POST TITLE: Council Manager/Proper Officer

HOURS:37 hours

JOB PURPOSE
The Clerk to the Council is the Proper Officer of the Council and as such is under a statutory duty to carry out all the functions as required by the law. The Clerk is expected to advise the Council on, and assist in the formation of policies to be followed in respect of the Authority's activities.
Principle Accountabilities
- To act as Head of Paid Service and to convene and chair meetings of senior officers/all staff as appropriate. The Head of Paid Service shall act as the most senior staff of the Council in relation to all staffing matters
- To ensure that statutory and other provisions governing or affecting the running of the Council are observed.
- To ensure the Council’s obligations for Risk Assessments and H&S are properly met
- To prepare, in consultation with appropriate members agendas for meetings and to attend such meetings other than where such duties have been delegated to another officer
- To receive correspondence and documents on behalf of the council and to deal with the correspondence or bring such item to the attention of the council. The Council Manager will be responsible for all internal and external communications.
- To study reports and other data on activities of the council, where appropriate to discuss such matters with other managers/specialists in particular fields and to produce reports for circulation/discussion by the council
- To act as head of paid service and as such shall act as the most senior staff of the council in relation to staffing matters including appointing staff below senior level and managing staff except where delegated to another officer.
- The council manager shall have authority to agree expenditure on matters within budget and policy framework, or otherwise follow policy to ensure working to financial regulations and council policy delegations
- To line manage the Responsible Financial Officer, Services and Landscape Managers in keeping with the policies of the council and to undertake all necessary activities in connection with conditions of employment and work of other staff. That the Responsible Financial Officer is to deputise in the absence of the Council Manager
- To assess and review job performance of senior management team
11.To monitor the implemented policies of the council to ensure they are achieving thedesired result.
12. To attend training courses or seminars on the work and role of the clerk as required by council
13. To continue to acquire the necessary professional knowledge to manage the affairs of the council.
14. To work closely and build relationships with other parish councils and organisations
15.To implement thegoals and objectives of the organisation in conjunction with other members of staff, outside agencies and partners.

PERSON SPECIFICATION
Experience/Knowledge
Essential
- Previous management experience (Minimum 2 years, at a senior level, managing multi-disciplinary service provision)
- Successful experience of delivery of projects
- Knowledge of operational management
- Ability to network and build sustainable working partnerships with other agencies
- Experience in working with Boards of Directors/Committees/Council providing professional, accurate, and strategic advice
- Knowledge and understating of issues concerning work with disadvantage communities
Desirable
- Experience of political management/working with elected members
- Ability to translate strategies into achievable and operational activities
Education/Qualifications
Essential
- Professional qualifications in business, leadership or management

Technical job related skills

- Good PC skills (Word, Excel, Outlook, PowerPoint, Publisher)
- Able to demonstrate an understanding of and commitment to equal opportunities
- The ability to absorb and implement law and practice relating to Community Council work
- To have presentation skills
- Good standard of literacy and numeracy, and familiarity with financial accounts
- That some evening work will be required
