Present: Councilmembers Ty Lewis, Jane Rea, Bill Owens, Dee Brown, Darren Tynan and Terry Edwards with Mayor Glenn Fischer presiding. Supt. Donnie Allison, Clerk Cheri Peine, Terry Hardman and Ed Kurtz, Architects for the City Hall, PD & FD Project.

City Hall, Police & Fire Department Renovation Project

Hardman provided information on the cost of improvements to City Hall, Police and Fire Departments. Each phase of the project was broken down to include detailed work with a cost for each phase. Alternate cost for replacement of heat and air units was also provided.

Hardman advised he would provide a cost to address the floor movement in the Council room first. If there is a bigger problem we can determine the cost of repairs before making a decision on other repairs to the buildings.

2013 Proposed Budget

Salaries

Peine advised base figures were adjusted based on information obtained from other cities similar in size to Oswego, then 3% was used (1.5% COLA and up to 1.5% merit). She noted most of the increases occurred with the Police Department. That was due to the fact we have lost 4 officers in the past year that left because of wages.

Council inquired why an employment contract could not be entered into with new officers that would require them to stay for a period of time or they pay back part of the cost of sending them to the academy. Peine will check with League of KS Municipalities on this.

Housing Projects

Tynan made a motion and Rea seconded to submit a CDBG grant application for 2013. The application would include the purchase of 1 or 2 homes, rehabilitation and sale of the home. The city would purchase the home and pay ½ of the remodel cost, with ½ coming from grant funds. The city would sell the home to recoup their costs. With grant funds helping to offset the total rehabilitation costs, it was felt this would provide good mid-range homes for the community. In addition rehabilitation of owner-occupied homes would be requested. From the HOME grant rehabilitation project we have almost twenty residents who qualified for this program so the need is great. Motion carried.

Airport Fuel System

Peine advised Airport Development Group had reduced their fee for the design of the fuel system for the airport from $15,000 to $5,000. Council approval is necessary for ADG to move forward on site work for the project. Rea made a motion and Edwards seconded to approve the fee of $5,000 to Airport Development Group. Motion carried with Owens voting no.

Owens inquired if we had received the Oswego Economic Impact Study that Rick Bryant advised he would provide. Peine advised we had not and she would follow up with him.

Request to Reimburse for Plumbing Fee

Allison advised Susan Grasse submitted an invoice for Council consideration after she called a plumber due to work on the water line as part of the water distribution project. Allison told her she should probably call a plumber, it sounded like she might have a leak. The plumber did not find a leak. He felt like he should have looked into it more before telling her that and felt he was

at fault. He recommended the city pay the bill. After review of the bill, Tynan made a motion and Owens seconded to pay $65. Motion carried.

2013 Proposed Budget

Brown made a motion and Owens seconded to change the expenses (salary within the parks department by $10,633) to bring the mil levy to the same level as 2012 – 63.211; and to publish the hearing notice with the hearing to be held on Monday, August 13, 2012 at 6:30 p.m. Motion carried.

There being no further business the meeting adjourned at 9:10 p.m. on a motion by Owens and second by Edwards. Motion carried.
