Setting up a national module / To enhance the participants’ understanding of as well as ability to cooperate with modules in a civil protection assistance intervention. / Based on lessons learnt and examples from previous interventions, the following key issues should be discussed and further elaborated:

-What expectations can we foresee that the national module has on us?

Setting up a module composed of elements from more than one participating state of the Mechanism / To enhance the participants’ understanding of as well as ability to cooperate and coordinate with multinational modules in a civil protection assistance intervention. / Based on lessons learnt and examples from previous interventions, the following key issues should be discussed and further elaborated:
-What kind of expectations may we have on our cooperation and coordination with a module composed of elements from more than one participating state of the Mechanism?
-What expectations can we foresee that a module composed of elements from more than one participating state of the Mechanism has on us?

Cooperation and coordination with modules from international partners. / To enhance the participants’ understanding of as well as ability to cooperate and coordinate with modules from international partners in a civil protection assistance/humanitarian intervention. / Based on lessons learned and examples from previous interventions, the following key issues should be discussed and further elaborated:
-What kind of expectations may we have on our cooperation and coordination with modules from international partners?
-What expectations can we foresee that modules from international partners have on us?
-Identified challenges
-Identified areas of common understanding / 3 / 0

7.
Syndicate work introduction / To motivate discussions and reflection among participants as well as provide a platform for session no.8, Panel Discussion. / Based on previous, individual analysis as well as presentations and discussions, each syndicate will discuss and identify a joint answer to the following questions:
-What are the strong and weak points when cooperating with modules in a civil protection assistance/humanitarian intervention?What are the strong and weak points with including foreign experts and modules in our response? What are the possibilities and challenges?
-How can we utilize this knowledge?
Each group shall be prepared to present their findings to the panel. The panel will act as opponents prior to the plenary discussion. / 0 / 3

Panel discussion / By using the syndicate presentations as well as the knowledge and experience of the participating experts, to kick-off a final discussion and reflection on the course main theme in order to reinforce the participants’ professional capacities when deployed in civil protection assistance/humanitarian interventions. / -Presentation of syndicate findings, which will serve as an introduction to further discussion among experts and participants
-The experts from sessions 3-6 will initially act as opponents to the syndicate presentations. / 2 / 0

Primary training aim:

The primary training aim of the High Level Coordination Course Refresher (HLCR) is to provide participants, who previously have attended the High Level Coordination Course (HLC) with a refresher course / brush-up, in order to:

-Maintain their ability to be deployed in civil protection assistance interventions within the framework of the Community Mechanism.

-Update their knowledge on the Community Mechanism, particularly regarding the latest developments related to their task as MIC Team Leader or Coordination Head within the Mechanism.

-Feed lessons learnt back into the system.

-Facilitate further networking and experience sharing between participants.

-Add detailed knowledge on and motivate further debate of a specific related theme, which changes for each cycle.

Secondary training aim:

The secondary training aim of the HLCR is related to the specific theme of the 4th cycle, i.e.‘Command and Control vs. Coordination’. The overall aim is to define and establish a common understanding concerning the concepts of ‘command’, ‘control’ and ‘coordination’, as well as to understand and clarify differences and similarities, and relate the findings to the role / function of the participants within the framework of the Community Mechanism. This includes:

-Interpretation / understanding of the terms / concepts within the system of the Community Civil Protection Mechanism

-Interpretation / understanding of the terms / concepts by Mechanism Partners and International Actors

with the main purpose of strengthening the cooperation between Community Mechanism representatives and partners / other actors, and consequently improve future civil protection assistance interventions.

Methodology:

In order to reach the primary and secondary training aims, the course management will establish a process based training platform encouraging active learning through discussion and experience sharing as well as individual analysis and reflection. The individual analysis will be applied through the course in order to facilitate plenary discussions and in particular to incite the syndicate work.

Note: The individual analysis aims at identifying potential strengths, weaknesses, possibilities and challenges. A tool to facilitate this could for example be the SWOT-technique.

The contractor shall arrange reception, check-in of participants, introduction of participants at the arrival day.The contractor shall arrange and host an official course dinner at the last nigh of the course. These activities shall appear in the official course schedule as normal lessons of the course. Participating is these activities are mandatory for all participants.The course is residential and all participants are expected to stay in the course venue for the whole duration!

At the end of the two first course days the contractor shall hand out daily evaluation questionnaire which are answered by participants, collected again and organised as on of the annexes of the final report done by the contractor.
