129/15 / DECLARATIONS of INTEREST
i) To receive any changes to the current Register of Interests
There were no changes.

130/15 / MINUTES
i) To consider the minutes of the last meeting held on Oct 12th, 2015, and to approve them as a true and accurate record of proceedings
These minutes were approved.
ii) For the Chairman to sign these Minutes and initial each page
These minutes were signed and initialled.
iii) To consider any Matters Arising from these Minutes
Defibrillator at Barrow Nook.
£500 has already been donatedby Barrow Nook residents, £250 has been given by the “Just Shocking” organisation, and £500 is to be donated by the Bickerstock Committee. The cost will be £1,500 in total, which includes installation and the cost of the cabinet and pads. Details of fund-raising plans for the defibrillator were given: a sponsored swim at Edge Hill Pool is to be held on Sun Dec 13th from 11 a.m. - 12 p.m. (see Cllr Lawday to participate).(£250 still needs to be raised, but if 10 people swim and raise £25 each, this target could be reached.) Another fund-raising idea was to run a defibrillator training session and charge for it. / BPC/OM/M/

131/15 / PUBLIC PARTICIPTION
i) To adjourn the meeting for a period of public participation
The meeting was adjourned.
PC Leivers and 2 members of the public were present.
PC Leivers gave a Crime Report for Bickerstaffe, and gave an update on how the government budget cuts would affect his role and remit, and how it would affect the parishes. He would not be able to officially allocate time to come to PC meetings in the future. There is an online petition which residents can sign,to object about the cuts to the Police Force.
Mr McDonnell commented on the overgrown state of the some of the footpaths, and that some signs had been taken down, some footpaths seemed to be getting narrower and narrower as they were getting overgrown, and also mentioned other issues he’d experienced using the footpaths. Details on acquiring maps of the parish were discussed, and PROWs were to be discussed further as a later item 134/15 of this agenda.
Mr Bill Draper was present as the representative for BAFC, and offered help in affixing the signs needed at the Parish Field.
A view was put forward stating that some residents at Barrow Nook were concerned that cars were being parked on the pavement at Moss Lane, thereby obstructing the footpath and pedestrians were having to walk in the road. PC Leivers responded and said that id a double buggy can’t get through, this can be deemed as an obstruction and the police should be informed on 101, with the vehicle reg., and the address of the house they’re outside of.
There were reports of poaching. PC Leivers said there is a designated wildlife officer and any information on the vehicle could be rung in to 101.
ii) To reconvene the meeting
The meeting was reconvened.
133/15 / FREEDOM of INFORMATION POLICY UPDATE
i) To note the registration of BPC onto the FOI /DPA Register
This registration was noted.
ii) To update BPC’s Freedom of Information Policy to include the registration documentation
This would be drafted, and then would bereviewed on a future agenda. / FOI Report/cert (sent by email)
134/15 / PUBLIC RIGHTS of WAY REPORT
i) To receive a report from the PROW Warden
Mr Wooldridge had emailed this to the Clerk, it was received by council. Mr Wooldridge was thanked.
ii) To note details of the new LCC PROW Scheme
The details of this scheme were noted. Volunteers would be sought to carry out the visual checks on PROW signs (in compliance with LCC guide-lines) where footpaths leave a road.
iii) To decide on a course of action for the maintenance of PROWs in the parish
Mr McDonnell volunteered to help with the collation of information for works needed, which would be sent to LCC. The Clerk would be in touch with Mr Wooldridge and Mr Mc Donnell. / Documents attached to summons

i) To note the necessity for completion of the application form to theCo-op Bank for telephone banking, and for signatories to sign this form
Cllr Rosbotham signed the form, but signatories Cllrs Davies and Sumner, being absent, will need to sign the form at a later date*.

The Clerk is looking for a Wordpres Training course so as to become fully conversant with the use of this website builder in order to improve the content of the BPC website.

To consider a response to the Revised Taxi Licensing Policy consultation
Cllrs noted the suggestions to the changes to this policy, and no response was deemed necessary. / Link/docs

141/15 / NEW SEAT for the PARISH FIELD
To choose the style/type of seat for siting at the car park end of the field
A bench style seat was chosen for the Intake Lane side of the field, and a picnic bench was chosen for the opposite side of the field under the trees. / See “Whitehill

To receive information and updates on current projects and business from the Clerk
The Clerk had received a letter from this trust saying that the PC needs to an elect a member to sit on the board of this Trust (the Trust gives to people in need in the parish)
The Clerk would be asking Cllr Fillis for an extension to the Public Transport Consultation so it can be discussed at the next PC meeting.
Cllr Smith is scheduled to conduct the paly area/gym area inspection in December. Cllr webster handed her completed checklist for November to the Clerk.
