Senior Technical Manager – Resilience for Building Resilience of the Urban Poor (BRUP) Project (01 Position, Gazipur Project Office)

The duration of the proposed contract is up to October 2017.

I. Job Summary:
The Building Resilience of the Urban Poor (BRUP) funded by C&A foundation will be implemented in Gazipur City Corporation (GCC) from November 2014 to October 2017. The overall goal of the project is to enhance resilience of targeted urban communities and institutions to prepare for, mitigate, respond to and recover from shocks and stresses. The project will work with 6 vulnerable communities residing in 2 wards of GCC. Some of the key interventions include formation and capacity building of community platform, women groups and children on different issues; formation and capacity building of Disaster Volunteers; risk assessment and risk reduction action plan; strengthening disaster management committees; mock drill/simulation; forum theater; capacity building of Fire Service and Civil Defense (FSCD); livelihood training and support; research and advocacy on emerging issues etc.
The Senior Technical Manager (STM) - Resilience position based in Gazipur is one of the core Technical Manager positions of BRUP project. The incumbent will provide technical backstop support and guidance to the CARE and partner staff of BRUP project. The STM-Resilience is overall responsible to ensure the quality and technical soundness of BRUP’s commitments related to Specific SG-1 (household and community resilience) &3 (institutional resilience) are achieved. S/he will develop plans and capacity building strategies to develop capacity of the program staff, beneficiaries, platforms (such as Community Development Committee, Disaster Volunteer) and institutions (such as Fire Service and Civil Defence, Ward and City Corporation Disaster Management Committee etc.). He/she will lead the development of guidelines, strategies, module etc for many of the DRR activities as defined the project proposal. The STM-Resilience will be a key member of the BRUP under the direct supervision of the Team Leader.
II. Responsibilities and Tasks:
Responsibility # 1: Ensure Disaster Risk Reduction Plan and Activities at Household and Community Level (SG1) as Defined in the Project are Implemented Effectively and Efficiently / 30%
·  Identify the capacity building and technical support needed by the staff and develop capacity building strategy accordingly.
·  Provide input and guidance to the team to develop operational plans for SG 1.
·  Provide guidance and support to develop Community Development Committee (CDC), Disaster Volunteer (DV) group and Forum Theater.
·  Take lead role to develop guidance/strategy for DV formation, risk assessment and risk reduction action plan at community level.
·  Work with TL and other STMs to develop module and arrange training for CDC on selected issues.
·  Provide technical support and guidance for DV training.
·  Provide technical guidance to arrange mock drill / simulation at community/ward.
·  Develop system to establish garbage management within the community and raise public interest to contribute.
·  Coordinate to develop Risk Reduction Action Plan (RRAP) and supervision of implementation of RRAP (Software and limited hardware).
·  Mobilize DV and manage emergency response activities at times of disaster.
Responsibility # 2: Ensure Disaster Risk Reduction Plan and Activities at Institutional Level (SG3) as Defined in the Project are Implemented Effectively and efficiently / 40 %
·  Provide input and guidance to the team to develop operational plans for SG 3.
·  Develop professional relation with Gazipur City Corporation Disaster Management Committee (CCDMC).
·  Take lead role to sensitize CCDMC and arrange regular meeting taking support from partner.
·  Develop guiding note to form Ward Disaster Management Committee (WDMC) and support partner to hold regular meeting.
·  Develop training module and organize training for WDMC.
·  Provide technical support for development and implementation of Ward RRAP.
·  Supervision of the implementation of Ward RRAP.
·  Liaison with Fire Service and Civil Defence (FSCD) to arrange training for their staff and provide light equipment for FSCD and DV.
·  Liaison with construction contractors groups/associations to arrange training for masons on safe construction practices.
Responsibility # 3: Monitoring/Evaluation, Learning and Reporting / 15 %
·  Provide input on SG 1 & 3 for the development of M & E system , conduction of baseline and evaluation etc.
·  Review findings of the Monitoring reports/visits and initiate action accordingly to revise project strategies and plans if needed.
·  Provide input to KML staff to document and communicate project success, achievements, case stories, learning etc in different local, national and international forums, websites, newsletter/magazine, newspaper etc. related to SG 1 & 3.
·  Provide input and review SG 1 & 3 sections of project progress reports, learning document etc.
·  Provide input and in some cases develop report on relevant training/workshop/event etc.
Responsibility # 4: Advocacy, Networking and Collaboration / 15%
·  Support in identification of advocacy issues, development of advocacy strategy and implementation of advocacy campaign.
·  Maintain network with other government and non-government agencies, networks and individuals (DDM, CDMP, DU, BUET, NGOs, NARRI, Urban Forum) etc. working in similar areas of programming.
·  Maintain a functional relationship with relevant government counterparts (Fire Service and Civil Defence, Gazipur City Corporation etc.).
·  Represent CARE in different relevant forums.
III. Reporting:
Team Leader – BRUP project.
IV. Working Condition:
Based in Gazipur with approximately 50% time to travel at field.
V. Qualification:
·  A good conceptual understanding of disaster & climate risk management priorities in Bangladesh.
·  Masters degree, preferably in Disaster Management, Sociology, Anthropology, Urban and Regional Planning etc.
·  Minimum 5 years professional experience in Disaster Management.
·  Experience in urban context is preferable.
·  Training in disaster management and experience in emergency response.
·  Fully understands the DRR/DRM systems of countries in the country.
·  Excellent level of understanding of mainstreaming concepts and framework.
·  Has sound experience of developing technical guidelines, templates and check-lists for mainstreaming DRR into development planning.
·  Experience in liaison and networking with GOB agencies, donors, NGOs and other partners.
·  Ability to work under extreme pressure and demonstrated leadership in emergency situations.
·  Excellent written & oral communication skills in English & Bangla.
·  Demonstrated leadership skills.

Compensation

Monthly gross salary is Taka 81,070 plus other admissible benefits as per CARE policy.
