MINUTES

The Board of Aldermen of the City of Springhill, Louisiana met in regular session in the Council Chambers at Springhill City Hall on Monday, September 11, 2017 at 5:00 P.M. with Mayor Carroll Breaux presiding.

PRESENT: Dimettera Frazier, Ross Fleming, Adam Harris, and Ronnie Dees, Aldermen.

ABSENT: Dennis Smith.

Alderman Frazier opened the meeting with prayer.

Alderman Fleming led the Pledge of Allegiance.

MOTION was made by Dimettera Frazier, seconded by Adam Harris to adopt the minutes from the last regular meeting held on Monday, August 14, 2017.

MOTION CARRIED.

PUBLIC COMMENT: None.

Bruce Blanton with the Webster Parish Police Jury was present to address the

Mayor and Council concerning the renewal of the Road District B Renewal Tax which is for basic road work such as pot hole repairs, striping, etc. This tax is 4.18 mills and goes from Couchwood to the State Line. Mr. Blanton thanked everyone for their time and encouraged all to support the renewal of the tax.

MOTION was made by Adam Harris, seconded by Ross Fleming to adopt a policy for the use of the city facilities.

MOTION CARRIED.

MOTION was made by Ronnie Dees, seconded by Adam Harris to accept the low bid of $92,200.00 from TGS Contractors for the Oak Street water main replacement.

MOTION CARRIED.

MOTION was made by Ronnie Dees, seconded by Adam Harris to adopt a LCDBG Resolution (Local Community Development Block Grant) for local funding in the amount of $91,400.00.

Mayor Breaux called for a roll call vote. The vote was as follows:

MOTION CARRIED.

MOTION was made by Ronnie Dees, seconded by Dimettera Frazier to declare the building located at 701 3rd Street S. E. as surplus property no longer needed for public use.

MOTION CARRIED.

MOTION was made by Dimettera Frazier, seconded by Ronnie Dees to authorize the Mayor to enter into a cooperative endeavor agreement with the Department of Veteran Affairs for use of office space at the Community Activity Center.

MOTION CARRIED.

MOTION was made by Ross Fleming, seconded by Adam Harris to approve a beer license for Chania Greek Café.

MOTION CARRIED.

MOTION was made by Dimettera Frazier, seconded by Ronnie Dees to accept the Police Chief’s recommendation to remove Al Jarrell as a reserve police officer and to appoint Sawyer Stephens as a reserve officer.

MOTION CARRIED.

MOTION was made by Adam Harris, seconded by Ronnie Dees to pay the bills for August 2017 totaling $72,861.72.

MOTION CARRIED.

At this time Mayor Breaux mentioned the list of the water bills write off list where some of the bills go back to 2006. Some of the list had already been approved to be wrote off but had never been done.

MOTION was made by Ronnie Dees, seconded by Adam Harris to add the water bills write off list to the agenda.

Mayor Breaux called for a roll call vote. The vote was as follows:

MOTION CARRIED.

MOTION was made by Adam Harris, seconded by Dimettera Frazier, to approve the list of the water bills write offs in the amount of $43.636.90.

MOTION CARRIED.

ANNOUNCEMENTS:

Police Chief Will Lynd reminded everyone of the Springhill Rodeo beginning on Thursday, September 21 and running through Saturday, September 23, 2017 and encouraged everyone to come out and support the rodeo.

Alderman Adam Harris announced that Spring Theatre would begin showing Stephen King’s “It” starting on Friday, September 15, 2017.
