Large groups of youths congregating and causing anti social behaviour and under age drinking. They are shouting, swearing, entering shops in mass and refusing to leave. Vehicles regulary drive around the area in an anti-social manner (doing handbrake turns).

The shops and car park area are attracting groups of local youths to this area. These are committing acts of vandalism and anti social behaviour. It is believed that the same youths are using the alleyways that lead from this area to gain access to a residential are which is now also experiencing a high rate of criminal damage and anti social behaviour that has continued over the last 18 months despite traditional policing methods.

There have been reports from a number of sources regarding the use of off-road vehicles in sensitive areas. These areas include Brighstone Forest, Tennyson Trail, St Georges Down and several footpaths. The reports are wide ranging and come from the Forestry Commission, the Tennyson Trail Task Group and members of the public. The greatest difficulty is that the problem is Island wide and is far from being a localised problem.

Hamble Quay foreshore is bordered by Royal Southern Yacht Club and Hamble River Yacht Club. There is a one-way road leading to a public car park. There are benches at the top of a public jetty where the ferry operates. There is an open dingy park next to public toilets and the lifeboat station. Parish Council have highlighted a particular problem with youths congregating in this area causing damage and nuisance. There have been 10 damage reports and 5 public order incidents since 31/03/04.

Since 2003 the Hearsey Gardens estate in Blackwater has been the focus of a multi-agency residents group. However police attendance is on the increase. Crime and other incident figures have risen despite the increase from one to three CBOs. Current problems are petty criminal damage, littering, under-age drinking and smoking, excess noise, the riding of scramblers through the estate, the use of air rifles and the targeting of empty dwellings.

Over 3 years Westwood Country Park has gangs of youths using the area to ride motor scooters/bikes which are sometimes stolen, causing danger to members of the public. Trees are chopped down and set on fire. Bridges and walkways are damaged or set on fire. Drugs are also used in the area. Over the last two years the cost to Hampshire County Council has been approximately £48,690.

From Aug 05 PC 281 Stanswood will be based at Bridgemary Sports College which has 1200 students. Her core duties will range from crime/truancy reduction to investigation of offences. RMS/Altaris figures and anecdotal information show issues at the school of substance misuse/thefts by pupils and bullying issues. Scanning would be required to clarify the exact scale and nature. Some baseline information is already available. A prime would allow the police work to be focused and accountable.

The area of 35-53 The Crescent in Hayling Island is suffering ongoing Anti social behaviour and alcohol related offences mainly by the tenants of the flats within these premises. The area is small but the road surface has not been maintained, there is no lighting and a there is a disproportionate amount of abandoned cars and rubbish. Many of the flats themselves are run down.

Local children’s play park area is routinely visited by teenagers. Teenagers are drinking and congregate in numbers 50 -60. Their level of noise, language etc has become the subject of local complaints. Consideration may be given to moving the playground to an area nearer to Social Housing in Josephs Way. The community centre and toilets within the Marsden road area are subject to large groups of youths running through/ breaking into and disrupting groups using the centre lawfully. The youths are also accessing the roof of the community centre and in doing so causing damage to the centre. The toilets are also subject to damage by local youths.

PRIME -Lower Park Leisure Park During the holiday summer months of 2005, Lower Park Leisure Park was subject to 56 separate occurrences, which included burglaries, criminal damage, thefts, vehicle crime and public order incidents. All of which the police attended. The holiday park assisted the police in a leaflet campaign during the summer months in making holiday makers in being more vigilant whilst staying at the park, however, this had little effect on the overall crime rate.

Within the area of Meadowsweet Way,Harleston Rd and Mablethorpe Road, Wymering. A dispersal order is in place and due to expire on November 31st 2005 0001hrs. This was initiated due to a severe problem of anti social behaviour. This highly populated area is frequented mainly by large groups of youths of ages up to late teens. They intimidate people with noise and fear. Large groups are also drinking alcohol underage. Car crime and criminal damage is being committed to property and the area.

Student cycle thefts Portsmouth Central area .This PRIME initiative will be designed to reduce the number of student cycle thefts that occur in this area .This prime will be tackled by using the use of intelligence, identification of cycles, crime prevention techniques, further education, working with University security, targeting second hand shops, the use of the media, plus investigating the use of practical tracking devises for cycles.

Have done some research into Stubbington where we get loads of calls relating to anti social behaviour and criminal damage, this is an historic problem which will need a multi agencies approach to address. The main problem area appears to be around the Stubbington wreck and surrounding roads.

A large number of youths are gathering at Arundel Park Basket ball courts in Arundel Street/ Holbrook Road, Landport. These gatherings occur in the evenings and are particularly prevalent at weekends. These generate complaints, actively into Police control and passively via Beat Officers, about drinking, smoking, shouting and swearing and are intimidating local residents and reducing quality of life. The youths are believed to be in age groups of 14 to 25 and a gang mentality has developed.

Reported incidents of theft from local stores on the beat are one of the largest concerns statistically of reported crime. Working with the stores we need to improve the quality of investigation carried out by the staff and the Police and look at ways of reducing incidents of theft within the stores. We also need to improve the response provided by the Police to stores.

Ongoing problem with ASB, criminal damage, drink and drug abuse within the park. The local community are afraid to use the park at certain times of the day. The parks equipment has become damaged. Local residents will not use the parks pathways during darker hours. the park is unkempt and unmanaged and impacts on the perception and fear of crime. No CCTV or street lighting. The adjoining cycle has been the scene of numerous serious crimes.

SOMERSTOWN- SACKVILLE STREET/BROOK CLUB/ELDON STREET. There is youth nuisance, graffiti, criminal damage, theft of bicycles, fly-tipping & harassment. They smoke drugs, drink & urinate in stairwells. The youths are local causing issues with a dispersal area and many youths are on ABCs. These problems have been going for over a year. The offences happen at any time of the day and night, a lot of the youths are excluded from school. The blocks & streets contain no CCTV.

Carroll Youth Centre is situated in the centre of Stanmore estate. Youths congregate in the youth centre grounds drinking alcohol and smoking cannabis. Bottles are smashed against the wall of the centre causing problems for groups using the centre, particularly playgroups on a Monday morning. Damage is also caused to vehicles in the car park and the centre itself.

Since the Denvilles estate was built 8 yrs ago there have always been problems with juveniles congregating in the area. This problem has escalated in the last 3 months due to some ring leaders recently been released from prison. The youths are intimidating to residents, smash bottles, drink underage, alleged drug taking, vandalism and more recently assaults on residents. The community feel that they are being terrorised by the youths and it has become critical.

Youths are gathering on street corners sometimes in large numbers. Some of the local parks are locked up at dusk, thereby preventing the parks being used. The youths are generally in possession of quantities of alcohol, which when consumed leads to other problems such as nuisance, damage to property and other crime.
