15/08/10 Co-option of non-council member

On a proposal from Cllr Greenway, seconded by Cllr Mrs Chapman, it was RESOLVED following a unanimous vote that District Cllr Stephen England and Luke Brown be co-opted as non-council members of the committee for this meeting.

On a proposal from Cllr Greenway, seconded by Cllr Powell, it was unanimously RESOLVED following a vote to accept apologies from Cllrs Pikett and Mrs Watsonhaving considered andaccepted their reasonsfor absence. District Cllr Mrs D Rodgers also sent her apologies.

  • Planning Application 133006–Garland Hayes, 2 Dovecote Drive – Retrospective planning application for change of use from agricultural land to garden land

The area concerned is already in use as a garden, there is the potential that an application for building plots could be raised in the future. On a proposal from Cllr Greenway, seconded by Cllr Reall, it was unanimously RESOLVED following a vote to respond to WLDC and request that a condition is applied that the area at the rear of the property is retained as garden land to ensure it is not built on in the future and that any future application(s) for change of use to residential would be refused. The field to the rear is For Sale and its future plans unknown. It could set a precedent for building in the future if permission were granted for this plot to be developed.

  • 133030 – Glebe Farm, Horncastle Lane – Change of use of existing barn from holiday accommodation to dwelling

Documents were circulated to all Councillors after the Full Council meeting on 13th July. On a proposal from Cllr Greenway, seconded by Cllr Reall, it was RESOLVED following a unanimous vote to take no further action due to pending legal issues and make this recommendation to Full Council. District Cllr Stephen England informed the meeting that aRegulation 215 Notice has been served on the site by WLDC and a Summons is to be issued on 21st August 2015. An enforcement notice has been issued to bring the building to the original sizeon the planning application and other issues are being addressed.

15/08/17 Neighbourhood Plan

  • District Cllr England gave an update – 2 days had been spent in consultation with Ann Skippers who has submitted a 50 page health check. She has made a number of suggestions for changes which may result in the need to go through Regulation 14 again as the amendments are quite different. It was suggested to designate the sites with planning permission and not allocate any others. She had recommended that a Landscape & Character Assessment should be carried out; WLDC may share the cost as some similar work is required by them for their purposes. She had recommended Darren Carroll. The cost can be recovered by a grant from Awards for All and/or Locality and a quote has been obtained. An application will be made by the PC with assistance from Luke Brown.

She also suggested a way of protecting the village against a potential growth site by applying for a Neighbourhood Development Order on the field adjoining the Prebend Lane site – dedicated use will give more weight to refuse applications in the future. Support was forthcoming from the committee and agenda for Full Council recommendation.

  • A SIL & Local Plan update was given by Luke Brown. The next consultation for the Local Plan is on 1/10/15 for 6 weeks which will be publicised by WLDC. No other new allocations in Welton are expected. The SIL consultation will be out as well and be publicised. It is important that as many people as possible get involved. The locations for the consultation events not satisfactory. Community Assets – designate buildings/land.
