As he had worked in the area of Dariba Kalan 6-7 years back, he had good knowledge of the topography which helped him plan and execute it well.

Arrest of Karan Valecha in less than 24 hours of the incident has helped in restoring the faith of people in the security of the area. Members of Market Association have also assured the Police of maximum co-operation in maintaining the area secure and free from crime.

Several teams of North District are on the hunt to catch the remaining criminals at the earliest.

Profile of the accused:-

Karan Valecha is class 12thdrop out. He worked with his father, who had a shop of jewellery designing. Later he did job work in jewellery shops in Chandni Chowk and Karol Bagh area. In 2010, he got a job in Bangkok and since then was living there. One of his brother is also settled in Bangkok.

1.Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres) prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2.And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back.As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours.Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3.And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4.And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5.Now, therefore, in exercise of the powers conferred upon me by the virtue of Section 144 Cr.P.C., 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i)UTL dated 09.09.2010, IUshaRangnani, IPS, Assistant Commissioner of Police, Sub-Division Kalkaji do hereby make this written order that all such organizations like BPOs, Corporate & Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Kalkaji, New Delhi shall:-

a)Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

b)Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

c)Ensure verification of antecedents of all their employees including contractual employees.

d)Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

e)Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped.

f)Ensure that during the night hours the cab involved in transportation of women employees picks up and drops such employees right at their houses and remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g)Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

h)Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i)Get GPS system installed in the cabs used in the transportation of employees, especially of women employees.

6.These orders shall come into force with effect from09.06.2014 shall be effective for a period of 60 days up to 07.08.2014(both days inclusive) unless withdrawn earlier.

7.Any person/employer/transporter etc. contravening this order shall be liable to be punished in accordance with the provision of Sec. 188 IPC and

8.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte.It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all Addl.CsP, DCsP, Addl.DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of NDMC and MCD.
