Summary/General Description of Job:

Under general oversight, this position is responsible for the development, delivery, and management of energy efficiency programs. This position performs energy engineering functions and works on various energy management projects in support of the Resource Efficiency Manager (REM) Program

This position supports the installation in its efforts to comply with applicable energy-related federal laws and Executive Orders as they pertain to reducing energy and water consumption. This position supports the installation in its efforts to reduce overall utility costs and consumption by reducing energy and water intensity. Work hours are subject to change, with weekend work or extended hours as needed.

This position directly supports the Directorate of Public Works (DPW) and Installation Energy Engineer/Manager.

Essential Duties & Job Functions:

·  Performs a variety of energy engineering functions, works on engineering management projects and supports Resource Efficiency Manager (REM) programs.

·  Develops renewable energy projects, conducts energy audits, develops and implements energy saving projects.

·  Manages energy efficiency programs specializing in delivering energy efficiency recommendations and measures. Monitors and tracks performance metrics applicable to each program.

·  Coordinates with Installation Energy Manager in regards to potential Energy Conservation Investment Program (ECIP), Utility Energy Savings Contracts (UESC), and/or Energy Savings Performance Contracts (ESPC) projects, or other alternative financing vehicles.

·  Assists with development and implementation of the Energy Implementation Plan and Energy Master Plan for Picatinny Arsenal, and provides innovative approaches for specific projects.

·  Supports repair and construction activities, including providing design review; project management support construction coordination and oversight; and, other support activities to ensure that energy efficient measures are incorporated into new construction repair and renovation projects.

·  Identifies policies, procedures, or other obstacles that may limit the ability to fully achieve the energy and water reduction and sustainability goals.

·  Develops or maintains spreadsheets, advanced meter data, utility billing databases, and uses expertise to identify and help correct anomalies in facility energy use. Provides an economic analysis, as needed, to help justify funding to address complex problems.

·  Updates supply databases for equipment purchased under the Energy Star label and/or Federal Energy Management Program (FEMP) designated products and other credible energy standards.

·  Provides assistance in energy reporting and planning, to include input to the Army Energy and Water Reporting System (AEWRS) database, the annual energy report, the long-range energy plan, and energy security plans.

·  Develops an effective network of Facility Managers and Building Energy Monitors. As required, provides initial and periodic training, maintains communications and provides feedback on building energy performance.

·  Optimizes facility operations to minimize utility costs. Identifies facilities with the greatest potential for energy cost savings and provides written recommendations for buildings to operate more efficiently.

·  Develops and sustains an effective Energy Awareness, Incentive, and Suggestion Program. Assists the Installation Energy Manager to plan and carry out continual energy awareness activities, to provide awareness briefings to the Installation or Facilities Commander, facility managers, installation staff, and others, and, to develop and sustain meaningful awards and other incentive programs.

·  Supports utility demand reduction to maximize cost avoidance. Identifies and develops energy management initiatives, O&M measures, and projects.

·  Conducts energy audits. In accordance with EISA 2007 requirements that federal facilities must audit at least 25% of the existing facilities annually, conducts energy audits in accordance with an approved audit plan.

·  Assists in the development and implementation of renewable energy projects, programs and initiatives, and, alternative fuel utilization projects. Conducts field investigations, preliminary assessments, detailed assessments, technology assessments, life-cycle cost analyses, and feasibility studies to identify and develop technology reports, technology transfer materials, work plans, measurement and verification plans, and other documentation to facilitate the development and implementation of energy projects, programs, and initiatives.

·  Provides conceptual design and design reviews; provides project or construction management services such as work inspection and project closeout. Coordinates construction activities including demolition projects, equipment installation, maintenance of water and energy conservation, and other facility projects.

·  Prepares monthly or ad hoc progress reports, analysis reports, energy audit reports, training documentation reports, award nominations, grant applications, documented savings, etc.

·  Supports the project Safety Plan though personal involvement in all aspects of Safety, including training, safety protective equipment and clothing, and adhering to safety requirements pertaining to particular trades or skills.

Job Requirements (Education, Experience, Professional Associations):

Mandatory

·  US Citizen

·  Valid state driver’s license, with acceptable driving record

·  Bachelor’s Degree in Engineering (or similar engineering degree).

·  5 or more years’ experience with energy conservation/management to include facility and utility system design, construction management, operations and maintenance.

·  5 or more years’ experience with HVAC applications and auditing and working with maintenance staff personnel

·  Knowledge of various energy estimating software packages – i.e., Trane Trace, DOE II

·  Must be International Association of Energy Engineers (IAEE) Certified Energy Manager (CEM); CEM must be current.

·  Strong analytical skills

·  Strong verbal, written, and, presentation skills

·  Ability to provide analytical and technical support of program and energy efficiency evaluations

·  Advanced level of proficiency with Microsoft office

·  Must be able to pass drug screen and background check

Preferred

·  United States Green Building Council (USGBC) Leadership in Energy and Environmental Design Accredited Professional (LEED AP)

·  Professional Engineering (PE) License

·  Project Management skills

·  Prior experience supporting a military base or civilian installation
