Community Learning and Development Plan
The Environmental Assessment (Scotland) Act 2005 (‘The Act’)
East Dunbartonshire Council is preparing a Plan entitled Community Learning and Development Plan. The intention is for the Plan to coordinate the efforts of all partner organisations involved in Community Learning and Development within East Dunbartonshire in order to empower learners and communities to make sustainable changes in line with a set of themes and priorities.
East Dunbartonshire Council has applied the criteria specified in Schedule 2, Section 7(2) of the Act to the Plan; and is of the opinion that the Plan will have no or minimal effects in relation to the environment. The Pre-Screening Report below shows how East Dunbartonshire Council has applied the criteria in Schedule 2 in order to reach its opinion.
As required under Section 7(3) of the Act, East Dunbartonshire Council hereby notifies the Consultation Authorities of that fact.

Content of the PPS / East Dunbartonshire Council is meeting new Regulations and Strategic Guidance for Community Planning Partnerships by developing and implementing a three year plan (2015- 2018) for CLD with key partners in the area.
Community Learning and Development includes programmes of learning and activities with individuals and groups to promote their educational and social development.
Community Learning and Development encapsulates an approach which engages and empowers individuals and communities; it is a key element of progressing the Council’s Single Outcome Agreement.
