Bill Lown is a Principal in Mercer's Norwalk CT office and is a member of the national Total Health Management specialty group. His focus is assisting clients to quantify their current health care cost drivers and identify evidenced-based health management strategies, resources and incentives to improve health, manage costs and enhance productivity. Bill's area of expertise includes strategy and business case development, disease and lifestyle behavior change management vendor selection, program implementation and evaluation. He has consulted with clients in the financial services, technology, communication's, pharmaceutical and health care industries.
Bill has over 25 years of experience in the health care industry and has held various leadership and sales & marketing positions. Prior to joining Mercer, Bill consulted with companies across the U.S. to develop population-based health management strategies while working at another major consulting firm. Prior to entering consulting, Bill led business development and managed program delivery at firms that included: NYU Medical Center's Center for Corporate Wellness, Cardio-Fitness Centers and Fitcorp. Bill received a MA degree in Exercise Physiology from the University of North Carolina at Chapel Hill and a B.S.E. from the State University of New York .

Since 2013, David has served as the National Leader of Mercer’s Onsite Clinic Center of Excellence (COE). He has been a consultant in the Health & Benefits practice at Mercer and a member of the National Total Health Management (THM) Group since 2005. His role as a Principal and COE leader is to provide thought leadership, identify best practice, and develop leading edge tools and resources that support the 46 COE team members and Mercer’s national book of business.
The Onsite Clinic Consulting COE is part of Mercer’s Total Health Management (THM) team and draws on the extensive resources of Marsh and McLennan. The COE is composed of diverse practitioners and thought-leaders in the areas of medical, pharmacy, absence and disability, workers’ compensation, occupational health, risk management, consumerism, behavioral health, and behavioral science. The THM team develops strategies and designs programs that support employee health as an asset for a productive work environment.
As a member of Mercer's national Total Health Management (THM) group, David provides consulting services to clients as it relates to their total health management programs/strategies by developing, implementing, and evaluating health management programs.
David helps employers navigate the world of worksite health, developing conceptual frameworks, modeling the financial feasibility/business case of onsite clinics, evaluating and selecting vendor partners, negotiating contracts, developing/monitoring performance standards, implementing, auditing, and evaluating program performance.
David holds a bachelor’s degree in economics from Colgate University and a master’s degree in applied health from the University of Illinois. David currently holds his Group Benefits Associate (GBA) designation.

Cindy is a Principal in Mercer’s Total Health Management practice. She is a Registered Nurse with 30 years of work experience that has included direct patient care, care management operations leadership for health plans and healthcare delivery systems as well as consulting.
Cindy collaborates and provides guidance to clients in the development, implementation and ongoing management of health improvement programs and services for employer populations. This work has entailed securing, implementing and managing a wide variety of health management services including onsite clinics, health and condition management coaching, advocacy and employee assistance services, and consumer-based healthcare programs and resources. Her work with clients has included developing and/or enhancing strategies to engage employer populations in being better healthcare consumers and stewards of their own health. She also works with clients to continually measure and evaluate the results and value associated with health improvement programs and initiatives.
Cindy holds a Bachelor’s degree from PennStateUniversity.
