Mayor Johnson called the meeting to order at 7:00 p.m.

Agenda – Resolution 2016-24, Black Beach Signs, and Lease Cancellation were added to administrator. Motion by Perfetto, second Hoff to approve the agenda as amended. MOTION CARRIED.

Consent Agenda – Motion by Hoff, second Perfetto to approve the minutes of the April 4 regular Council meeting, the April 11 special Council meeting and the December 2015 treasurer’s report. MOTION CARRIED.

Petitions, Requests and Communications

Bay Days – It was noted that Bay Days will be held on July 8-10, that the Liquor Control Commission will discuss sponsoring a portion of the entertainment venue. The Council reviewed a registration to participate in the Bay Days parade. This issue was tabled.

Lake County Committee of the Whole – It was noted that the County commissioners will hold a Committee of the Whole meeting at City Hall on April 19 at 6:00 p.m., and that it has been posted that a quorum of the Council will attend this meeting.

Lake Bank Social Invitation – The Council reviewed an invitation to a social event held by the Lake Bank in Two Harbors on April 26.

City Administrator

Resolution 2016-20 – The Council reviewed a contract renewal with John’s Sanitary. It was noted that the rates will increase from $16.80 to $18 a month, that this is the first rate increase in five years, and that this contract begins on July 1. Motion by Hoff, second Perfetto to extend the current municipal garbage disposal contract with John’s Sanitary, until June 30, 2016. MOTION CARRIED. Motion by Perfetto, second Hoff to approve Resolution 2016-20, executing a municipal garbage disposal contract with Fredrickson Inc, DBA John’s Sanitary Removal.

RESOLUTION 2016-20 WAS ADOPTED 3 aye, 0 nay, 2 absent

Surplus Items – Motion by Perfetto, second Hoff to declare 60 chairs from the golf course building as surplus property. MOTION CARRIED.

Police Dept. Training – The Police Chief recommends this training for officers Dietz and McGrath. Motion by Hoff, second Perfetto to approve for Officers Dietz and McGrath to attend the 3-Echo training in Grand Marais on May 6-7 for a $59+tax/per night hotel stay and regular meals and mileage, for each officer. MOTION CARRIED.

Resolution 2016-22 – The Council reviewed Resolution 2005-04 and noted that this agreement with Minnesota Power is to maintain the street lights on the corner of Outer Drive and Highway 61. Motion by Perfetto, second Hoff to approve Resolution 2016-22, executing a Masters Service Agreement with Minnesota Power for maintenance services related to the street lights located at the intersection of Highway 61 and Outer Drive.

RESOLUTION 2016-22 WAS ADOPTED 3 aye, 0 nay, 2 absent

Resolution 2016-23 –Approval of Grant Agreement with Duluth Superior Area Community Foundation: The Parks and Recreation Board recommend approval of this grant agreement. Motion by Perfetto, second Hoff to adopt Resolution 2016-23 authorizing to enter into a grant agreement with the Duluth Superior Area Community Foundation for a $2,400 grant from the Silver Bay Charitable Fund.

RESOLUTION 2016-23 WAS ADOPTED 3 aye, 0 nay, 2 absent

Seasonal Employment – The Council reviewed a list of employees with starting wages to fill the seasonal employment positions that is recommended by the Personnel Committee. The City will begin hiring these employees as early as April 19, with the date of hire for each individual to be determined by the department heads. Motion by Perfetto, second Hoff to approve the seasonal employment hiring list at wages indicated, pending background checks for each employee. MOTION CARRIED.

Resolution 2016-24 – It was noted that additional mechanical/electrical engineering will be needed for roof drainage and venting systems. The Council reviewed this project. Motion by Perfetto, second Hoff to adopt Resolution 2016-24, amending the contract with CR Building Performance Specialists Inc. for engineering services for the Mary MacDonald roofing project.

Black Beach Signs – The Council reviewed MNDOT information regarding road directional signs for the Black Beach park, there was a consensus to have signs that say Black Beach Park, instead of a City park sign. There was discussion about the official name of this park area. Motion by Hoff, second Perfetto to identify Black, Peach and Agate Beach areas as the Black Beach Park. MOTION CARRIED. Motion by Hoff, second Perfetto to purchase two road directional signs for the Black Beach Park.

MOTION CARRIED.

Lease Cancellation – The Council reviewed the lease cancellation agreement with UMD, to cancel their lease for greenhouse #1. It was noted that the City will pay $5,520.41 for electrical expenses related to the City not constructing a wind turbine to offset the electrical expenses of the greenhouse, and that the City will be reimbursed this amount through taxes generated over time from the greenhouse. Motion by Perfetto, second Hoff to approve a release and cancellation agreement with UMD for their lease for the greenhouse #1. MOTION CARRIED.

City Attorney – No business was presented by the attorney.

OLD BUSINESS – No old business was presented.

NEW BUSINESS

Resignation – The Parks and Recreation Board recommends approval of the resignation of Justin Mayne, who will be moving out of the City. The Council thanked Mayne for serving on this board. Motion by Hoff, second Perfetto to accept the resignation of Justin Mayne from the Parks and recreation Board. MOTION CARRIED.

Claims – There was discussion about two items on the paid claims list. Motion by Hoff, second Perfetto to approve payment of $105,419.54 paid claims, and $22,194.88 in unpaid claims. MOTION CARRIED.

Motion by Perfetto, second Hoff to adjourn at 7:32 p.m. MOTION CARRIED.
