1. CALL TO ORDER:

At 3:00pm Chair Bruce Wiseman called the Port of Ridgefield Commission meeting to order.

2. PLEDGE OF ALLEGIANCE:

Chair Wiseman led the Pledge of Allegiance.

3. APPROVAL OF THE MINUTES AND AGENDA:

Wednesday, July 23, 2014: Commissioner Joe Melroy made a motion to approve the minutes. Commissioner Scott Hughes seconded the motion. The motion was carried.

Wednesday, August 13, 2014: Commissioner Joe Melroy made a motion to approve the minutes. Commissioner Bruce Wiseman seconded the motion. The motion was carried.

4. CALENDAR AND CORRESPONDENCE:

WPPA Transportation & Infrastructure Seminar: The seminar is September 18 – 19 in Richland WA. Brent Grening and Commissioner Melroy are attending.

APEX (Annual Planning Expedition): Our annual planning meeting is scheduled for October 6 – 7 from 8:00am -5:00pm.

WPPA Environmental Seminar: This seminar is scheduled for October 2 – 3. Chair Bruce Wiseman will attend.

WPPA Small Ports Seminar: The small ports seminar is scheduled for October 23 – 24 and will be held in Leavenworth. Commissioner Melroy will be attending. Chair Wiseman will be out of the office and unable to attend. Commissioner Hughes will contact Wonder Baldwin after checking his availability.

Ridgefield Heritage Day Annual Event: The event is scheduled for Saturday, September 13, 2014 from 9:00am – 4:00pm at the Ridgefield Community Center.

New Agreed Order Meeting: Chair Wiseman mentioned that a new agreed order meeting between the Port and the Washington State Department of Ecology will be scheduled soon.

5. PUBLIC COMMENT:

Councilwoman Sandra Day attended the Ridgefield Business Association meeting today.

She learned that Ridgefield School District is offering to post any ads for $100 for a year in 3 places. Contact the school district for more details and information regarding partnership.

Allene Wodaege distributed a copy of the Annual Heritage Day Celebration event that is scheduled on Saturday, September 13 from 9:00am – 4:00pm. She stated that several of Ridgefield Community’s 90 years old and older will be honored at this year’s Heritage Day Celebration. She made mention that Jack Bradley, the son of one of the Bradley Mill workers will be in attendance.

6. PORT BUSINESS:

a.  Finance Report

Cash Graph – Jeanette Ludka stated the cash graph for August 25, 2014 is in the commissioner’s dropbox.

b.  Operations Report

Projects Update – Laurie Olin stated that the landscaping project for Carty Lake and Lake River went out to bid on July 30, 2014. The contract will be awarded by Friday, August 29, 2014. The contractor will be installing an irrigation system and approximately 20,000 plants.

The planting for Carty Lake will start in the wetland after the dredging is completed during the first week of October.

The planting in Lake River will be done after the dredging is completed in late January or in the Spring of next year, depending on the weather.

The plantings on the bulk-head are scheduled to be done by Spring, 2015.

11th Street Road Project – The contractor for this project is Halme Excavating. The basic road construction is scheduled to be completed by November 1, 2014. The new street lights, redesigning and landscaping will be completed by December 1, 2014.

Railroad Overpass Project – The detour route will remain through October 8, 2014. The new Pioneer Road between Division and Mill Streets is scheduled to be paved the first week in October.

The entire 2nd Phase of the Railroad Overpass Project is scheduled to be completed by December 26, 2014. Obstacles encountered include unsuitable soil, a large quantity of contaminated soil and pump station redesign.

The good changes that are scheduled to be made during this project are: Additional paving in the parking lot at McCuddy’s Marina and replacement of 60ft. of water pipe for the City of Ridgefield.

On September 8, 2014 Dixon Marine is scheduled to begin mobilization for sediment dredging in Lake River. Equipment is scheduled to be installed the week of September 23, 2014 to start this process. The contractor is scheduled to do the water removal the first week of October in the sediment handling area. The contractor will be dredging for 5 weeks beginning October 8, 2014 and is scheduled to be completed by December 30, 2014. There will be approximately 18,700 tons of material removed from Lake River.

c.  Executive Report

Meetings with Future Developers – Brent Grening stated he and Scott Fraser (Port’s Realtor) have been meeting with potential developers regarding the Port’s new waterfront.

Carty Lake Shorelines – Brent stated that at the Shoreline Master Plan meeting with the Clark County Planning Commission, they voted to give the Port 90 days to meet with the Washington State Department of Ecology to come to an agreement.

Brent stated he and Commissioner Hughes was scheduled to meet with Chris Clifford of the Clark County Department of Environmental Services on Tuesday, August 26 but Chris needed to reschedule.

Councilwoman Sandra Day stated the Ridgefield City Council sent a letter of support for the Port to the Clark County Planning Commission regarding the Shoreline Master Plan. Brent said the support letter was acknowledged at the meeting.

Brent stated there is no general understanding between the Department of Ecology, the Port, the City of Ridgefield and the County as to how the two Shoreline Master Programs (SMPs) align to impact Port and City properties, which is why he wants to meet to discuss.

Chair Wiseman asked if other lakes/bodies of water in the Wildlife Refuge are under the Shoreline Master Plan. Grening answered that to his understanding other water bodies are listed.

Brent stated that Ecology’s position is that there was an error in 1970 in the Shoreline Master Plan that Carty Lake should have been listed. Ecology claims that Carty Lake was again left off the list in the 2012 update by omission. He explained that the Washington State Department of Ecology Shoreline Division has been asked to explain this omission to the Port and to explain the impacts of multiple jurisdictions placing land use control buffers on Port property.

There was much discussion on this topic. Chair Wiseman requested to be included in the SMP meeting when it gets scheduled; he also suggested inviting the Clark Regional Wastewater District to participate.

d.  Commission

Old Business

11th Annual Commissioners’ Ice Cream Social – Allene Wodaege and Councilwoman Sandra Day commented it was a very nice and well attended event. Councilman Lee Wells said it was somewhat difficult at times to hear the speakers on stage and noted it would be nice to have a good sound system however overall it was a very nice event.

Commissioner Joe Melroy stated the sound system was not good but will continue to work on improving this; however the message and information delivered to the community was well received.

Councilwoman Sandra Day stated the Ridgefield Business Association monthly meetings are held on the last Wednesday of the month at the Tri-Mountain Golf Course.

It was mentioned that Jim Maul hung the beautiful Art Work at the event and the artist will be at the Liberty Theater on September 18.

Commissioner Melroy thanked the staff for a well attended event!

Commissioner Hughes stated there is a stray boat on the dock that regular boaters have complained about all week. Laurie Olin stated the Port will call the Ridgefield Police if the boater is still tied to the dock after the meeting. She stated a boater can be tied to the dock for 2 hours.

Commissioner Melroy requested a project update at the next meeting.

The meeting adjourned at 3:52pm with no further business or public comments. The next regular Commission meeting is scheduled for Wednesday, September 10, 2014 at 3:00pm.

The meeting will be held at the Port of Ridgefield office in the downstairs conference room located at 111 West Division Street in Ridgefield.
