MINUTES OF THE FULL COUNCIL MEETING HELD ON TUESDAY 18TH JULY2017 AT THE OLD GRAMMAR SCHOOL, LINCOLN ROAD,TUXFORD COMMENCING 7.30 PM

There were no declarations of interest.
17/106To approve & sign the minutes of the meeting held 20th June 2017 (Folio ref. 2017/026-029)
The minutes of the meeting held 20th June 2017 were approved & signed.
17/107Matters arising
Clerk to query with BDC list of actual trees which would be subject to a TPO &request attendance of BDC Cllr. to give further guidance on material planning considerations.
17/108To receive, accept and resolve to approve any recommendations contained within the minutes from the following meeting:
01Finance & Services Committee 4th July 2017 –Resolved to accept all recommendations contained within the minutes. Ie.invoices for payment, bank reconciliation, budget monitoring, review of Risk Assessment Policy, Training course.
17/109District Councillor and County Councillor reports.
Nothing to report.
Standing orders were suspended & then reinstated for the following item only.
17/110Members of the public present thanked the Council for provision of the floral decorations around the town. It was felt they were a credit to the Town. The Primary School had also submitted their thanks for the floral baskets on the railings. It made Tuxford a nice place to live.
17/111 Finance - To approve accounts for payment
Payments on the report attached at Appendix ‘A’ were approved & cheques to the value of £448.41signed.Clerk presented the bank reconciliation as @30.6.17 & budget monitoring Appendix ‘B’. Resolved to approve the Finance items above.

17/112Planning Applicationsconsidered.
PLAN REFERENCE / ADDRESS / DETAILS / TUXFORD TC DECISION17/00285/FUL / Land at St. John’s College & adj. Lexington Gardens / Amended plans re 71 dwellings and new access road etc. / Cllr. T.Silcock to attend BDC Planning Cttee. To be held 19th July 2017 to speak on the objections raised on behalf of TTC; other Councillors would also attend in support.
17/00669/LBA / St. John’s College Farm, Newcastle St. / Repairs, replacement & renovation of windows & door frames, carry out internal alterations, insert steelwork to floors & roof to prevent sag & spread; remove part of boundary wall to form new entrance etc. / Clerk confirmed BDC Conservation Officer had been in touch confirming details were not available initially on the website, however, consideration would be given to the work being in keeping with the age of the building.
17/113Update on The Beeches – The Chairman confirmed receipt of a plan showing layout of TTC furniture in the office space being offered. Whilst the office would accommodate The Clerkthere would not be spare capacity for storing archive documents, however, archive documents could be stored at the depot. Consideration would also have to be given towards changing the Council meeting day from Tuesday to Thursday evening which means Standing Orders would require amending. Clerk confirmed the rental would not be subject to a time period but in perpetuity. Noted that notice would have to be given on The Old Grammar School site. Unanimously resolved to approve the following:
- relocating Tuxford Town Council Office to The Beeches.
- Give notice to Read Foundation.
- Amend Standing Orders to allow Council meetings to be held Thursday Evenings.
Clerk to write to BDC requesting assurances that they would not dispose of the facility in the near future.

17/115Request for grant aid from North Notts. Community First Responders
Clerk reported NNCFR had confirmed that any money donated by TTC would be spent on equipment for the Tuxford Responder. Resolved to invite Tuxford Responder to the next meeting.
17/116Update on Casual Vacancies
Clerk reported receipt of therelevant notice from BDC re a casual vacancy and this had been posted on notice boards 18th July 2017.
Cllr. J.Moorhouse requested Clerk to forward information to enable it to be included in Tuxfordian & Retford Times.
17/117Report from Representatives
There was a brief discussion re CCTV and Clerk confirmed a meeting with BDC Officer who had attended on site & a report was going to Finance & Services Cttee. along with one re request for a hard surface path to the play area on Village Hall site.
