NATURE and SCOPE
The Director, Health & Safety is responsible for making safe behaviours a habit across Armtec’s multi-operation environment. Our ambition is to be amongst the best in class for our industry with an ultimate goal of zero incidents. Reporting to the Chief Operating Officer (COO) the Director, H&S will provide expert assistance to Armtec’s four regions, providing strategic direction and recommending and collaborating on safety improvement plans. The Director will develop and implement policies and procedures that promote and provide a healthier, safer work environment while establishing training programs for employees/leaders in safety management best practices, assisting with hazard identification procedures, and developing safe work procedures.
PRINCIPAL ACCOUNTABILITIES
1. Provide the leadership and support to assist Armtec in creating a safety-first culture where safe behaviours are habitual within every function, every office and every plant.
2. Create a national Health & Safety road-map that is integrated into Armtec’s rolling 3-year corporate plans.
3. Provide guidance and assistance to each region in the development of annual Health & Safety improvement plans designed to drive the necessary changes in behaviours and processes to deliver targeted safety improvements.
4. Align the company’s safety expectations, training, organization, rewards and controls with the goal of making safe behaviours a habit across the organization.
5. Lead the development, promotion and review of operational controls such as safe working practices and job hazard analysis as appropriate to specific work tasks.
6. Create and maintain a process ensuring a thorough investigation of lost-time injuries and high severity near-misses.
7. Oversee a national health and safety incident reporting process that determines root-cause concerns and ensures timely learning across regions.
8. Develop and analyze leading health and safety indicators.
9. Lead a health and safety analyst (position to be filled, 2012 Budget) in the development of manuals, policies, and procedures for training and safe work practices, as well as in thorough injury statistical reporting and analysis.
10. Coordinate workers compensation program management with regional health and safety leaders and ensure compliance with provincial workers compensation requirements.
11. Review national workers compensation programs maximizing programs to reduce overall costs and increase likelihood of rebates.
12. Participate in industry Health & Safety professional group(s) and maintain a current knowledge of industry HSE direction and standards (agency & client)
PRIMARY INTERACTIONS
q Interacts daily with health and safety leaders within Armtec’s 4 regions, and a national health and safety analyst (position to be filled, 2012 Budget).
q Collaborates with regional leadership teams, front-line leaders, and individual contributors across the organization.
EDUCATION and EXPERIENCE
College diploma or Bachelor degree with a related major and 10 or more years of experience leading, implementing, and managing Health and Safety programs, preferably in a manufacturing environment. Preference will be given to qualified candidates who are bilingual in French and English and have either obtained their CRSP certification or are actively enrolled in certification. Familiarity with behaviour-based safety approaches is also an asset.

WORKING CONDITIONS
Physical Effort – Time divided between the plant environment and office work. There is an infrequent need to move or lift light articles.
Physical Environment – Travel to the various plants across Canada will be a normal requirement, with approximately 33% of the role being at a plant operation.
Sensory Attention – Attention to safety requires constant attention while in operational facilities. Communicating verbally and in writing is ongoing.
