- BACKGROUND :
The New Talent Unit, MSS/DHR, is responsible for the overall management of UNICEF’s Junior Professional programme (JPO), Interns and Volunteers and the New Emerging Talent Initiative (NETI). Under direct supervision of the HR Specialist, NETI team and overall guidance of the Chief, Mobility and Staffing, the incumbent will support the Unit’s efforts to efficiently promote and manage the JPO programme and assist with implementation of the NETI programme.
- MAIN RESPONSIBILITIES AND TASKS
Under the supervision of the Human Resources Specialist, the incumbent will perform the following duties:
Plan and organize the JPO Orientation Programme and support the NETI team in coordinating the NETI induction sessions
- Responsible for logistical planning of the Orientation programme, including scheduling of speakers;
- Advice and make recommendation on the design for the Orientation programme;
- Collaborate and advise on the creation of the orientation materials.
Provide support and individual counselling, particularly for JPOs
- Conduct P11 clinics and mock interviews in the competency-based interview format towards;
- Advice on learning and development opportunities;
- Provide conflict resolution advice.
Assist in formulating and implementing the professional development plans for JPOs/NETIs
- Review strategic career development plans for JPOs and NETIs and provide recommendations for further integration of the career development plans for the two programmes (from induction to retention);
- Oversee the coaching programme for JPOs in collaboration with the external vendor;
- Update and hold training sessions for potential JPOs/NETI Mentors;
- Collect, analyze and summarize data on retention of JPOs and NETIs.
Administer and support the JPO recruitment and JPO management process
- Manage the recruitment process and on boarding of selected JPOs;
- Plan and correspond with field offices to ensure timely recruitment of new positions;
- Correspond with Donor Governments to keep them informed about the recruitment process;
- Assist the HR Specialist in preparing for the NETI recruitment campaign 2015.
Perform other duties related to JPO/NETI administration, as required.
- MINIMUM REQUIREMENTS AND COMPETENCES
a) Education
- Advanced university degree in human resources management, business or public administration, social sciences, psychology or education.
b) Work experience
- A minimum of three years of progressively responsible experience in Human Resources Management.
- At least two years of experience in learning and career development as well as recruitment required.
- Coaching certification and experience in career counselling desired.
- Experience in administering young professional programmes is considered an asset.
- International experience, preferably in developing countries, is considered an asset.
d) Competencies
- Knowledge of human resources policies, practices and procedures and ability to apply them in an organizational setting. Ability to identify issues, formulate opinions, make conclusions and recommendations. Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results.
- Strong organisation and communication skills;
- Excellent written and verbal communication skills in English. Knowledge of another UN language is an asset.
- Experience of working in international and multicultural environments.
- Good judgement, initiative, high sense of responsibility, tact and discretion, with sensitivity to different cultures.
- Flexibility to handle multiple assignments simultaneously and adapt to changing demands and circumstances.
