About the Conference

In the post-reform period, India has done well in some indicators such as economic growth, exports, balance of payments, resilience to external shocks, service sector growth, significant accumulation of foreign exchange, information technology (IT) and stock market, improvements in telecommunications etc. It was, however, realized that the feel good factor was only in these indicators. However, exclusion continued in terms of low agriculture growth, low quality employment growth, low human development, rural-urban divides, gender and social inequalities, and regional disparities etc. Thus, social exclusion is taking place in terms of regions, social and marginal groups, women, minorities and children. It may be noted, however, that economic reforms per se may not lead to insufficient inclusiveness.

Exclusion and poverty are certainly not equivalents. It is possible to be poor but not excluded and, similarly, not all the excluded are poor, even though all the surveys and research show the existence of a broad area in which the poor and the excluded coincide.

There are many studies on the multi-dimensional analysis of poverty in India, but there are not many studies on the multi-dimensional analysis of social exclusion in India.

Social Exclusion in Historical Perspective

All the experts agree that the publication of Les exclus by René Lenoir in 1974 was a milestone in the emergence of social exclusion as a concept. But, as often happens, Lenoir was not aware at the time of the use that would subsequently be made of the term and he employed it merely to raise the alarm at the inability of an expanding economy to include certain physically, mentally or socially disabled groups. His main concern was his estimate that one in ten inhabitants of France were being left aside by the country’s economic and social development.

Amartya Sen (2000) discussed the concept of social exclusion in the Social Development Paper ‘Social Exclusion: Concept, Application, and Scrutiny’ submitted to the Asian Development Bank .

According to S. Thorat , Amartya Sen draws attention to various dimensions of the concept of social exclusion, distinguishing between a situation where some people are being kept out, and where some people are being included on deeply unfavorable terms, and described the two situations as ‘unfavorable exclusion’ and ‘unfavorable inclusion’.

The purpose of this conference is to review the existing sources on multi-dimensional disadvantage or severe forms of social exclusion characterized as ‘deep exclusion’; to recommend possibilities for secondary analysis of existing data sets to explore the dynamics of ‘deep exclusion’; to identify any relevant gaps in the knowledge base; and to recommend research strategies for filling such gaps.

World Renowned Economist Professor Roger Guesnerie ,Paris School of Economics, Paris has already given his consent as keynote speaker in addition to many noted experts in the area.
