PRESERVATION, RESTORATION,AND CONSERVATION PROCEDURES FOR HISTORIC BUILDINGS

PART 1 – GENERAL

1.01SECTION INCLUDES

A.Repair and replacement of significant historical materials and features.

B.Conservation of non-structural significant historical features.

1.03SUBMITTALS

A.General: Submit the following information for structural and non-structural products:

1.Complete list of proposed materials for repair/restoration purposes.

2.Shop Drawings, showing proposed new materials and existing features to remain.

3.Manufacturer's printed product description, material safety data sheets (MSDS) and technical data sheets for each product.

BQualifications: Submit a list of similar structural and non-structural conservation projects completed, contract amount, size, duration before and after photos, and current contacts for each project.

1.04QUALITY ASSURANCE

A.Structural Features:

1.Comply with the following as a minimum requirement:

a.The Secretary of the Interior's Standards for Rehabilitation.

b.The National Park Service, Standards for Rehabilitation.

2.CONTRACTOR shall possess a minimum of five years demonstrated experience in the renovation of historically significant structures.

B.Non-Structural Features:

1.Comply with the following as a minimum requirement:

a.Formulate and implement all the activities of conservation in accordance with the American Institute for Conservation of Historic and Artistic Works (AIC) Code of Ethics and Guidelines for Practice.

b.Possess the following Competencies according to the conservation specialty of a project:

1)Conservation Terminology.

2)Conservation History, Ethics, and Philosophy.

3)Values and Significance.

4)History of Technology of Cultural Heritage.

5)Access and Use of Cultural Heritage.

6)Health and Safety Policies and Regulations.

7)Scientific Principles and Methods.

8)Processes of deterioration and Change.

9)Preventive Care.

10)Examination Methods.

11)Documentation.

12)Treatment Methods.

C.Provide qualified workers trained and experienced in the preservation, conservation and restoration of historic buildings. Submit documentation of five consecutive years of work of this type and a list of similar projects.

1.05PROTECTION

A.Take all necessary precautions to prevent damage to any historic features to remain in place.

B.Salvaged or temporarily removed historic materials shall be stored out of contact with the ground and under weathertight covering.

PART 2 – PRODUCTS

2.01MATERIALS

A. Replacement items shall match original in design, color, texture, and other visual qualities, unless indicated otherwise in the drawings.

PART 3 – EXECUTION

3.01EXAMINATION

A.Bidder shall, prior to the submission of their bid, perform the following in order to include all costs within their bid amount for the following:

1.Identification of the type of material and all costs associated with the repair and replacement thereof as noted in the Contract Documents.

2.Examine adjacent material surfaces to determine their condition and if they will be affected by the new work.

3.02PREPARATION

A.Protect surfaces and surrounding improvements from damage during cleaning and repair procedures.

B.Structural Features:

1.Carefully remove damaged or deteriorated materials, provide least destructive method possible, to avoid damage to surrounding materials.

2.Carefully use hot-air guns on decorative features and electric heat plates on flat wood surfaces when paint requires complete removal.

3.Utilize chemical strippers sparingly, and only as necessary to supplement other methods such as scraping, sanding, or thermal methods.

3.03CLEANUP

A.Remove rubbish, debris, and waste materials and legally dispose of off the Project site.
