of the 2013 Carpathian Cup Open
in paragliding (Cross Country) II category FAI
1. Date and the place of the Cup
1.1 The Carpathian Cup Open (further – the Cup) will be held from 03th till 11, August, 2013 in the Pylypets v., Mizhgirrya district, Zakarpatian area, Ukraine (Lat: 48.66, Lon: 23.29, Alt: 680 m).
Participants arriving – 14th – 22 of July, at: the Pylypets v., Mizhgirrya district, Zakarpatian area, hotel “Shepit Karpat”.
1.2 Competition dates:
- 03.08 participants arrival, training flights;
17:00 – 19:00 – pilot registration – at office;
19:00 - the Cup opening ceremony;
- 04.08 – first competition day;
08:00-09:00 - pilot registration – at office;
09:00 - general briefing– at office;
12:00 – briefing – at start place;
18:00 – 20:00 –day results – at office;
- 04.08 - 10.08 - test rounds;
09:00 – briefing, meteo, announcement of results – at office;
12:00 – briefing – at start place;
18:00 – 20:00 –day results – at office;
10.08 - competition closing;
11.08 - reserve day;
Participants and guests accommodation – in hotels, private houses and tents in the places. Guests and the Cup participants will be supplied with the tourist firm’s service to visit the places of interest in Zakarpattya region.
Aims and tasks of the Cup
1. Personal and team championship.
2. Popularization and further development of paragliding in Ukraine.

Participants registration is held at the official competition site or at the addresses mentioned above.

3. Participants
3.1. Competition has Ukrainian and international open, team, glider category tests:
- SERIAL class (EN D)
- SPORT class (EN A,B,C)
· In the presence at least five females, will be a test for women.
3.2. Pilots who have the FAI sport license, or pilot certificate (not less than) ParaPro4, who have passed committee and paid entrance fee are allowed to participate at international opened credit.
3.2.1. On the registration a sportsman must present:
- Passport
- FAI sport license, or pilot certificate (not less than) ParaPro4
- medical insurance certificate (participating in the mutual aid Fund of Ukrainian NLA pilots is considered as medical insurance certificate).
3.3. The team should be formed of not more than 4 pilots, who take part in Ukrainian and international opened credit. The best three results of every flying day are included to the team's score. The team can be formed:
- at the territorial basis;
-by the glider manufacturer order;
3.4 Competition organizers can direct any participant to the prestart medical examination.
4. Logistical support
5.1. The entry fee value is 100 Euro till 01.07.2013y., or 120 Euro after 01.07.2013y.
Participants of Carpathian Cup 2012y have discount on entry fees of 15%. The entry fee can be paid in Ukrainian currency, according to the UNB rate of exchange at the day of payment.

4.2. The Cup organizer provides the participants with:
- Transport, retrieve;
- delivering to the start;
- medical provision;
- flight maps;
- sport shirts with the emblem of the Cup;
- access to computers and internet.
4.3. Arriving, residence and nutrition are at the expense of the participants of the Cup.
5. Demands to the gliders.
5.1. Every glider is the one and cannot be changed during the Competition. In the case of damages the change can be allowed by the Competition organizers.
5.2. The pilot must have altimeter and GPS, sell phone and the radio, USB cable to read-out the flight trajectory.
5.3. The weight of equipment, glider and ballast including, shouldn't exceed a pilot's weight for more than 33kg. The pilot's weight is recognized as his own weight with a flying suit and boots. The total take off weight (the weight of a pilot, equipment, glider) mustn’t over maximum in-flight weight which is required by the glider manufacturer.
5.4. The Competition organizers has a right to check a competitor's equipment to its airworthiness during the Cup.
6. The Cup program
6.1. The Cup is conducted according to the:
- FAI Sporting Code,
- FAI Sporting Code, section 7,
- Competition regulations.
6.2. The play rounds of the Cup are:
- designated route flight for the time minimum,
- designated route race,
- triangular route flight,
- opened range straight flight or point-to-point flight,
- distance flight to the goal,
- distance return flight,
6.3. The score counting formula is carried out according to the international GAP-2008 or GAP-2011 system. Score counting will be carried out with FsComp software, reading out information from GPS will be realized with GpsDump software.
7. The General briefing.
On the general briefing:
- will be published pilots – participants of the competition;
- will be elected a task committee;
Task committee must consist of 3-5 pilots – participants. Who will determine every day fly task. Sport committee consist of pilot Council, referee and competition director.
8. Protests, complaints and comments.
Competitors have the right to lodge complaints or comments to the Director or the Referee in oral or written form within 2 hours after the publication of preliminary results. For obvious mathematical error, there is no need to submit a written complaint, in this case an oral complaint will be satisfied.
The protests must be lodged by pilot – participant themselves in written form to the director or the referee of the competition during 2 hours after the publication of preliminary results. The introduction of fees - 100 UAH. A protest shall submit the sports commission. The Decision of sport commission or referee will be announced at the next briefing, but not later than 24 hours after filing a protest. If the protest is satisfied, then an applicant fee will be returned, otherwise the fee is available to the organizers.
9. Conditions of the Cup holding,
9.1. The Cup is valid if there were not less than one test round of designated route flights.
9.2. The round is classified if 10% of participants had flown L0 and all participants had possibility to start out.
9.3. The start "Opened window" is used at the Cup.
9.4. The task is carried together by the Referee and the Pilot Council (the Pilot Council is a consultative body of three pilots, elected at the first day of the Cup).
9.5. Distance results of participants are determined only by GPS.
9.6. The participant fills in the landing card in all cases or reports the judges by cell phone, radio or with SMS.
10. Rules of the route passing over.
10.1. Route passing over should be validated with GPS.
The conditions of GPS monitoring are: the coordinates of the start, turn points, landing places, given by the Panel of judges, should be input into GPS. For the flight results validation the flying track with 10 minutes after the start, 10 minutes before and 10 minutes after the turn point passing and 10 minutes before the landing should be recorded to the device memory.
10.2. The turn point is passed over if the GPS has fixed a point inside the cylinder. The task in radius.
11. Punishments, penalties, protests
11.1. The Judge Panel may apply such punishments as:
- penalty from 20% to 100% points from round results,
- round results annulment,
- removal from the Competition.
11.2. The participant, who has broken the order at a start, finish or has made actions, that infringe other participants’ interests, gets the official warning and is penalized at the second foul.
11.3. In case of established flights regulations infringement or not following the safety regulations the participant gets the round results annulled and is removal from Competitions at the second infringement.
11.4. If a competitor applies a protest, he has to pay 100 UAH fee. If the protest is not satisfied, the fee is not returned.
12. Flight safety measures
12.1. At the preflight preparation areas of soaring near the start are specified as well as the direction of spirals in these areas for this day.
12.2. At the next ascending air capture the pilot has to carry the same spiral as a previous one not depending on the height divergence between them.
12.3. Pilots have to keep the established air pass regulations.
12.4. Protective helmet and rescue parachute presence is obligatory.
12.5. Every sportsman is responsible for the timely flights preparation and safety ensuring during the flights as well as at the landing places choosing and landing itself.
13. The competition results and awarding of winners
13.1. Winner in route flights is awarded with a cup, medal and f diploma and prizes.
13.2. Organizers and sponsors of the Cup can put prizes for separate results and achievements.
12.3. The champion and winners in the Ukraine Cup Open are determined between the pilots, possessing Ukraine’s citizenship, according to the results in overall classification.
