POSITION OBJECTIVES

This role is responsible for MCH team to drive collaborative practice and integrated service delivery using contemporary practice, service improvement and excellence to respond to the needs of the community regarding Maternal & Child Health care.

The three main objectives of the role are:

·  Leadership and staff management – Effectively manage all facets of the operations of the Maternal & Child Health team (including contract management of external funded services), supporting contemporary and best practice in line with current policy

·  To provide effective operational management and leadership to the team using the progressive universalism approach ensuring the team complies with MCH service standards, CoPP policies & procedures and guidelines.

·  Strategic Service Planning and Development – Plan the direction, and lead the Maternal & Child Health Development team and relevant stakeholders in the implementation of current policy, continuous improvement, evaluation and advocacy

·  Specialist liaison and advocate – Provide guidance and specialist advice on children, to mothers, parents or care givers reflecting best Integrated Service practiceto multiple stakeholders, internal and external.

·  Conduct periodic service reviews to identify and implement service and business process improvements in line with industry best practice.

KEY RESPONSIBILITY AND DUTIES

Leadership and staff management

·  Provide leadership and coordination of Maternal & Child Health services, programs and projects for children, mothers, parents or care givers across the municipality, aligned to current policy, Council priorities and Department Plan, and in line with organisational business requirements (such as finance, reporting, risk)

·  Manage the operations and delivery of Maternal & Child Health services through effective support and supervision of staff (including performance management, debriefing, and team development); and contract management of external services (including performance management, negotiation and sector development)

Strategic Service Planning and Development

·  Implement and develop the Integrated Service model and evaluation process, including effective communications and advocacy opportunities

·  Analyse and translate data and information through the Integrated Service model to identify current and future MCH service planning needs, and identify strategies to meeting these needs in line with contemporary best practice and the latest sector knowledge

Specialist liaison and advocate

·  Establish and maintain strong relationships with key stakeholders within the Maternal & Child Health sector (and others such as education, service providers, childcare etc) at a local, regional and state level as appropriate to operations, policy and best practice context for CoPP’s MCH services, including facilitation and leadership of appropriate networks meetings and events

·  Proactively participate, lead and advise internal stakeholders on the needs, development, culture, and engagement of mothers, parents or care givers to inform current and future priorities of Council.

·  Collaborate with departmental Coordinators to develop, coordinate, monitor and review policies and plans for Maternal & Child Health Services and Integrated Service Development to ensure alignment with departmental goals.

·  Develop the team through quality recruitment, induction, retention and professional development of staff to build a collaborative team based approach and team culture.

·  Build and maintain quality referral relationships with providers to facilitate additional support for families in need of specific support.

·  Maintain effective management systems to collect data, monitor and report on performance of the service and take corrective action to ensure financial & performance standards are met.

·  Manage the timely and effective delivery of clinical supervision to the MCH team.

·  Identify, report on and mitigate key risks to Council and the organisation.

ACCOUNTABILITY AND EXTENT OF AUTHORITY

·  Accountable for governance, risk management, and compliance with all applicable service standards, guidelines and CoPP policies and procedures.

·  Deliver the programs, projects and integrated services within Family, Youth & Children Services to ensure performance standards and targets are met.

·  Efficient and effective responsibility/management of the MCH Services resources (financial, human and other assets) within Council delegations of authority.

·  Observes professional boundaries and standards and assists others with ethical dilemmas, including duty of care, confidentiality and privacy.

·  Practices in accordance with relevant legislation, policy, and regulatory requirements and complies with professional standards and legislative obligations. Relevant legislation includes: Children, Youth and Families Act 2005 16, Child Wellbeing and Safety Act 2005, Health Records Act 2001, and Family Violence Protection Act 2008.

·  Contribute to the development, review and implementation of policies, strategies and project plans

FINANCIAL MANAGEMENT

·  Responsible for management of the service unit budget within annual guidelines and preparation of business plans for the future of the service unit

·  Ensure capability and support for Team Leaders to understand and take responsibility for managing their budgets.

·  Ensure that all external funding accountabilities are met.

JUDGMENT AND DECISION MAKING

·  Make decisions in relation to the MCH service delivery and development of the Integrated Services Model. In consultation with Manager Family, Youth & Children, initiate and monitor projects & programs and provide assistance to community groups and individuals within CoPP objectives and budget allocation

·  Provide strategic and specialist professional advice and direction to CoPP and external stakeholders on MCH service provision.

·  Undertake research and problem solving using identification and analysis of a range of options before a decision or solution is made and adopted, seeking support or advice as required.

·  Uses professional skills, knowledge observation and judgement to inform decision making utilising validated MCH tools and current practice within community services to provide expertise, problem solving, guidance and support.

SPECIALIST SKILLS AND KNOWLEDGE

·  Extensive knowledge of leadership and management in the delivery of MCH services for children from birth to school age, their mothers, parents or care givers

·  Knowledge and experience in working children and families experiencing vulnerability

·  Demonstrated ability to design and deliver a clinical services program with a collaborative approach to quality service delivery outcomes

Qualifications:

·  Current Drivers Licence

Experience:

·  Considerable knowledge and experience of MCH/EMCH service delivery with program standards, service guidelines and frameworks that inform, support and guide practice & quality outcomes to clients within the community

Further studies and/or experience in management or business would be highly regarded.

·  Experience leading, planning a collaborative and integrated service delivery of MCH services that meet organizational objectives particularly in a dynamic and changing environment

·  Experience in leading policy development, planning, monitoring and evaluation and quality system implementation and management

·  Extensive professional knowledge and networks within the relevant sectors.

KEY SELECTION CRITERIA

·  Plan and monitor the financials relating to MCH, including budgets, service agreements and provide monthly variance analysis reports.

·  Demonstrated people management skills, managing employees in theperformance managementand development process using coaching, feedback, negotiation, conflict resolution and counselling to encourage employee contribution, goal setting, feedback, and performance improvement.
