MINUTES OF GEDNEY PARISH COUNCIL MEETING HELD AT GEDNEY DROVE END VILLAGE HALL ON TUESDAY 12th JANUARY 2016

2.16 DECLARATIONS OF INTEREST
Cllr Webb declared an interest in any item referring to the South East Lincolnshire Local Plan
due to ownership of some possible Build sites mentioned in the plan.
Cllr A & K Parks declared an interest in Item 15, Granite House planning as they live next door.
Cllr Hallam declared an interest in item 18 as her husband is an allotment tenant.

3.16 SIGNING OF THE MINUTES
Clerk’s Notes from the meeting on 8th December 2015 were taken as read;Council RESOLVED to accept them as minutes.
4.16 POLICE MATTERS
Items to be reported to police:
Caravan obstruction parked on B1359 in middle of Gedney Dyke
Motorbike vandalising the WMP up slide mound.
Attempted vandalism of bus shelter on the Green in Gedney

Badge stolen from Mercedes car in GDE
5.16 TO RESOLVE ON THE ADOPTION OF UPDATED STANDING ORDERS
Council RESOLVED to adopt the new Standing Orders.
6.16 REPORT TO COUNCIL FROM OUTSIDE BODIES
Voluntary Car Scheme:
Cllr K Parks reported on the usage of the car scheme by Gedney residents over the period of the last year, these show good value for money for the parish from their subscription to the scheme.
Gedney Parishioner = 247. Number of journeys = 188 Number of miles = 4945
7.16 CLERK’S REPORT
All correspondence has been dealt with from the December meeting.
A reply to the LCC school transport consultation has been submitted.
GDE Village hall have sent a copy of their current insurance policy.
FLP have informed the clerk that the work to the play equipment at WMP as per their agreed quotation is to commence this week, weather permitting.
Gedney Dyke Village hall has been booked for the extra Parish Meeting on February 18th.
SHDC precept application form was received at the end of December and has been submitted. The Parish tax base for 2016-17 of 672 is slightly higher than 2015-16 when it was 656. This year there is to be no support grant from SHDC. Last year the band D Council Tax payment was £39.12, this year it will be in the region of £43.15.
LALC training programme for the first half of the year has been published (clerk gave copies to all councillors.
All other items are dealt with under separate agenda headings.

10.1 SUTTONS ON THE WASH EMERGENCY PLAN
Cllr A Parks and Cllr Webb to attend the next meeting.
Cllr Parks to give a report at the Annual Parish Meeting on March 8th.
11.1 TO DISCUSS PLAY/OPEN AREAS
a. Update Gedney Dyke Village Green and War Memorial inspection rota.
It was proposed for Cllr Crane to take on the above and to look after the noticeboard, this was seconded and RESOLVED.
12.1 TO UPDATE COUNCIL ON THE QUEEN MOTHER NATURE RESERVE
It was reported to council that a car had been vandalising the car park and picnic areas. Following inspection it seems that a vehicle has also been stuck in mud in these areas.
Due to this and the very wet weather conditions the carpark has been temporarily closed.
It was proposed that once open again a chain be put across the gateway into the picnic area to stop vehicles from entering, this was seconded and RESOLVED.
The Completion of the walk way and the flower meadow are for inclusion in the Annual Parish meeting for discussion.
13.1 TO UPDATE COUNCIL ON SMALL PLAY AREA ON GEDNEY DYKE VILLAGE GREEN
a. Parish meeting and leaflet.
2 examples of leaflet were shown and council RESOLVED on the picture and text option.
Delivery of leaflets to parish was RESOLVED as follows:
The Fen area =Cllr Webb
Church Ent to Fleet =Cllr Smeaton
Gedney Dyke = Cllr Crane
Black Lion End Gedney North = Cllr A & K Parks
Gedney Drove End = Cllrs Field, Hallam & Wells
The remainder to be placed in the local Pubs and Schools.
A notice can be placed on boards in next week to start promoting the meeting.
Clerk to write to properties surrounding the green and Memorial lane to consult, invite their response and inform them of the meeting on 18th February meeting.
14.1 TO DISCUSS CEMETERY MATTERS
  1. Update inspection rota
It was proposed for Cllr Hallam to do future inspections of the cemetery, this was seconded and RESOLVED.
  1. Update on renewals
The Clerk informed the council that 42 renewals for Exclusive rights will be sent out on 20/1/16
15.1 PLANNING MATTERS
Applications:
H06-1125-15 Mr 7 Mrs Button, Bridge House, Fishergate, Sutton St James
Proposed replacement dwelling with associated garage and landscaping
Council note that this application is over the “only 20% more than original floor plan as stated in HS17.”
They also do not consider the design in keeping with the area.
H06-1160-15 J E Piccaver, Norfolk House farm, Main Rd, GDE
Propose to erect 37haof co-joined polyhouses
Council request this application be referred to Chairman’s panel.
Council have concerns on the scale of the development and agree with SHDB on the possibility of future drainage/flooding problems.
H06-1147-15 Mr & Mrs Paxton, Pulvertoft Hall, Harford Gate, Gedney Broadgate
Change of use of outbuilding from business to residential with some alterations
Reply to 1147 &1148: Council question if there could be a future use for this building for business use and local employment (HS16). As a listed building it is important to its conservation and character to remain as part of the Hall complex and not be sold separately.

Council instructed clerk to write and enquire as to the time structure for this consultation.
Council requested the District Councillor to look into this matter and report back.
17.1 CELEBRATION FOR QUEEN ELIZABETH II 90th BIRTHDAY
Cllr Parks to attend a meeting later this week, she will lease with Cllr Hallam and report to next meeting.
