President’s Council Minutes

Approval of Minutes

A motion was made by Jerry Tunstill and seconded by Brenda Cannon to approve the minutes of January 30, 2014.

All significant items were included in the report submitted with the agenda. The new manager of Follett bookstore at Motlow is Dewayne Brown, and his first day will be April 1. Mr. Brown has previously worked for Follett in the bookstore at TSU for approximately 17 years.

The Support Staff Council will meet Tuesday, March 25. Rhonda Cotham will be the guest speaker and will discuss academic check-ups, early alert, probation mentoring and other student success initiatives that are in place to assist students.

SGA President-Michaela Fulkerson

SGA is working with Disability Services on all campus locations to promote Autism Awareness with a walk around each respective campus location on April 2 at 1:30. A reception will follow immediately at the Moore County Campus where door prizes and informational tips for students to learn more about autism will be available. The McMinnville Campus walk will be followed by a campus cookout as part of their event. April 17 is the petition deadline for SGA positions, with SGA elections scheduled April 23-24. SGA is actively participating in the nomination/selection process for the TBR Student Regent and THEC Student Representative.

The McMinnville SGA will host the following events during March-April: March Madness Challenge, Easter Egg Hunt, Spring Olympics, Cook out on April 28, and a “Random Acts of Kindness” event.

The Fayetteville SGA has been engaging with students by serving coffee, snacks, and free pizza on designated days and will continue to do this throughout the semester. The Fayetteville campus will host a Spring Cotillion.

The Moore County SGA will host Spring Fling on April 22. In an effort to increase traffic flow through the Crouch Student Area and engage with students in an ongoing basis, SGA is serving coffee, apple cider and hot chocolate in the mornings and popcorn in the afternoons in the Crouch Center.

The Smyrna SGA will host a Career Fair on March 26. Judge Davenport, the first female judge in Rutherford County, was the guest speaker at the Smyrna Campus as they celebrated Women’s History Month.

Affirmative Action- Ms. Laura Jent

The Affirmative Action Plan has been submitted and is on file in the Human Resources Office for the next year. The TBR Policy 5:01:01:11- Days of Administrative Closing has been clarified to state as follows: “Employees who are previously approved for leave for the duration of the emergency closing will not be considered scheduled for work and will be charged for their leave.” All colleges must be in compliance with the TBR policy. Therefore, employees who are previously approved for leave (annual or sick) on days of administrative closing will be charged their leave.

Student and Campus Relations- Ms. Brenda Cannon

The campus will host many activities during the month of April. Ms. Cannon highlighted some of the special events: On April 4, Dr. Tristan Denley, Vice Chancellor for Academic Affairs at the Tennessee Board of Regents, will visit the Moore County Campus, and the MP3 group will depart on a cultural trip to Memphis, TN. Faculty Excellence Awards are scheduled April 9, and Student Recognition Day is slated April 16. The campus will be closed Friday, April 18. The spring baseball and softball season will conclude with final games on April 18. The spring drama production is scheduled April 24-27.

Student Success- Mr. Josh Caldwell

A Student Success Center update was distributed to the members for review (See Attachment). Approximately 135 first-time freshmen have registered for Spring 2014 classes, and the Student Success Staff has met with 85 of the students to discuss strategies to improve their success. Staff is working with IT to implement a better tracking system that will enable us to have meaningful data of target groups that are at risk for drop out so that intervention measures and resources can be implemented to assist these groups. Staff is continuing to work with the early alert program to contact and meet with students who have been identified as having an attendance problem. Staff is also continuing to meet with first time freshmen from fall who were placed on probation and returned for the spring 2014 term. Many students are meeting with staff every two weeks in an effort to keep them on track and to provide resources that can help the student return to good academic standing. The Student Success Roundtables is a pilot program implemented on the Moore County Campus. Through academic check ups, staff will identify specific areas and relative topics to establish roundtables offering tips and helpful information that will assist students with such items as managing college life, utilizing technology, choosing a major, discovering their learning, etc. on an ongoing basis.

Director of Institutional Research, Planning and Communication, Webmaster- Ms. Sylvia Collins

Staff has started work on CCSSE. This year’s CCSSE will count toward 10% of Motlow’s performance funding that will be reported in August. The MSCC and Cohort CCSSE Scores Report (see attached) reflects the last 5 years of CCSSE scores compared to the cohort. CCSSE is a survey that gauges student perception of engagement, with some of the main areas including active and collaborative learning, student effort, academic challenge, students-faculty interaction and support for learners. The report reflects students at other institutions in the consortium perceive the level of engagement with their institution of learning as being at a higher level in comparison to the level of engagement that our students perceive. All unit heads should receive IE plans and will be asked to submit assessment results for 2013-14 and new plans for 2014-15, which will be due in mid –June. A short strategic planning meeting is scheduled April 11 with report outs from committees that having been working diligently to discuss practices that we might embrace.

President’s Comments

The budget that the governor released did not fund the outcomes formula as it has in the past. No additional money was allotted toward state appropriations, which is divided among the 13 community colleges. Four community colleges with improved performance results will receive a greater percentage of the appropriations. Nine community colleges, including Motlow, will receive a decrease in appropriations, with Motlow losing $400,000 in appropriations. It is vital that all faculty and staff take an active role to encourage and assist students in completing their degree, as every student matters.

There has been much discussion about common core, and it appears to be delayed at this time. TN Promise free tuition to community colleges is continuing to be reviewed by committee and may receive some modifications in the funding for students attending 4 year institutions vs those attending community colleges. The final draft of TN Promise will require counties to play a crucial role. Vital leadership is needed in each county to communicate with parents and students, as we want to ensure students in the counties we serve do not miss opportunities.

There has also been much discussion in the state to drop the application fee and add a service fee instead for each semester. Motlow chose to continue the application fee that is already in place, as this presents a vested interest and commitment on the part of the student to attend the college.

Many of the TBR institutions are now tobacco free campuses, with Motlow being one of possibly two schools that is not tobacco free. In addition, several members of faculty have experienced problems with the use of electronic cigarettes in the classroom. SGA has received complaints from students at all campus locations regarding problems associated with the use of tobacco. The President’s Council members were asked to discuss the topic with their respective groups and to report the consensus of the majority at the next meeting of the President’s Council scheduled April 24. Dawn Copeland will review this with the off-site directors. Laura Jent will contact TBR to obtain a copy of the most comprehensive tobacco policy and will also contact other institutions regarding their policies that may allow student to smoke in personal vehicles.

Other comments:

* Michelle Cox is now the new Administrative Secretary for the Assistant VP for Student Affairs. *Legislation is in place that addresses speakers on campus and paying them with institutional fees.

*There are a few more bills that are being reviewed that could affect us if approved, and there have been revisions in the affordable care act that have changed the rules and will affect academics.

*A spring forum will be scheduled at each campus location to communicate what is happening and how it will affect us.
