I. Position Information

Position title: Programme Analyst- Child Protection

Agency: Joint Office of UNDP, UNFPA and UNICEF

Type of contract: Service Contract (SC)
Level: SB-4 – 6 months renewable
Duty Station: Praia, Cabo Verde

II. Organizational Context

Under the overall guidanceand direct supervision of the Head of the Human Capital Development Unit, the Programme AnalystChild Protection is responsible for effective delivery of project implementation support services ensuring effective operational management of project, transparent utilization of financial resources. The Programme Analyst Child Protection promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations, as support agency of the Joint Office of UNDP, UNFPA and UNICEF in Cabo Verde.
Provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and wellbeing as established under the Convention on the Rights of the Child, international treaties/framework and UN intergovernmental bodies.
Contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), the UN Development Assistance Framework (UNDAF) and Country programme as well as the UNICEF's Strategic Plans and the Sustainable Development Goals (SDG), following the standards of performance and accountability framework of UNDP as support agency of the Joint Office of UNDP, UNFPA and UNICEF.
The Programme Analyst Child Protection works in close collaboration with the respective Country Office Programme and Operations teams ensuring successful Country Office performance and compliance in programme management and finance.

  1. Support to programme development and planning focusing on the achievements of the following results:
Prepare annual project workplans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary)
Ensure timely and good-quality implementation of workplan activities
Continuously monitor progress against the approved work-plan; Identify changes in the external environment and promptly agree necessary solutions/actions ( ex. related to the planning and implementation of activities, need for new activities) with UNDP office and Project Board
Monitoring expenditure to ensure that it is in line with approved budgets, AWPs and UNDP Programmed/Financial policies.
Support the preparation/design and conduct/update of situation analysis for the child protection programs/projects and/or sector to ensure that current comprehensive and evidence based data on child protection issues are available to guide the Joint Office strategic policy advocacy, intervention and development efforts on child rights and protection and to set program priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance program management, efficiency and delivery.
Participate in strategic program discussion on the planning of child protection programs/projects. Formulate, design and prepare programs/projects proposal for the sector, ensuring alignment with the overall Joint Office’s Strategic Plans and Country Program and coherence/integration with UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.
Establish specific goals, objectives and strategies and implementation plans for the sector/s using results-based planning terminology and methodology (RBM). Preparerequired documentations for program review and approval.
Work closely and collaboratively with internal and external colleagues and partners, including the UN resident and non-resident agencies, to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.
Identify Joint Programme opportunities with other UN agencies and external partners
Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programs/projects with other Joint Office of UNDP, UNFPA and UNICEF sectors and achievement of results as planned and allocated.
Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for programme management, implementation and monitoring of assigned sectoral activity, in alignment with the defined programme strategies and approaches, partnering with community-based child protection networks that monitor child rights and child exploitation with adequate consultation with relevant stakeholders.
Conduct literature reviews and policy analysis and participate in professional exchanges for the identification of issues, potential topics and geographical focus for interventions on child trafficking, justice for children and related problems of children in need of special protection or children affected by sexual abuse and exploitation
Take the lead in gender mainstreaming in child protection and related programmatic approaches, including the identification of specific gender equality results in child protection programmes.
  1. Programme management, monitoring and delivery of results focusing on the achievement of the following results:
Implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
Monitors financial exception reports of developing projects for unusual activities, transactions and investigates anomalies
Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF, UNPD, UNFPA/UN system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in child protection programs.
Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.
Support maintenance of information system for monitoring gender/sex disaggregated data.
Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
Reports monthly achievements in accordance with AWP of the Unit to Head of the Unit and Deputy Representative as well as Representative of the Joint Office (JO)
Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
Monitor and verify the optimum/appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
Prepare regular/mandated program/project reports for management, donors and partners to keep them informed of program progress.
Ensure programme, sectoral or inter-sectoral, efficiency and delivery through a rigorous and transparent approach to evaluation. Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts, with involvement of all stakeholders. Ensure the preparation of annual Child Protection sector status reports, with contribution of all major partners.
Ensure gender mainstreaming in child protection programmes.
  1. Technical and operational support to programme implementation Support partnerships activities at project level
Be familiar with the activities of other development projects in the sector/area, establish contact and keep up-to date with their work
Create and maintain partnerships with local institutions, private sector in Child protection project target areas.
Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and country office partners/donors on interpretation, application and understanding of Joint Office policies, strategies, processes and best practices and approaches on child protection and related issues to support program management, implementation and delivery of results.
Arrange/coordinate availability of technical experts with UNICEF Regional Office/HQ to ensure timely/appropriate support throughout the programming/projects process.
Participate in child protection program meetings including program development and contingency planning discussions on emergency preparedness in the country or other locations designated to provide technical and operational information, advice and support.
Draft policy papers, briefs and other strategic program materials for management use, information and/or consideration.
Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely Joint Office and Government as well as all implementing partners' accountability; and to orientate and train Government and all Joint Office implementing partners in Joint Office supply and non-supply policies and procedures.
Provide technical advice on gender issues in child protection, with particular regards to the girl child, and collaborate in inter-agency initiatives related to gender equality, gender-based violence and sexual abuse and exploitation.
  1. Networking and partnership building
Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:
Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices
Participation in regular internal meetings,
Participation in training events, communities of practice, codifying and sharing knowledge
Facilitation and organisation of training for project staff to enable them to perform at the required level
Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results in child protection.
 Ensure coordination amongst child protection system actors strengthened, with specific attention to children's life skills, knowledge and participation, as actors in their own protection; engagement of media and civil society to supporting positive practices and involvement of children and families;
Support and supervise Child Act consultations at national and sub-national level. Overall coordination with Regional Advisers and HQ Officers.
Collaborate with other Programme/Project Officers to ensure the integration of the sectoral programme with other sectors. Collaborate with Communication for Development (C4D) and External Communication team/person to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts in order to: enhance collaboration with media, civil society and involvement of children and their families; to support positive practices; engage dialogue with private sector on good practices and corporate social responsibility; and strengthen partnerships with bilateral and multilateral organizations.
Participate and/or represent Joint Office in appropriate inter-agency discussions and planning on child protection and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of CPD and other programs/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.

VI. Recruitment Qualifications
Education: / Master degree or Bachelor’s degree in social sciences, Law or other relevant field.
Experience: / A minimum three (3) years (with Masters’ degree), or, minimum five(5)years (with Bachelors’ degree) of relevant experience at the national and/or international level in project/programmeformulation.

Other requirements / Five years of professional work experience at national and/or international levels in Child Protection.
Knowledge of UNICEF Child Protection approaches and the Convention on the Rights of the Child, international treaties/framework and UN intergovernmental bodies and processes and Emergency. Knowledge of gender issues related to child protection.
Language Requirements: / Fluency in Portuguese and working knowledge of French and/or English.
