ANNUAL MEETING MINUTES

October 30, 2009

Board Members Present: Shelly Van Blarcum, Paula Correll

SBB Representatives: James Barricklow, Belinda Ortega

Mr. Barricklow called the meeting to order at 7:08 p.m. The motion was seconded by Mr. Bruce Carlin. The motion carried unanimously. Mrs. Van Blarcum announced the quorum requirementwas met and a written notice of the annual meeting was provided in accordance with the Bylaws.

Mrs. Van Blarcumreviewed the 2008 annual meeting minutes. She called a motion to approve by Mr. Brian McClungand second by Mr. Van Blarcum. The motion carried unanimously and the Minutes were approved.

Mrs. Correll reviewed the financial report giving an overview of 2009. She mentionedno newsletters were mailed and the website was completed by Mrs. Van Blarcum,and that these were areas where the board was able to saveon expenses. The leak at the pond on Toledo Bend was fixed.A credit was also applied for the prior water bills received. Mr. Carlin questions where the CD of 2008 went and how far is the pond now? Paula explained the CD doesstill exist and ACC MemberTim Scheck announced at this time the pond is 8-10 inches below capacity. Mrs. Van Blarcum called for a motion to approve 2008 financials. A motion to approve made by Mr. George Turley. The motion carried unanimously.

Mrs. Tiffany Ogletree announced the committee reports for ACC and Social Committee. She mentions National Night Out had a good turnout and everyone had good time. The plans for the future are to include an event for both 4th of July and Halloween. She alsoindicated volunteers were needed and closed the committee reports.

Mrs. Van Blarcum called for the election of board members. Each candidate that submitted candidacy forms took a moment to introduce themselves and to provide reasonsfor running for the board. Mr. Carlin spoke first, followed by Paula Correll. Rutledge Gordon was not present so Van Blarcum read his candidacy form to those in attendance. Van Blarcum was the last of the nominees that had previously turned in Board Candidate Forms to speak. The floor was then opened for nominations. Mr. Carlin nominated Mr. Turley and he accepted the nomination to be added to the ballot. Mr. Turley introduced himself and gave a brief explanation on how he could assist the board if he was elected. Ballots were then collected and counted.

While votes were counted Mrs. Van Blarcum moved on to new business. Discussing park improvements and mentioned the board distributed a survey which 36 residents responded. Both Mrs. Correll and Mrs. Van Blarcum attended SBB Management Leadership Forum. They were updated on new and pending legislation affecting HOA’s in Texas. Other helpful information was given on enforcement, collections and the need for transparency in HOA dealings. Mrs. VanBlarcum announced former Carol Vasquez left SBB Management and Mr. Barricklow has taken over as Manager of Preston Lakes HOA and is up to speed. The board thanked Mr. Barricklow for being very supportive of the HOA. Mr. Turley discussed the importance of being involved with the city and explained how homeowners could join anemail list to keep them up to date on Prosper Trail.

The election of board members followed. Mrs. Barricklow announced the three elected board members are Mrs. Correll, Mrs. Van Blarcum, and Mr. Gordon. Mrs. Carlin suggests replacing stop signs and poles to improve the neighborhood. Mr. Van Blarcum requested help with hanging the holiday decorations.

With no further business the annual meeting was adjourned at 8:05 p.m.
