Job Summary:To effectively manage all aspects of the Site’s care and residential provision within the National Minimum Standards and Evaluation Schedule (Ofsted, 2012).

To take the lead role in Behaviour Management in the residential unit

Principle Responsibilities:

Head of Care and Safeguarding

  • To be the lead manager for care and residential operations within the school.

As of 2012 this involves ensuring all boarding pupils have their needs met as defined in Evaluation Schedule for Residential Provision in Schools (2012) and in accordance with National Minimum Standards for Residential Special Schools (2011); ensure standards of practice meet those required by the Children Act 1989 and 2004, Care Standards Act 2000 and current Health and Safety Legislation. Ensure following: admissions meet KCC’s Criteria; promote the provision of a warm, accepting environment which ensures equality and meets the diverse needs of the boarders, including emotional, social, educational, dietary, cultural and spiritual.Performance management of the care team including annual appraisals and supervision. Safe recruitment of care staff. All care documents are kept in accordance with regulations. Chairing annual reviews of pupils as required. Ensure effective communication regarding operational practice, handovers, in logs books and regular care staff meetings.Provision complies with Fire Safety Regulations, appropriate records are maintained and fire drill procedures are fulfilled. Maintain own professional knowledge and skills, and ensure staff are aware at all times of the need for confidentiality. Monitor staff performance and sickness levels and take appropriate action. Aware of the Council’s aims, organisational values and impact on this post.

  • To act as the school’s Designated Person for Safeguarding and be responsible for “Care” across the school.

Ensure school staff receive training every year, oversee all CP referrals and CP issues to relevant agencies, update CP policies, attend CP conferences where appropriate and prepare written reports as required. Liaise with outside agencies on CP issues. Responsible for the school’s CP records & ensuring these are kept up to date. To also represent the school at LAC meetings and PEP reviews.

  • To take the lead role in behaviour management in the residential unit and take a support role during the school day.

Ensuring the resolutionof serious challenging behaviours, absconding & safeguarding issues. Liaising with the Principal, Deputy Principal and Assistant Principal as appropriate. Chair return meetings with pupils and their primary carers as required.

  • To prepare and implement Action Plans as required by Ofsted following inspections.
  • Ensure that care and residential operations within the school are of the highest standard and enhance both the reputation of the school and of KCC.
  • To manage Standard 20 visits.
  • To respond to Standard 20 visits as appropriate and implement any recommendations that may arise.
  • To take a strategic role with regards to the management of care across the school and the residential unit.

Contribution towards the school’s self evaluation process.

  • To take the Lead Professional role in CAF referrals.

Ensuring CAF referrals are made, acted upon & followed through. Liaising with Local Delivery Co-ordinator

  • To lead on whole school initiatives
  • To assist in the day to day management of the school
  • To chair Annual Reviews as required
  • To be a member of the Senior Leadership Team of the School, attending meetings and carrying out management reporting as such

The duties may be varied to meet the changing needs and demands of the School at the discretion of the Principal in consultation with you. This job description does not form part of the contract of employment. It denotes the way the post holder is expected and required to perform and complete particular duties.

Accommodation Requirements

The Head of Care would be expected to live on (or near) site for the better performance of these duties. They would be available “on call” over the four nights the boarding facilities are open.

The working week will be split between the school day and evenings, with some flexible working to accommodate meetings

Knowledge, Skills, Experience & Training

  • Detailed working knowledge of legislation, policy and guidelines as they relate to Residential Special Schools.
  • Ability to work under pressure, prioritise and take the lead role in boarding and a lead role during the day when required.
  • Able to deal directly with serious challenging behaviours both during the day and in boarding, sometimes on a daily basis.
  • Able to deal with safeguarding issues; these can be serious and arise on a frequent basis due to the needs of the clients we take care of.
  • Able to manage both care and daytime staff.
  • Able to work with an array of multi-agency organisations.
  • Experience of working in residential special schools with EBSD boys.
  • Experience of managing service change and improving outcomes and service provision for young people.
  • Experience of working in a residential school at management level.
  • Ability to manage staff performance and deal effectively with staff and boarding issues.
  • Ability to make informed decisions about care and behaviour issues across the school.
  • Experience of setting up and implementing effective operational care systems.

Qualifications

Essential

  • Recognised care management qualification: Leadership and Management in Care Services. (Also has a Certificate in Management in Health and Social Care (Open University)
