A meeting of the Playing Fields and Recreation Committee was held in the Parish Office

onTuesday 22nd September 2015.

15/09/47 Chairman’s remarks

The Chairman welcomed everyone to the meeting.

15/09/48 Apologies

On a proposal from Cllr Greenway, seconded by Cllr Mrs England, it was RESOLVED following a unanimous vote to accept apologies from Cllrs Lowen and Mrs van Gelderen, having considered and accepted their reasons for absence.

15/09/50Minutes

On a proposal from Cllr Greenway, seconded by Cllr Mrs England, it was unanimously RESOLVED following a vote thatthe notes of the meeting held on 30th June2015be approved and signed as the minutes.

15/09/51Clerk’s Report

Roller on Ryland Road Playing Field: Following reports of anti social behavior and a nuisance being caused to residents, the roller has now been re-located to Manor Park, there was no cost to the PC for this as the move was carried out by a volunteer.

PCSO A Law – telephone call received to notify of concerns ofanti social behavior on the Skate Park, no incidents have been reported just hearsay currently, the CCTV will be checked.

15/09/53Financial matters

  • Members were provided with a financial report to date.
  • Budget requirements for 2016/2017 – quotes for next meeting.

15/09/54 Welton Football Club

Mr Peachman reported that there will be 20 teams for this season including 2 girl’s teams. Changing room is being cleared slowly.

15/09/55Bowls Club

No representative was present.

15/09/56Welton Sports & Social Club

It is hoped to have a fun day next year, in July. Youths have been gathering on the driveway in a rusty car and an eye will be kept on this.

15/09/57 Manor Park Facility matters

  • No further complaints regarding youths, locking the gates seems to have had an effect. The dark nights now seem to deter them. On a proposal from Cllr Greenway, seconded by Cllr Watkin, it was RESOLVED following a unanimous vote to cease the security patrols at the end of September. No further action will be taken at this time.
  • Number Plate Recognition camera. Quotes have been received and it was suggested to install a sign that can be viewed as they come in/out of the gate. On a proposal from Cllr Greenway, seconded by Cllr Hornsey, it was unanimously RESOLVED following a vote to take no further action as this stage and defer for a further review at the next meeting.
  • Storage facility – Obtain further quotes for a Sectional Building and defer to the next meeting.
  • On a proposal from Cllr Watkin, seconded by Cllr Hornsey, it was unanimously RESOLVED following a vote to accept the lowest quote for the installation of the public access defibrillator.
  • On a proposal from Cllr Pikett, seconded by Cllr Watkin, it was RESOLVED following a unanimous vote to accept the lowest quote for the replacement of two floodlight bulbs on the AGP.
  • On a proposal from Cllr Greenway, seconded by Cllr Mrs England, it was unanimously RESOLVED following a vote to accept the quote received for the removal of the netball post in the car park as it is in a dangerous position.
  • On a proposal from Cllr Hornsey, seconded by Cllr Watkin, it was unanimously RESOLVED following a vote to accept the quote received for the servicing of the AGP rotary powered brush.
  • Field Close – a request has been received from a resident for the hedge to be cut. On a proposal from Cllr Greenway, seconded by Cllr Hornsey, it was RESOLVED following a majority vote (6 for, 1 abstention) to obtain quotes for the entire hedge to be cut to a standard height. Cllr Greenway and the Clerk will look at what would be an appropriate height.
  • Signage - on a proposal from Cllr Greenway, seconded by Cllr Hornsey, it was RESOLVED following a unanimous vote to purchase 1 wall sign and 3 location signs in respect of the public access defibrillator and on a proposal from Cllr Hornsey, seconded by Cllr Pikett, it was RESOLVED to purchase a sign to read “No Parking – Access for Emergency Vehicles Only”.

15/09/58 Play Areas

  • A large piece of equipment is required to fill the Manor Park play area, suitable for the 7-11 age range. Ideas will be put to the children at St Mary’s to vote on. Cllr Watkin will take it in to the school. Defer to a future meeting.
  • Grant funding applications for the refurbishment of the Ryland Road Playing Area are ongoing.
