The Board of Beadle County Commissioners met Tuesday March 15, 2016, at 9:00 a.m. pursuant to adjournment of February 29, 2016 with the following members present: Chair Benson, Vice Chair Hansen, Drake and Mattke. Absent was Marcus.
Moved by Hansen, seconded by Drake, motion carried to approve the agenda with no additions or changes.
Moved by Drake, seconded by Mattke, motion carried to approve the minutes of February 23, 2016, Board of Adjustment Minutes of February 23, 2016 and February 29, 2016 with no additions or changes.

Moved by Hansen, seconded by Drake, motion carried to go into Executive Session for personnel pursuant to SDCL 1-25-2 (1) at 9:15 a.m. Chair Benson declared Executive Session over at 10:54 a.m.
Moved by Hansen, seconded by Mattke, motion carried to convene as Beadle County Commissioners acting at Board of Adjustment at 10:55 a.m.
The Board Re-Convened as Board of Commissioners at 10:58 a.m.
Carl Matter visited with the Board concerning the bridge in Pearl Creek Township that the County took out due to the age and deterioration of the bridge.
Moved by Drake, seconded by Hansen, motion carried to set March 31, 2016 at 11:00 a.m. as Public Hearing for extension of Temporary Zoning Ordinance.
Moved by Drake, seconded by Mattke, motion carried to adopt the following resolution:
RESOLUTION 03-01-16
GRANT SUPPLEMENTAL BUDGET
WHEREAS, unanticipated reimbursements were received from the State of South Dakota Department of Public Safety Office of Homeland Security for US Department of Homeland Security 2015 Homeland Security Grant Program. The following items will be reimbursed for monies expended in the 2016 Budget.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Beadle County Commissioners do hereby propose, make and move for adoption of this Grant Supplemental Budget in the items set forth above.

WHEREAS, UNANTICIPATED REIMBURSEMENTS WERE RECEIVED FROM THE STATE OF SOUTH DAKOTA FOR STOP/VIOLENCE AGAINST WOMEN ACT GRANT. THE FOLLOWING ITEM WILL BE ADDED TO THE 2016 BUDGET YEAR.

Moved by Mattke, seconded by Hansen, motion carried to approve the Abatement of Tony Eichstadt Record #14252, Delbert Klicker Record #14253, Tony Eichstadt Record #14241, Melinda Rumpza Record #14271 and Willard Wallman Record #14280 where property taxes should have been changed to show the property as a Township levy instead of Wolsey Town levy pursuant to a Wolsey Rural Service District agreement.
Moved by Hansen, seconded by Drake, motion carried to approve Agreement with Beadle County Juvenile Detention Center and the following counties: Aurora, Brule, Buffalo, Charles Mix, Edmunds, Grant, Gregory, Hand, Hanson, Hyde, Jerauld, Kingsbury, McCook, Sanborn, Spink, Stanley, Turner, Union and Sully.
Moved by Mattke, seconded by Drake, motion carried to approve the Memorandum of Understanding between SDSU Extension and Beadle County.
Moved by Drake, seconded by Hansen, motion carried to declare surplus a Bobcat 2200 Utility Vehicle located at the Weed Board Serial #A59Y11274 and to sell at Huron Continental Marketing Annual Spring Consignment Machinery & Equipment Auction Saturday April 23, 2016.
Moved by Drake, seconded by Mattke, motion carried to accept resignation of Debbie Lindblad, Director of Equalization office effective June 30, 2015 and authorize Pat Tschetter, Director of Equalization to advertise for Appraiser.
Moved by Mattke, seconded by Drake, motion carried to go into Executive Session for personnel pursuant to SDCL 1-25-2 (1) at 11:58 a.m. Chair Benson declared Executive Session over at 12:40 p.m.
