RED SPRINGS BOARD OF COMMISSIONERS RECESS MEETING

MINUTES

WEDNESDAY, DECEMBER 20, 2017

6:00 P.M.

The Red Springs Board of Commissioners met in a special meeting on Wednesday, December 20, 2017 at 6:00p.m. at Town Hall.

Present: Mayor Edward Henderson; Commissioners Duron Burney, Neal Lea’Kes, Elma Patterson, Commissioner Caroline Sumpter, Shearlie McBryde, Town Manager James Bennett and Town Clerk Barbara McColl.

The Board met as a continuation of a recessed meeting and Mayor Henderson called the meeting to order.

Town of Red Springs 2017, Audit

Mr. Alan Thompson’s visit was postponed until January 17, 2018 and at that time he will present the Audit, 2017 to the Board at 6:00pm.

Selection of Playground Equipment Site

Commissioner Burney made the motion as a recommendation of the Recreation Committee to place the Playground Equipment at the Brown Street Park and Commissioner Sumpter second. All voted in favor of the motion.

Approval of PER Contract for Water Plant

The Board approved the Preliminary Environmental Report (PER) and also USDA Application to move forward on the water plant. Commissioner Burney made the motion to move forward on the water plant and Commissioner Sumpter second. All voted in favor of the motion.

Employee Holiday Time

As an added item to the agenda Commissioner McBryde suggested to the board giving the employee’s four days off for Christmas. After discussion no action was taken.

Budget Amendment

Budget Amendment BA-2108-12-01 for $23,500 for the building at Chavis Locklear Park. Commissioner Sumpter made the motion to approve the Budget Amendment and Commissioner Burney second. All voted in favor of the motion.

The Board discussed the date for the monthly board meeting to be held on January 2nd, 2018 at 7:00pm at Town Hall and dates to interview candidates for the Town Manager’s position to be held on January 8th, 2018 at 6:30pm.

Commissioner Burney offered an alternative suggestion to employees receiving a 4th day off on the Christmas Holiday to leave on December 22nd at 4pm. Commissioner Burney noted this will give one hour to an employee to leave early with using his or her vacation time. No action taken.

Commissioner Patterson noted she would like to discuss the NC Rural Development Center Program on the next board meeting.

Adjournment

Commissioner Burney made the motion to adjourn the meeting and Commissioner Lea’Kes second. All voted in favor of the motion.
