Three held for making objectionable gesture : According to DCP/North office, during on going drive against eve-teasing three persons were held for making objectionable gesture in DU Campus. They were identified as Rupinder Paras(42) R/o Ashok Vihar, Satinder Bisth(30) R/o Dayal Pur and Saleem Khan(32) R/o Sarai Rohilla. They allegedly made inviting signal to the police women deployed in plain clothes to check such elements.

Public help is sought in identifying the body :- Sarai Rohilla Railway police have sought public help in identifying the body of a male, aged around 38 year, Ht. 5’7”, wheatish complexion, round face, medium built, wearing Black & white linedar shirt and light blue pants, found on 24.6.08.

Old Delhi Railway police have sought public help in identifying the body of a male, aged around 40/45 year, Ht. 5’6”, sallow complexion, long face, thin built, wearing coca-cola colour pants and grey woolen jersi, found on 24.6.08.

GANG OF BURGLARS BUSTED.

GOODS WORTH RS. 10 LAKH(APPROX.) RECOVERED.

STOLEN GOODS WERE BEING SENT TO NEPAL.

  • Gang leader Dhruv @ Prabhu @ Seth had contested Parliament elections.
  • 70 Cartons of imported foot wear and TSR recovered.
  • A truck load of 238 cartons of electronic components also recovered.
  • More than half a dozen cases worked out.

With the arrest of 4 criminals namely 1) Dhruv @ Prabhu @ Seth age 38 years S/o Sohar Singh r/o Vill. Sure Pur, PS Suroli, Distt. Moti Hari Bihar (2) Mintu Kumar Sahni age 26 years S/o Bachha Lal Sahni r/o Vill. & PO Sanwaria PS Majolia, Distt. Betia, (3) Ramesh Kumar age 22 years S/o Konhai Prasad r/o Vill. & PS Rigamill, Distt. Sitamarhi, Bihar, (4) Ram Suresh Mehto age 30 years S/o Kundave Mehto r/o Vill. Khajuria, PS Khajuria, Distt. Motihari, Bihar, Special Team, Crime Branch has busted a notorious gang of burglars active in Delhi and recovered 70 cartons of imported Foot wear and 238 cartons of electronic components.

SI Ritesh Kumar of Special Team received information regarding movement of a criminal namely Dhruv @ Prabhu carrying a reward of Rs. 10,000/- for his arrest. Ct. Sanjay and Ct. Ramesh were deployed to develop the information and it was learnt that Dhruv’s gang had committed a burglary in the area of PS Sarai Rohilla and a case vide FIR No. 160/08 u/s 380 IPC , PS Sarai Rohilla was registered in this regard and transferred to Special Team, Crime Branch for further investigation. On 25.6.2008, SI Ritesh Kumar received an information that Dhruv along with his gang members will come to Chandni Chowk area to commit burglary in a godown. A raiding party consisting of SI Ritesh Kumar, SI Shyam Sunder, ASI Vijender Nagar, HC Murli Dhar, HC Balender, HC Rakesh, HC Yashpal, HC Mukesh, Ct Sanjay, Ct. Jijo.P., Ct. Ramesh, Ct. Manoj, Ct. Baljit Singh headed by Insp. Anand Singh was formed. The team laid a trap near Chatta Rail Chowk, Chandni Chowk and a TSR No. DL-1RJ-0526 was intercepted. Three persons sitting in the TSR jumped out and started running in different directions. The alert staff deployed nearby swung into action and apprehended all of the above three persons alongwith the TSR and its driver. On interrogation, their names were revealed as 1) Dhruv @ Prabhu (2) Mintu Kumar Sahni (3) Ramesh Kumar and (4) auto driver Ram Suresh Mehto. A Shutter lock cutter and some “bilties” of various Transport companies were recovered from their possession.

On interrogation they disclosed that they were going to Tilak Bazar, Lahori Gate to change the locks of a cloth godown which they had targeted for burglary. Dhruv, who is known in his native village by the name of ‘Seth ‘, used to lure unemployed youngsters of villages to Delhi to assist him in crime for which he gave them a small amount. Initially his team members would survey the area and targeted a particular godown having no central lock on the shutter. Then in the late evening they used to cut the locks and put their own locks. Early in the morning they would come with hired tempo and labourers and load the goods of the godown in the hired tempo. They also used to chat with neighbours telling them that the goods have been sold off by the owner. People nearby who watched this used to have an impression that they are the workers of the real owner of the goods or the owner had deputed them to do so as they were using genuine keys of the lock for opening the shutter. Then the tempo was used to be sent to transport company for dispatching the goods to Raxhoul, Bihar. From there the goods were finally exported to Nepal for a handsome amount. They used fake bills for transportation of the goods and these fake bills were prepared by them.

Earlier, Dhruv was arrested in 4 cases of burglary in the Walled City and nearby areas. In 2007, Dhruv with his associates had stolen 64 bags of Cardamom (ilaichi) worth Rs 50 lacs from Khari Baoli, PS Lahori Gate vide FIR No 136/07 u/s 457/380 IPC and the same were sent to Nepal via Raxhoul by the same modus operandi. Later on, 4 of his associates were arrested in the said case but he escaped and since then he had been absconding. Cash reward of Rs. 10,000/- on his arrest was declared by the worthy C.P., Delhi in that case. After 9/10 months, he came back to Delhi and again started his activities by using new gang members. In this period he has already committed more than half a dozen of burglaries in the area of Sarai Rohilla, Kalyanpuri, Badarpur, Gazipur, Mandawali.

Dhruv Kumar @ Prabhu @ Seth had also contested election for parliament from Motihari in the last general elections as independent candidate but lost.

All the accused persons have been arrested in case FIR No 160/08 u/s 380 IPC PS Sarai Rohilla Delhi. Further Investigation is in progress and Information regarding their arrest has been given to the concerned police stations.

DELHI TRAFFIC POLICE DATED 27.6.2008

Restrictions are imposed on plying of goods vehicles on certain roads such as those in New Delhi area, Ring Road and other important roads during specified hours of the day. Some roads are out of bound for goods vehicles for all 24 hours. These restrictions are imposed to enhance safety of road users and to prevent congestion on the roads. However, those vehicles which are required to transport perishable and other important commodities and can not wait to be transported till the restriction hours are over are given permits to ply the same in restricted areas. This year 4550 vehicles are given permission to transport perishable and other essential commodities during restricted areas and time.

An information was received that some vehicles plying in violation of the terms and condition on which the permission were granted to them. It was also learnt that some other vehicles were plying on the basis of forged permits. A drive was conducted and 15 vehicles were detected for plying either in violation of the permit condition or on the basis of permit issued last year, the terms of which is over. Still others were plying on the basis of forged permits. Of the above, 8 related to those where the condition of the ‘No Entry’ permit were violated, 3 on the basis of last year’s permission and 4 by using forged ‘No Entry Permission’ documents. The misuse of permit condition in the above cases involved transporting non-essential commodities when the permission was granted for transporting food-grains, fruits and vegetables, catering items and newspapers etc.

Those who have been found misusing the non entry permission have been prosecuted and the stickers of no entry permission granted to them have been seized and are being cancelled. Further these vehicles are also being black listed. Those who have been found using the forged no entry permission have been booked under the offence of cheating and forgery and 4 cases have been registered against them in the various police stations of Delhi. 1 case has been registered at PS Civil Lines, 1 at PS Timar Pur and 2 others at PS Jahangir Puri. So far 7 persons in these cases have been arrested and more arrest are likely to be effected during the course of further investigation. The drive is still going on.

GANG OF DESPERATE HIGHWAY ROBBERS BUSTED

INCIDENT: On 21.6.08, two armed robberies took place on NH-24 in Mandawali. Three motorcycle borne youth stopped an Indica Car at gun point in the early morning hours. As the occupants of the car namely Bijender and Surender resisted, the robbers fired six rounds from a pistol seriously injuring them and robbing their cash and valuables. In this regard Case FIR No. 241/08 u/s 394/307 IPC was registered in P.S. Mandawali. Just 15-20 minutes before this incident they robbed TSR passengers on gun point near Singla Sweets , Madhu Vihar IP Extn. In this incident Case FIR No. 239/ 08 u/s 392/34 IPC was registered in PS Mandawali.

A gang was identified on the basis of the modus operandi and particulars of the robbers. Surveillance was kept on the gang members. On 26.6.08, specific input was received to Spl. Staff East District that these youths are planning to commit another dacoity in the area of PS Kalyanpuri, Delhi.

A team led by Inspr. Rajesh Kumar comprising of SI Vinay Yadav, SI Satender Khari, ASI Manoj Kumar, ASI Sukhbir , ASI Mazid, HC. Harender, HC Praveen, HC Virender, HC Nazir, Ct. Yashvir,Ct. Roop, Ct. Rajeev, Ct. Jitender, Ct. Sandeep and Ct. Sirmohar under the supervision of ACP/Ops. Sh. Ganga Sahay Meena was constituted. A raid was conducted at Safeda park Khichripur and four persons namely Mohd. Waseem, Karan Singh @ Deva @ Mentle, Chandan @ Babar and Mukesh @ Mukka were apprehended. Two English pistols of .32 bore and one country made pistol with four live cartridges, one dagger, and three mobile phones have been recovered from their possession.

INTERROGATION: On sustained interrogation, they disclosed of having gathered to commit dacoity. The further told that they commit robberies mostly during the early morning hours as they feel lesser risk of being caught. They choose their target at lonely stretches of highways/ ring-roads. One pistol recovered from them is of Indian Ordinance Factory and on interrogation accused Waseem disclosed that this pistol is licensed and belongs to his brother in law who lives in Khurja. He stole this pistol and used in robberies. In this regard report is lodged in PS Khurja Nagar. They have committed dozens of such robberies in East Delhi, North East Delhi, North west Delhi and Ghaziabad. In 2002 Karan @ Mental killed one Ravinder who teased his sister.

ARREST OF TRADERS INVOLVED IN PACKING/MANUFACTURING DUPLICATE ELECTRICAL ACCESSORIES OF REPUTED CROMPTON GREAVES AND PHILIPS COMPANIES

With the arrest of four persons namely Suresh Jain, aged 32 years s/o Sh Fakir Chand Jain r/o 459/B/2, opposite Peela Mandir, Shalimar Bagh, Delhi, (2) Sanjay Sachdeva, aged 33 years s/o Tola Ram Sachdeva r/o AN-58 B, Shalimar Bagh, Delhi, (3) Sunil Gupta, aged 53 years s/o Sh. Nand Gopal Gupta r/o 5258, Kolhapur House, Subzi Mandi, Delhi and (4) Sanjay Singh, aged 35 years s/o Sh. Ram Bahadur r/o Village Mehendi Pur, PS Maharaj Ganj, District Jaunpur, (UP), North District police has busted a gang of traders of Bhagirath Palace who were involved in packing/manufacturing/selling of duplicate products of M/s Crompton Greaves and Philips India Electrical Ltd. and recovered huge quantity of duplicate chokes, mercury bulbs and halogen tubes worth Rs.10 lacs (approx) from their possession.

TEAM AND THE INCIDENT

A team consisting of Inspector Paras Nath, SI Mahabir Singh, ASI Sant Ram, HC Sanjay Kumar, HC Naresh Kumar, HC Jaleshwar, Ct. Pardeep Kumar, Ct. Rajender Kumar and Ct. Ishwar of operation cell was constituted under the close supervision of Sh. S. S. Malik, ACP/Operations Cell /North District, Delhi.

A specific information was received by the team that some traders of Bhagirath Place were involved in the manufacturing /packing and selling of spurious/duplicate electrical accessories purportedly manufactured by M/s Crompton Greaves and Philips India Electrical Ltd.

This information was further developed and on the basis of the discreet enquiry conducted in this regard, four person namely Suresh Jain, Sanjay Sachdeva, Sunil Gupta and Sanjay Singh were apprehended by the team at about 5.40 PM from Bhagirath Place. On search of the premises, huge quantity of duplicate chokes, mercury bulbs and halogen tubes of Crompton Greaves and Phillips Ltd were recovered. In this regard, a case of infringement of Copyright was registered at PS Kotwali against all the four accused persons and the investigation was taken up.

INVESTIGATION AND THE INTERROGATION

During sustained interrogation, the accused persons disclosed that they were involved in manufacturing/packing/selling of duplicate chokes, mercury bulbs and halogen tubes of Crompton Greaves and Philips India Electricals Ltd. for last 10-12 years. They further disclosed that they used to pack/sell these duplicate electrical items of above said reputed companies at their shops situate in Bhagirath Place and Chandni Chowk. Since the cost of genuine company items is very high and there is competition in the market, the profit margin in selling the genuine company items is low and hence they started manufacturing/packing/selling duplicate accessories of Crompton Greaves and Philips India Electrical Ltd. They also disclosed that they used to purchase some of the electrical items from local market and used to import a few illegally from Korea and Hong Kong.

Further investigation / interrogation are in progress.

RECOVERY

  1. 630 duplicate electrical chokes of Philips and Crompton Greaves Electricals Ltd..
  2. 1477 duplicate Tubes of Philips and Crompton Greaves Electricals Ltd.
  3. 1642 duplicate Halogen Electrical Bulbs of Philips and Crompton Greaves Electricals Ltd.
  4. Packing material like khaki cello tape of Philips, seal, sealing wax etc.
