The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.

The Ministry provides policy advice, and delivers social services and assistance to young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing.

We serve over a million people, working out of more than 250 centres around the country. It is likely that every New Zealander will come into contact with the Ministry at some point in their life.

We do this through five key groups: Client Experience and Service Design, Client Service Delivery, Client Service Support, Community Partnerships & Programmes, and Strategy & Change. Whatever part of Service Delivery we work in, we have a role in delivering services and making a difference for more than a million clients.
Business Unit:
Community, Partnerships and Programmes is responsible for strategic partnerships; community, employment and population based programmes; industry partnerships; and the service management of contracted services including family and sexual violence. This group is about connecting and collaborating to build effective partnerships that achieve better outcomes for those individuals, whānau and communities who most need our support.
Purpose of the Position:
The Programme Manager within the Safe Strong Families and Communities group is responsible for leading and managing key CPP projects and programmes. The role holder will initiate and deliver a range of projects and programmes that have been allocated to the Project Delivery group based on CPP, Service Delivery (and MSD) priorities. The Programme Manager may be responsible for managing multiple projects and/or programmes in parallel.

    Key Accountabilities:

Key Result Area / Accountabilities
  • Day to day management of the programmes and projects ensuring successful delivery of the new capability and services, aligned to the agreed plan.

  • Working closely with CPP and Service Delivery managers on the realisation of the benefits driven from the delivery of new capabilities and services.

  • Liaising between CPP, Service Delivery and IT in technology design and development projects.

  • Planning and designing the programme/projects and managing overall progress.

  • Managing and resolving any risks and issues that arise and initiating corrective actions as appropriate.

  • Managing the interdependencies within and between the programme/projects.

  • Managing the programme/project budget.

  • Facilitating the appointment of individuals to the project teams and managing performance.

  • Managing communications with internal and external stakeholders.

  • Reporting progress of the programme at regular intervals to Service Delivery management.

  • Provision of business and technology related advice across CPP, Service Delivery and IT

Technical/Professional Knowledge and Experience
  • Experience in leading projects and programmes of business and/or technology change.
  • Good knowledge of the techniques for planning, monitoring and controlling programmes and projects, including risk management.
  • Good knowledge of the Service Delivery business and the technology applications used to support the business
Attributes/Success Factors
  • Ability to lead multi-disciplinary teams made up of internal and external resources
  • Good communication skills both verbal and written
  • Ability to develop and maintain effective working relationships with other members of the Project Delivery group, Service Delivery managers, IT, project teams and external stakeholders.

  • Ability to find innovative ways of solving or pre-empting problems.
