The purpose of this position is to assist in providing leadership, direction, and guidance regarding strategic and operational activities in a centralized Human Resources department; act in the place of the HR Director during absence or unavailability; and support the HR Department philosophy.

Essential Duties and Responsibilities: Develop, implement, administer, and monitor compliance of the City’s Personnel Policies and Procedures and other HR practices and guidelines. Supervise HR staff by encouraging professional development, prioritizing and assigning work, conducting performance evaluations, and making recommendations for tangible employment actions. Proactively well-versed in legislation/litigation affecting Human Resources and employment law. Assist in monitoring policies and practices throughout organization to identify liability exposure. Conduct employee relations mediation sessions and assist others with doing so Participate in the benefits process – annual renewals, answering questions, and interacting with providers. Compensation plan monitoring to include reclassifications & various related requests. System utilization – HRIS, recruitment, benefits provider systems, budget, agenda management, etc. Train staff in policies, procedures, and practices as needed. Assist with disciplinary actions, grievance procedures, pre-termination sessions, and termination sessions, and unemployment hearings. Assist in formulating and coordinating the City’s position in claims, lawsuits, hearings, and charges related to employment practices. Promote continuous improvement in HR systems, practices, and procedures. Adhere to the HR Department’s Confidentiality Statement. Assist in fostering a positive work environment for HR staff. Assist in administering and monitoring the departmental budget including allocating resources. Research and evaluate trends and strategies and prepares models and recommendations based on findings. Represent the City in a variety of meetings, events, and organizations.

Job Specifications and Qualifications:Knowledge of Demonstrated generalist level of proficiency in various aspects of Human Resources (such as recruitment, employee relations, policy development, compliance, benefits & wellness, performance management, compensation & training); Comprehensive, current usage of applicable local, state and federal laws employment law, rules, and regulations (such as Title VII, FMLA, FLSA, ADAAA, ADEA, HIPAA, NC Public Records Act, etc.); HR management principles, operations, practices, methodology, and procedures. Employee relations principles and practices; Process improvement and implementation experience; Municipal government operations; Human behavior theory; Training administration methods and principles; Research and analysis methods; Budgetary principles. Skills in Ability to interact professionally and knowledgeably with Federal and State regulatory agencies and providers; Intermediate computer software utilization, ability to work at administrator level in some systems; Proficient in conducting confidential, formal investigations and training others to do so; Ability to serve as a subject matter expert consultant to in-house departments on HR related matters; Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; Optimal organizational skills for data heavy environment; Strong communication and interpersonal skills with commitment to customer service to internal and external customers. Licensing and Certifications: SPHR, SHRM-SCP or PHR, SHRM-CP preferred

Required Experience: Bachelor's degree in Human Resources, Business Administration or related field; with at least five years of progressively increasing responsibility in HR administration; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
