INFORMATION SHEET FOR METERING PROGRAM
General
Southern Rural Water was formed on 1 July 1995 and is a government-owned authority, which operates irrigation districts at Bacchus Marsh, Maffra and Werribee; manages seven major dams and licences groundwater users and river diverters across southern Victoria.
The water it supplies supports varied agricultural production, electricity production and many country towns and cities.
Southern Rural Waters revenue is generated by approximately 10,000 customers and currently has staff of approximately 160. The head office is based at Maffra. Our other main offices are based at Werribee, Warrnambool and Ringwood.
There are a number of smaller offices across the region where staff also operates from, in Hamilton, Colac, Ballarat, Koo-Wee-Rup, Morwell and Bairnsdale.
Metering Program
From 1999, SRW has installed meters on all capped surfacewater and declared Groundwater Management and Water Supply Protection Areas under Streamflow (SFMP) and Groundwater Management Plans (GMP) respectively.
In 2005, the metering program has been an initiative from the State Governments white paper, “Our Water, Our Future 2004”, and implemented by Southern Rural Water in order to better understand effects of water usage from groundwater extraction and streamflow diversions within SRWs region. SRW has been metering new licenses since 2002. Most groundwater and surfacewater licenses have now been metered.
The types of meters to be installed are mainly mechanical, propeller actuated type meters. Over the last 8 years SRW has had approximately 3,000 meters fitted.
The main type of meter to be installed is the flange meter. Meters range in size from 15 mm diameter to 300 mm diameter. In some areas there may be specific larger meters required. Meters are to be installed to the manufacturers and SRW’s specifications.
All meters are now to be installed with further reference to the requirements of ATS 4747 and NMI 10-1, with regard to “pattern approved” meters, and current interim standards.
Prospective contractors will be supplied with the meters, together with details as to the type, location and fittings necessary for installation. The contractor will be expected to supply all the fittings and consumables necessary for meter installation.

To facilitate consistency between offers the following general definitions are provided.
1. Project Manager - is the person who will have principal responsibility for the works and able to take general control of the works.
2. Site Manager - is a person principally resident on site who is competent and authorised to direct the whole site workforce and be the contractor’s representative on site.
3. OH&S Officer - is a person suitably qualified and experienced in OH&S.
