1. Overview

1.1. Background

War Child works with children who, as a result of conflict, live with a combination of poverty, exclusion and insecurity. These children might include street children, child headed households, children conscripted into armed groups, and children who have been put in prison. Our mission is to support and improve the care and protection of children and young people who live with a combination of insecurity, poverty and exclusion in some of the worse conflict-affected places. We look forward to a world in which the lives of children are no longer torn apart by war. This is a vision that can only be realised through the collective actions of children themselves, communities and their leaders, organisations like War Child, governments and key decision makers.

1.2. Description of the Role

War Child UK is recruiting a Child Protection Officer who will work with theprogrammes team and local partner organisations to work with the Syrian refugees in Jordan and vulnerable Jordanians in host communities.

The Child Protection Officer will provide critical support to new programme development and extending War Child’s work for the Syrian Refugee Response in Jordan. The Child Protection Officer will be line managed by the Programme Manager in Jordan. The Programme Manager will provide direction and support on all issues related to programming, reporting, and monitoring and evaluation.

1.3. Key responsibilities

  • Coordination: To lead on all Child Protection programmatic areas, ensuring Child Protection is mainstreamed into all War Child UK and partner projects. Also to engage with the relevant networks within the country.
  • Capacity Building/Organisational Strengthening: Identify needs and build capacity of partner organisations (Child Protection Networks, local authorities and partner organisations) in key programme areas.
  • Gather information for future programmes: Show good knowledge and understanding of the country context and its internal dynamics to identify gaps in services available in order to propose possible interventions in line with WCUK values and mission.
  • Monitoring and Evaluation: Work with the Programme Manager to record outputs and outcomes on the WCUK M&E system that is in line with donor and organisational requirements
  • Compliance: Ensure adherence to donor and organisational requirements, including child protection policy, by War Child and partner staff.

The role involves working closely with the following stakeholders

  • Country Director or in his/her absence relevant staff in the Programmes Directorate (based in London)
  • Programmes Finance Manager (based in London)
  • Field Programmes and Project Coordinators in other countries, where relevant
  • Other War Child colleagues

1.6. Contractual Terms

  • Position:Fixed term Contract of 1 (one) yearwith possible extension dependent on funding
  • Salary:£26,470 and 29,590 (gross, dependent on experience)
  • Working Hours:Full time, 37.5 hours per week.
  • Probation:3 months
  • Leave:30 days pa, increasing by one day for each year’s service up to a maximum of 5 additional days

2. Job Description

2.1.Project Coordination

  • Prepare, update and implement project work plans on a monthly basis with input from partner and all members of team.
  • Maintain coordination links by attending meeting with NGO community
  • Prepare regular reports on budgets and expenditures to track spending and take corrective action if necessary
  • Ensure timely grant reporting that clearly relates to the stated goals and objectives of relevant grant and relates expenditures to activities
  • Capacity Building and Training of local partner organisations
  • Identify needs and design capacity building programme for partner in key areas including programme management, donor compliance, child protection, monitoring and evaluation
  • Deliver training and where appropriate enlist external expertise
  • Provide ongoing training and support to partner organisation
  • Comply fully and ensure partner compliance with War Child’s Child Protection Policy
  • Monitoring and Evaluation
  • Perform project monitoring and evaluation in line with donor reporting requirements and logframe
  • Maintain database with beneficiary numbers
  • Facilitate internal and external evaluations of the project, using these as opportunities to elicit and document achievements, challenges, learning and opportunities.
  • Compliance
  • Comply fully with War Child’s finance, security and child protection policies and procedures, managed by the Country Director
  • Ensure that receipts and supporting documents are provided in line with War Child’s requirements
  • Liaise with the Country Director and London based Programme Development Coordinator to ensure smooth running of grants
  • Ensure partner compliance with all of the above
  • Assist CD and PM in identifying and approaching in-country donors for funding of new project

2.5Programme Development

  • Participate in field assessments and donor liaison as appropriate
  • Participate external coordination, such as Child Protection Working Group and other relevant coordination meetings

3. Person Specific Requirements

3.1 Work Experience and Knowledge

Minimum 3 years of experience in:

  • In the delivery and supervision of projects in conflict and post conflict environments
  • Which combine direct service delivery, capacity building, and advocacy
  • Through direct implementation and in partnership with state and non-state actors
  • With funding from institutional donors such as the European Commission and the UN agencies
  • Child protection mechanisms, linked to the Minimum Standards for Child Protection in Humanitarian Action
  • Case management and/or juvenile/restorative justice
  • People management
  • Sound knowledge of participatory approaches
  • Developing new projects
  • Implementing monitoring and evaluation systems
  • Grant management and reporting – experience of working on institutional grant funded projects would be an advantage
  • Experience of budget and expenditure management

3.2 Education

  • Master’s Degree
  • Fluency (written and verbal) in Arabic
  • Excellent (written and verbal)English

3.3 Legal

  • Eligible to work in Jordan and travel to the countries in which War Child operates

4. Desirable

  • Experience in the delivery and supervision of child protection or GBV projects in conflict and post conflict environments
  • Best practice knowledge of child protection, gender sensitivity, the protective environment framework and child rights programming

  • Excellent analytical skills
  • A commitment to participatory approaches
  • Ability to be administratively self-sufficient
  • Flexible and willing to support others at times when particular organisational priorities take precedence
  • Willingness and ability to travel to War Child country programmes
