Position Title:County Commissioner

Accountable to:Chief Executive

General Scope of Appointment

Responsibility for the implementation of all St. John Cymru Wales regulations and policies and the management of all personnel and activities within theCounty.

Specific Responsibilities:

  1. To be fully responsible for all St. John volunteers within theCounty.
  1. To ensure optimum use is made of all available resources, both human and material, within theCounty.
  1. To produce (in consultation with the County Staff Officers, Chief Executive and St. John Council Chairs), the Annual County Strategy, in line with current organisational policies and priorities and the production of subsequent reports.
  1. To produce a draft budget in support of the Annual County Strategy for discussion with and approval by the Chief Executive.
  1. To ensure that all financial quarterly and annual returns are submitted in a timely fashion.
  1. To be responsible for the strict compliance with, and implementation of,Safeguarding Policies within theCounty, in conjunction with the Safeguarding teamNational Safeguarding Officers and Director of Human Resources.
  1. To be responsible for the identification and delegation of duties within the County.
  1. To be an active member of the Operations Management Committee and to ensure that your peers are well informed concerningthe activities, the progress and the needs of St. John within the County.
  1. To be responsible for chairing regular meetings for County Staff Officers and Divisional Officers-in-Charge and for ensuring that all directives are communicated to all levels withintheCounty.
  1. To attend (or arrange representation for), meetings called by NHQ staff and Senior Volunteers.
  1. To ensure that all members act in accordance with current St. John Regulations and Policies and uphold the traditions of St. Johnin Wales.
  1. To be responsible for the management of discipline and grievances for all Countymembers in conjunction with the Director of Human Resources.
  1. To recommend to the Prior,through the Chief Executive the appointment or suspension of all Countyand Divisional Officers.
  1. To undertake regular visits and to review the activities of all Divisions within the County.
  1. To implement the triennial review procedure within theCounty.
  1. To encourage and support all competitions, with particular focus upon County and National “Cadet of the Year” and “National First Aid Competitions”.
  1. To actively encourage recruitment to St. John at all levels.
  1. To give support to the development of LINKS, Cadets and Badgers.
  1. To make arrangements for theundertaking of Annual Inspections.
  1. To consult with the Deputy and Assistant Commissioners and Chairpersons of the St. John Councils as appropriate, regarding the submissions for Honours and Awards within the County.
  1. To attend meetings of the St. John Councils within theCounty and to consult with them on relevant issues.
  1. To ensure a prompt response is given to any consultative papers from NHQ.
  1. To comply with all internal and external requirements for risk management, quality management, clinical governance and health and safety.

Approximate Annual Time Demands

  • This is a very time consuming role, and there is an expectation that a typical holder of this role would commit to approximately 30 hours per month (360 hours per annum).
  • Regular liaison with the Chief Executive, Directors and other Principal NHQ Officers, Chairpersons of St. John Councils, County Staff Officers, Divisional Officers/Members in Charge and Badger Sett Leaders will be required.
  • Attendance at regular meetings and events (e.g. First Aid Competitions) at both local and national level will be necessary.
  • Production of County Plans, Budgets and other correspondence will also be expected.

This is an unpaid voluntary role. Appointment to the role is binding in honour only and is not intended to be a legally binding agreement nor is it intended to create a contract of employment.
