SECTION I

Introduction

The project will consist of two main components and several subcomponents as follows:

COMPONENT 1: JAVA-BALI SYSTEM

Subcomponent A:Expand existing 500/150 kV Substation

Depok (West Java) add 1 transformer bay

Pedan (Central Java) add 1 transformer bay

Krian (East Java)add 1 transformer bay

Balaraja (West Java)add 1 transformer bay

The expansions will all take place within the existing plant fence. There will be no land acquisition, and mostly civil works to accommodate installation of the new equipment.

Subcomponent B: Construction of a new 150/20 kV Substation (Millineum)

The substation will be built on vacant land already owned by PLN. The land is unproductive within an industrial park hosting a variety of industries (iron and steel mill, food processing etc.). The substation will expedite power service to these industries.

Subcomponent C:Upgrade 150/20 kV Substations

Twenty two (22) substations will be upgraded by adding one (1) transformer bay, except Sragen substation by adding two (2) transformer bays.

The expansions will all take place within the existing plant fence. There will be no land acquisition, and mostly civil works to accommodate the installation of the new equipment.

COMPONENT 2: SUMATRA SYSTEM

Subcomponent A:Reinforcement of 275/150 kV Substations

Kiliranjao

The reinforcement will involved the addition of one switchyard with transformer bay at each of the substations, except Lahat (2 transformers) and rearrangement/relocation of several transmission towers. Some land acquisition will be required at each of the substations, and will be connected to a transmission line to be constructed (linked project)

Subcomponent B: Upgrade 150/20 kV Substations

Ten (10) substations will be upgraded by adding one (1) transformer bay.

The expansions will all take place within the existing plant fence. There will be no land acquisition, and mostly civil works to accommodate the installation of the new equipment.

SECTION II

STRUCTURE OF ENVIRONMENTAL MANAGEMENT PLAN (EMP)

In a generic sense, the environmental issues of several of the project subcomponents are similar, and rather than present repetitive and identical mitigation and monitoring plans, single generic plans for each of these types of projects will be presented.

Furthermore, since all subcomponents will be owned by PLN, the EMP aspects of: institutional arrangements, occupational health and safety, and emergency preparedness and response systems are established by corporate policy and will be the same for all of the subcomponents.

However, each subcomponent is unique in the sense that: (a) it is situated at its’ own unique location, (b) public consultations would involve different affected groups, and (c) the outcome of the public consultation may present special environmental or social issues.

As a result, the FEMP will assume the following format:

II.1 Project Description

Very brief description of the nature of the investment and the physical location of the project site (surrounding land use, nearest population centers, any areas of ecological or cultural interest, rivers or lakes) for:

COMPONENT 1: JAVA-BALI SYSTEM

Subcomponent A:

  1. Depok Substation (West Java)

It is located on Keadilan Road, Rangkapan Jaya, Pancoran Mas, West Java. The location is surrounded by residents and private own garden. The residents is located about 25 m across the road.

  1. Pedan Substation (Central Java)

It is located in Pedan, Central Java. The location is surrounded by private own cassava garden. Nearest local residents about 500 m.

  1. Krian Substation (East Java)

It is located Sumput, Driyorejo, Sidoarjo, East Java. The location is surrounded by big scale industrial area. Nearest local residents about 200 m.

  1. Balaraja Substation (West Java)

It is located on Kresek Road km 3.5, Merak Balaraja, Tangerang. The location is surrounded by private own rice farm and near Jakarta-Merak Toll road. Nearest local residents about 1 km.

Subcomponent B:

  1. Millineum Substation (West Java)

It is located in Millenium Industrial Estate, Panongan, Tangerang. The location is surrounded by steel industries. Nearest local residents about 3 km.

Subcomponent C:

  1. Simpang Lima Substation

It is located in Gajah Mada Road, Semarang, Central Java. The location is surrounded by commercial area and office.

  1. Pati Substation

It is located on Panglima Sudirman Road, Pati, Central Java. The location is surrounded by garden. Nearest local residents about 500 m.

  1. Jekulo Substation

It is located on Kudus-Pati Road, Tenggeles, Mejobo, Central Java. The location is surrounded by home industry. Nearest local residents about 50 m.

  1. Beringin Substation

It is located on Patimura Road km 1.2, Salatiga, Central Java. The location is surrounded by residential. Nearest local residents about 50 m.

  1. Pekalongan Substation

It is located on Urip Sumoharjo Road, Pekalongan, Central Java. The location is surrounded by home industry (Batik) and residential. Nearest local residents about 50 m

  1. Secang Substation

It is located on Semarang Road, Secang, Magelang, Central Java. The location is surrounded by private own garden and residential. Nearest local residents about 50 m.

  1. Pandean Lamper Substation

It is located on Unta Raya Road, Semarang, Central Java. The location is surrounded by commercial area and office.

  1. Lomanis Substation

It is located on MT Haryono Road, Cilacap, Central Java. The location is surrounded by rice farm and residential. Nearest local residents about 50 m

  1. Kentungan Substation

It is located on Kaliurang Road Km.7, Yogyakarta, Central Java. The location is surrounded by residential and rice farm. Nearest local residents about 50 m.

  1. Tambak Lorok Substation

It is located in Semarang, Central Java. The location is near Tanjung Emas harbour. Nearest local residents about 2 km.

  1. Wonosobo Substation

It is located on Tumenggung Joyonegoro Road, Tawang sari, Wonosobo, Central Java. The location is surrounded by tobacco garden. Nearest local residents about 500 m.

  1. Klaten Substation

It is located on Gumulan village, Klaten, Central Java. The location is surrounded by rice farm. Nearest local residents about 2 km

  1. Solo Baru Substation

It is located in Sukoharjo, Surakarta, Central Java. The location is surrounded by private own garden and residential. Nearest local residents about 1 km

  1. Semanu Substation

It is located in Gunung Kidul, Yogyakarta. The location is surrounded by private own garden and residential. Nearest local residents about 50 m

  1. Sragen Substation

It is located on Sragen, Yogyakarta. Two (2) power transformers will be installed here. The location is surrounded by middle industry and residential. Nearest local residents about 50 m.

  1. Ungaran Substation

It is located on Jendral Sudirman Road Km 23 Ungaran, Central Java. The location is surrounded by big industry (food and beverage) and residential. Nearest local residents about 300 m

  1. Sanggrahan Substation

It is located on Sanggrahan, Magelang, Central Java. The location is surrounded by garden and residential. Nearest local residents about 100 m

  1. Gombong Substation

It is located on Puring Kalitengah Road, Gombong, Central Java. The location is surrounded by garden and residential. Nearest local residents about 100 m

  1. Majenang Substation

It is located on Majenang Road, Central Java. The location is surrounded by wood plantation, rubber garden and home industry (furniture). Nearest local residents about 100 m

  1. Blora Substation

It is located on Gatot Subroto Road, Blora, Central Java. The location is surrounded by garden and residential. Nearest local residents about 100 m

  1. Bumiayu Substation

It is located in Pegojenang village, Bumiayu, Brebes, Central Java. The location is surrounded by garden and residential. Nearest local residents about 100 m

  1. Rawalo Substation

It is located in Bayeman village, Rawalo, Banyumas, Central Java. The location is surrounded by rice farm. Nearest local residents about 1 km

COMPONENT 2: SUMATRA SYSTEM

Subcomponent A:

  1. 275 kV Lahat Substation

Land for extension of Lahat substation is on the coffee plantations that are owned by the local community. It is located in SouthSumatraProvince, Lahat Regency, Pagar Agung Sub District. The development of the 275 KV Lahat Main Substations is part of the expansion of the existing Lahat Main Substation that will require land in the width of + 3,1 ha in a coffee, rubber and fruit plantation area owned by the community. Aside from the Main Substation building land for the relocation line outside the existing Main Substation land for 4 electric towers with a area of @ 900m2 is also required. Two towers at the exsisting location of main substation and the other two outside.

  1. 275 kV Lubuk Linggau Substation

Lubuk Linggau substation is located in SouthSumatraProvince, Musi Rawas Regency, Lubuk Linggau West Sub District.The development of the 275 KV Lubuk Main Substations is part of the expansion of the existing Lubuk Main Substation that will be built on an empty lot that is available in the existing power station area. Land needed to be acquired is the electric tower land for 3 electric towers with a area of @ 900m2 for the line relocation. The area surrounding the Main Substation is an empty lot over grown with underbrush. It is located quite far from the settlement areas.

  1. Bangko Substation

Bangko substation is located in JambiProvince, Merangin Regency, Bangko Sub District.The development of the 275 KV Bangko Main Substations is part of the expansion of the existing Bangko Main Substation that will be built on an empty lot that is available in the existing power station area.Land needed to be acquired is the electric tower land for 2 electric towers with a area of @ 900m2 for the line relocation. One tower at the exsisting location of main substation and the other outside The area surrounding the main substation is an empty lot over grown with underbrush.

  1. Muaro Bungo Substation

Muaro Bungo substation is located in JambiProvince, Bungo Tebo Regency, Muaro Bungo Sub District.The development of the 275 KV Muara Bungo Main Substations is part of the expansion of the existing Muara Bungo Main Substation that will be built on an empty lot that is available in the existing power station area. The area surrounding the main substation is an empty lot over grown with underbrush.

  1. Kiliranjao Substation

Kiliranjao substation is located in WestSumatraProvince, Regency Sijunjung, Sie Langsek Sub District. The development of the 275 KV Kiliranjao Main Substations is part of the expansion of the existing Kiliranjao Main Substation that will be built on an empty lot that is available in the existing power station area.Land needed to be acquired is the electric tower land for 3 electric towers with a area of @ 900m2 for the line relocation. The area surrounding the Main Substation is an empty lot over grown with underbrush.

  1. Baturaja Substation

It is located in Baturaja District, South Sumatra. The location is surrounded by garden and residential. Nearest local residents about 100 m

It is located in Pagar Alam District, South Sumatra. The location is surrounded by tea, coffee plantation and residential. Nearest local residents about 500 m

  1. 150 kV Lahat Substation

It is located in Pagar Agung, Lahat, South Sumatra. The location is surrounded by garden and residential. Nearest local residents about 100 m

  1. Prabumulih Substation

It is located in Prabumulih District, South Sumatra. The location is near oil refinery and gas area which is 10 km from the substation. Nearest local residents about 500 m.

  1. 150 kV Lubuk Linggau Substation

Lubuk Linggau substation is located in SouthSumatraProvince, Musi Rawas Regency, Lubuk Linggau West Sub District. The area surrounding the Main Substation is an empty lot over grown with underbrush. It is located quite far from the settlement areas.

It is located in Payakumbuh District, WestSumatraProvince. The location is near garden and residential. Nearest local residents about 100 m.

  1. PIP Substation

It is located in WestSumatraProvince. The location is near industrial area. Nearest local residents about 1 km.

  1. Padang Luar Substation

It is located in Padang Luar District, WestSumatraProvince. The location is near garden and residential. Nearest local residents about 100 m.

II.2 Public Consultation

Public consultation was conducted in project locations for the new Millineum substation in Java and some 275 kV substations in Sumatra which will require land acquisition. For other substations, as the environmental and social impacts are limited, the public consultations were conducted virtually. That is;

  • The FEMP in local language was made available in PLN’s project offices in Java and Sumatra, and in PLN’s website;
  • Announcements were published in local newspapers and website to request comments from project affected people, as well as general public;
  • Affected people and public were given ten days to comment on the FEMP and raise concerns, if any.
