  • Identifies, during design phase, departments and work spaces adjacent to the jobsite (including areas beside, above and below and any other areas to which the contractor may need access) and determines presence of hazardous materials or chemicals.
  • Determines whether work area can be vacated of all hazardous material
  • If unable to vacate completely, notifies Environmental Health when design development review documents are routed.
Note major concerns:
Perchlorates:
  • When perchloric acid has been used in a fume hood system, special precautions must be taken during demolition to prevent explosion of the hood.
Polychlorinated Biphenyls (PCBs):
  • If PCBs are present-primarily in electrical equipment-the material must be handled and disposed of in accord with stringent regulations.
Asbestos:
  • If asbestos is present, it must be protected or removed to avoid hazardous exposure in accordance with a regulated process.
Lead:
  • If lead-containing materials are present, they must be tested and removed under special conditions.
Mercury:
  • If mercury is found, it must be handled and disposed of properly.
Chemical Waste:
  • If surplus chemicals are present, they must be removed with special handling.
  • If chemical contamination is present, it must be cleaned and decontaminated under special procedures..
Other Concerns:
Biohazard Labs, Radiation, Lab Decommissioning, Special ventilation Requirements, Accumulating Dangerous Waste:
  • Refer to the Environmental Health and Safety Handbook, ‘Health and Safety Concerns in University Remodel and Construction Projects.’
  • Reviews project for all the above Conditions & Procedures for removal or protections.
  • If Department chemicals are involved.
  • Sends notice to each affected department if contractor’s work area cannot be vacated, enclosing the location sketch, if available.
  • Sends copy of client department’s inventory of hazardous chemicals and any appropriate protective measures to be taken by the Contractor to the Project Manager.
Note: Project Managers should have this material available at the pre-bid
conference in case bidders wish to review it.
  • Coordinates with Environmental Health and Safety to identify existence of all hazardous materials to be included in demolition of structures that are included in contract.
  • Includes appropriate contract requirements in contract documents.
  • Notifies Construction Office of these requirements prior to initiation of construction.
  • Prior to preconstruction conference, verifies if and when work area is to be vacated.
  • Notifies Environmental Health and Safety of inspection as soon as departments have vacated work area.
  • Reviews contract requirements with Contractor.
  • At preconstruction conference, provides Contractor with a copy of the inventories of hazardous substances (if the work area is not scheduled to be completely vacated).
  • Prior to initiation of work, submits demolition procedures to Coordinator.
  • Also asbestos removal and/or protection plan.
  • Submits procedures to Environmental Health and Safety and/or Asbestos Engineer
  • Coordinates Capital Projects review.
  • Reviews, approves and returns procedures to Coordinator.
  • After walk-through inspection, calls Construction Coordinator to confirm satisfactory clean-up of hazardous chemicals or material and confines any chemicals or material that remain in the work area.
  • Returns procedures to Contractor.
  • Issues change proposal or change order if appropriate.
  • Issues Notice to Proceed or confirms that work may start.
  • Coordinates inspection.
  • Inspects work, as appropriate.
  • Conducts final inspection.
  • Maintains a master file of “Material Safety Data Sheets” for the listed substances.
Note: This information shall be available for the Contractor’s review, and qualified staff available to answer Contractor’s questions and to suggest protective measures.
